After his meeting with Keldon, Raliric made his way to the Concordia Incola, moving throught the Forum and eventually into the Hall of the Governor. There he moved up to the door of the Lieutenant Governor’s office and stopped, looking at the small golden plaque on the door that named the office. He glanced to either side at the Phoenix Legion guards who had been guarding an empty office for however long it had been. ”Not to worry gentlemen, the Lieutenant Governor has arrived.” He recognized these men from the times he had come through the Hall, not to mention from when he was Provincial Commander. ”You won’t be guarding an empty office again for sometime.”
With that he took a deep breath to get himself ready. As soon as he moved through that door he was officially and publicly the Lieutenant Governor, it frightened him a bit, however he was not a man who let his fears rule him, in fact it spurred him to even greater lengths. He pushed open the door and moved inside, leaving his entourage of knights outside to wait for his next trip.
He did not really take much notice of his surroundings to begin with; he had important matters to attend to before he could have the luxury of changing the office to suit his needs. He moved behind the desk and pushed the chair back, wanting to stand up whilst he sorted the desk out and then he would sit to write the letters he needed to. It took him roughly half a candlemark to sort out the reports and such that had filtered into the office over the last few months, putting them into a to-do pile which he would look into later.
Once sitting and with a pile of parchment, a few quills and two pots of ink he began to work over his To Do List.

The greater and more urgent reason for this missive is to ask for a full report on the current state of the Phoenix Legion Provincial Miltiia. This should include most prominently the current amount of Legionaries, including recruits. It should feature the current expenditure of the Legions; from maintenance and supplies to wages.
I would also like to discuss with you the implementation of the provincial garrison project I had been formulating before my removal. It would please my greatly and be of most use to me, if this report could be on my desk within the cycle.

I have recently been appointed Lieutenant Governor and would like to formulate a concise report on the status of the nobility of the province and how we can maximize their role in the province to their and our benefit.

After finishing that last letter he sat back and took a breather. He had many more letters to write and people to meet, however he had seen to the most important. He waited until the letters were dry, then he sealed them with the seal of the Lieutenant Governorship and Centripax, before taking them to the door and given them to the Phoenix Legionaries to deliver.
High Commander Rardowia Careddyn was the first to send a reply to his missive, it contained two pieces of documentation; the first was a letter and the second the asked for report.

The Guards of Primus
The Guard of Primus is both the police force and the main military force of Primus Gaudeo. They are in such great numbers, to be able to take care of the various duties of the 'police', while at the same time they are responsible for all military responsibilities of PG. Therefore, they are not only trained as regular city guards, but also as combat soldiers in line with the Phoenix Legion. In the past the Phoenix Legion has recruited from the Guard of Primus to add fully trained and hardened soldiers immediately to a provincial fighting force.

Phoenix Legion
The Phoenix Legion is the provincial militia for the Province of Centripax, this militia is the provincial arm of the Governors Office. It is used to enforce provincial law, protect trade and tax convoys, and protects the roads, farming communities and villages within the province. In the past the Phoenix Legion recruited men from the Guard of Primus so they avoided the tie necessary to train new recruits up to full fighting status, thus ensuring the Phoenix Legion remained the Elite of the Elite.

Being a fae had its advantages and getting around the building that housed the offices of the Lt Governor and Governor without being observed was one of them.
"Serale Sir Raliric!" she greeted him.
" I hope you will excuse the informal ness of my meeting you like this but this place is a little on the large side for a fae and not at all comfortable.
Still I am pleased that you have been appointed; I have heard many good things about you over past eras." she finished as she came to rest on a corner of his desk.
Raliric had been pouring over the reports which he held one in each hand and, as had become a bad habit of his, he was leaning back on his chair. When the sound of the fae’s voice pierced into his concentration he became startled and gave a quiet shout. His foot in kicked out in surprise and thus tipped the balance of the chair backwards, for a moment his chair and he were perched upon one single leg before it tipped backward and he landed on his back. He managed to roll with the momentum and return to his feet in a crouch, one hand upon his chest as he scanned the room for what had made the noise.
When he saw Sharinya he sighed with relief and then began to chuckle loudly as he stood. ”I am sorry Sharinya, you scared the living breath out of me.” He brought a hand up to rub his eyes and shake his head. ”I have been reviewing those reports for some time now and simply lost my awareness of this office!” He chuckled again at what had occurred, his being scared and falling backward on his chair.
”Informalness is good! I am not a formal man and thus am glad when my friends are informal these days, so many of them are in high ranking positions than formality is unfortunately a necessity… lest I be thrown in jail for some reason or another.” He paused and then nodded as to the last thing she had said.
”I must apologize for not coming to you directly with the question of my being appointed Acting Lieutenant Governor, I did not wish to burden you with more as you reviewed and planned the needs for the province, thus I went to Palacrisis. I do hope you will forgive me. I have no doubt that we shall be able to work marvelously together to restore this province to its former glory!” He smiled and picked up his chair before returning the reports he had received to the desk.
”Speaking of plans and ideas, what would you like me to focus on? I have a small list that I am currently undertaking which I have identified as needing to be done as soon as possible and Palacrisis has set me the task of searching for a Senator as soon as possible. Not to mention appointing officials into the other vacant offices of the provincial government…” He paused there and allowed the fae to speak, he realized that he was speaking a lot which was no doubt from the adrenaline that was pumping after his fall. Already in one day Raliric had been scared and was nervous, two very rare things to happen to the Dracon Knight.
Oh dear! She had not meant to have him fall out of his chair.
"Sir Raliric I do appologise I had not given thought to you reacting to my sudden appearence." she said by way of appology.
Giving him time to recover himself before saying anything more she listened to what he had to say.
"I would like you to consider your appointment as Lt Governor as permanent if that will suit you?" she told him knowing that she was making in her mind a good choice. She felt she could work with this man without conflict.
"You ask about plans and indeed I have a few things in mind.
Centripax was the ancestoral home to the Dwarven Kingdom and it seems to me that there are more of other races than there are of dwarves and we need to be seen to setting things to rights I believe.
On another note I would like to have a Census just to find out who is living in the province and where they are located geographically." she said pausing to let him make what comment he felt appropriate.
Raliric brought a hand up to run through his hair before he perched upon the corner of the desk, ”I will need time to think on offer, I know that is unusual given that I am already in an Acting position, however I agreed only to assume these duties on a temporary basis so that I could help restore the province. If it is acceptable to you I would like to wait a few months until I answer the offer, it will give me a chance to test whether I am cut out for politics.” He grinned and then moved on to the matters at hand.
”Aye, I would agree. It seemed that with the refugee’s return to Zerdargia they left a new imprint of themselves upon Primus which I think will make it better. I have sensed the dwarven presence becoming more prominent in the city and I support it. The question is what we can do to nurture that.” He pondered the unasked question for a few moments before moving onto the topic of the Census.
”A census would be a great idea; I don’t think one has been done in Centripax for some time so it is quite welcome. Perhaps if we can find the largest concentrations of people we can get a few more towns on the rise within the province.” He paused and then remembered what he had spoken to Keldon about some brightenings previous.
”I believe that it would also be advantageous for the province if we separate Primus Guadeo from the provincial government. At the moment I think roles are being confused in the province due to the shear size and political weight Primus Gaudeo can pull at the moment. This isn’t fostering good relations with the other cities in the province and we in fact have quite a bad reputation. I think that the Provincial Government needs to be made so that it can move out of Primus Gaudeo if the need rises. We can not strictly depend upon the capital to see to the provinces needs. I believe the first step in this affair is to separate Primus Gaudeo from the Provinces Treasury, which it apparently seems to be attached to. Primus will receive its own fund and like every other city and locality in the province will have its own taxes applied to it which need to be paid to the provincial government.”
”Having said that, we do need a way to unite the province. Keldon suggested opening consulates in Primus Gaudeo and consulates in the other cities; however I believe that would only assist Primus Gaudeo and not the provincial government. Another of his ideas was to ask the other cities to contribute to the defense of the provincial government, similar idea to what I had been asking during my time as Provincial Commander; though because of the relations between Primus and the rest of the province those localities did not appreciate my interfering in their affairs, or even suggesting such. That may well be different now that I find myself in a better position, not to mention that they have a new governor whom is well known and respected.”
