CENTRIPAX, Concordia Incola - As the Lieutenant Governor had promised, exactly five brightenings following his last announcement he stood within the great Forum of the Concordia Incola to present his last series of announcements for the season; proclamations that had been rumoured to be the most important to date.
”Serale citizens of Centripax. What I bring before you this brightening from the Governor’s Office has been discussed, planned and almost implemented in the past. It was first brought before the Concordia Incola and a provincial council during my time as Provincial Commander and after revisiting it with the Governor we have decided to finally implement it for the good of the province.” Ered`Gard turned and motioned toward a large painting that was standing behind him, currently covered by a centripian blue sheet. With a nod the sheet was pulled off to reveal a large map of the province.
”The first of the announcements I present is that the proposed Provincial Garrison system has been approved by the Governor and at the beginning of next season the system of Garrisons will begin construction.” he went on to give a brief description of what the system entailed. That in total there are nine garrisons to be built, and that an additional two would be manned and had already finished construction; those two were namely the castles of Primus Gaudeo and the Citadel above the village of Siona.
”Each garrison will further have a series of outposts spread throughout the territory that the garrison will patrol. These outposts will serve to cut down the response time for the provincial militia and thus give the province a better chance of defending itself from an attacker.” he spoke at great length about the garrisons size and how they would be built and with whose funding.
”Each garrison, save for Primus Gaudeo and Siona, will consist of one thousand legionaries with a further two hundred legionaries located in the outposts within each region. Siona will have three thousand legionaries with a further two hundred for the regions outposts and Primus Gaudeo will hold the remainder of the Provincial Militia.” the Lieutenant Governor went on to give the approximate figure that some fourteen thousand legionaries would be deployed around the province in these garrison and outpost networks whilst a further eighteen thousand remained in Primus Gaudeo ready to assist the province where it was needed.
”This increase in security throughout the province will ensure the citizens of the province are kept safe from bandits and in the event of an invading force, like the one that attacked Zerdargia, were to attack a locality within Centripax there would be enough warning time to evacuate the citizens and dispatch a suitable response force from the Provincial Capital.” he proceeded to state that the funding for this venture should be minimal, however in the event that costs do rise there has been a portion of money set aside to cover the additional expenditure.
”I would like to clarify for the concerned members of the province who might think that these garrisons will have an effect on the major localities. The Phoenix Legion will not venture into any locality or the area that that locality has jurisdiction over, unless with prior approval from the leader of that locality or at the explicit order of the Governor’s Office. And I can assure you that if this is the case those forces will be doing so in order to keep the province safe.” he mentioned that this was indeed a touchy subject with some people and so he has made time in his schedule for a Questions and Answer sessions regarding all of the changes that have occurred of late. This session will take place in the first cycle of the new season,
”this will give the citizens of the province enough time to formulate their arguments and questions and travel to Primus Gaudeo.”
Having addressed that issue he asked for the citizens patience as he moved on to the next order of business which were the changes to the Concordia Incola.
”The Concordia Incola has for some time been a heated area of debate within the provincial government. Its duties, jurisdiction and mandate have been brought into question by nearly every governor and lieutenant governor to reign since Baron Davion Jaq’len retired. I will not profess to know the reason for this as it seems to me that the basic idea and mandates of the Concordians are very clear and shout not be changed at all. What I do believe should be changed, and what the Governor and I have made changes to, is who should be Concordians.” He went on to outline that originally the Concordia Incola was restricted to three citizens from each major locality of the province, appointed by that locality’s thane and sent to Primus to take part in the discussions.
”I believe that that method is essentially bound to fail in a few respects. The Governor and I have come up with a system that will allow the Concordians to do what they are there to do. No longer shall the Concordian positions be a paid job.” he outlined how much of a drain it was on the province to pay someone for their ideas and advice; which is essentially the job of a provincial council member, a position that has no pay in every other province.
”It is a citizen’s right and choice to be on this council and we wish to promote that with the Concordia Incola. There are restrictions however. At any one time there may only be three hundred Concordians. I hear many of you ask the question of how one becomes a Concordian. It is simple; you apply directly to either the Speaker and Senator or the Lieutenant Governor of Centripax.”
Briefly explaining that this could be done in person or in a letter, however the information that the Speaker will require was: name, how long the person had been in the province, whether that person had served in any military or government position within the province, whether that person owned land or a business, the financial status of the applicant, whether the applicant was of noble birth, and finally the locality of the province the applicant came from.
”The reasons for these questions to be asked and this information to be gathered is to ensure the integrity of the applicant and potential Concordian. You, the people, wish to see those who have served this province, and who will continue to serve this province, attain a position that will give them the right to speak for you on a provincial council.” this was followed by a brief list of some changes to the responsibilities of the Concordians.
”As a Concordian you will be a respected member of Centripax, your words heard and listened to by the people, your ideas considered to a greater extent than usual. You are expected to always be; honourable, righteous, truthful, strive for the betterment of the province and its citizens, and uphold the laws of Centripax and the Empire. Failure to do so will result in a punishment worthy of the crimes committed.” a date was shortly mentioned for when the first Concordians would be announced, which was the beginning of the new season.
”I thus encourage citizens from all over Centripax to send a letter of application for this prestigious office as soon as possible.”
It appeared that the changes did not stop here, he continued to state that from next season onward the provincial government and the local government of Primus Gaudeo would be completely and totally separated,
”This will allow the Provincial Government to move freely around the province in its entirety if it so desired to do so without causing administrative problems for the localities it visits. The Governor and I have been discussing a new plan for the provincial government which I will tell you a little about now. We would like to see, eventually, the provincial government able to tour the localities of the province. This would mean that one season the Government’s Head would reside within Zerdargia, and the next season within Riparia, or Natura, or Acumin, or Siona, or any other number of communities spread throughout this great province.” A hand was raised as if to placate the crowd, which had a few whispers circulating throughout after that bomb shell had been delivered.
”This does not mean that Primus Gaudeo will relinquish the status of Provincial Capital. Always will Primus Gaudeo be the Capital of Centripax. What it does mean is that the provincial government will spread equality throughout the province by sharing in its participation of a roving Provincial Government.” He stated again that this was an idea being discussed and that there were obvious problems to be sorted out. They were, however, accepting questions and advice with regards to this and in fact encouraged the participation of the province in this affair. It could be discussed, in length, at the conference at the beginning of next season, as could any other topic brought up in the last few cycles. It was also with this that the Lieutenant Governor concluded his announcements for that brightening.
”Once again, I thank all of the citizens of Centripax for their patience and I will look forward to answering any questions at the beginning of the next season in this very forum room with the rest of the provincial government in attendance.” A bow and once more he withdrew to his office.
