Continued From Here

First brightening of the Second cycle in the month of Cryxatum, in the Season of Spring; Era I of the Celestine Mandate, Era XIII Post Fractum. The First Era of the Regency of Milo L'Evienne.


The thanes private office in his estate was well kept and orginized. Lord Elsdragon had not used it much this brightening as duties outside the estate kept him rather busy. A small set of parchments of various dealings around the city sat slightly out of order on the mans desk.

OOC: Meeting thread with Draekial Kadrakai, pior to the meeting of the Legion of Justice members.

Draekial walked just a half-pace behind Keldon as they strode towards his office. A private area was most certainly the most appropriate place to disuss such matters as those which had arisen in the Legion, as of late. Odd behavior from his friend and former Grand Marshall, Roland Moonstar, and the general inactivity of the members. They desperately needed active leadership and someone with a vision. He was fully confident of the abilities of all those who were now called 'elders' but he had yet to speak with them, or this Keldon Elsdragon. His first assumptions about the members of the LoJ were that they were honorable from the start, having joined a Legion of Justice, but he still needed to know more about them. If he were to follow this man, or any other who could become the leader at the upcoming meeting, he needed to know of their character.

"If I may... what would be your first actions for the Legion?"

Keldon moved around to his desk and picked up a piece of paper, i was a bank note for the sum of thirty thousand gold crowns addressed to Draekial. He mearly folded it a placed into his pocket. "Well Draekial, that is the question that has been running through my mind for sometime, in fact the 'first' action has already been set into motion and would be implemented already if the question of the leadership had not arised." Moving towards part of the office with two chairs infront of a fireplace that was burning slightly. It was still chilly outside.

"Please take a seat, would you like anything to drink?" Keldon asked with a smile. If he requested a drink he would fetch one from the small palleior in the corner of the room. Otherwise he would sit down across from Draekial. "The faction faces a reality check unfortunately. The things we stood for when the Legion was first founded no longer exist and no matter how much we try will never be a realization's once more. However we can make our own impact on the Empire in our own way." Keldon said sitting back in his chair. "The Legion of Justice is here to help people when they can not help themselves, and with no specific base of operations that is rather hard, even more so with a small amount of dedicated members spread out so thin. Thus I began to look for a headquarters which is based in this city, or just outside it. I think I could of found a location but that is something I will need to discuss with the local nobles to aquaring the land. However the Imperial Consul has made a suggestion that the Legion of Justice could become a fast action response force within the Empire dedicated to helping the cities and people who are faced with disasters. A relief force, now it would change the structure of the Legion greatly, but with reform comes great changes and it would give us funding and approval from the Imperial Government and the ability to establish ourselves without question in every city in the Empire." With a smile he placed his hands on his lap. "So what is your opinion so far Elder?"

Taking a seat, as was the polite action when requested by a host, Draekial took a few moments to adjust his position in the seat, so as to accommodate to the space requirements of his tail. Oh how he missed the dracon-tailored seats of his manner in Mystique. The chairs were comfortable enough, if not a little awkward for a dracon.

"A little red wine would be fine, any variety. The tastes of a dracon are not all too particular." Grinning momentarily while his host prepared the drink, Draek pondered the issues which would be brought up at the upcoming meeting, and the resulting hierarchy of each particular possible leader. These thoughts ceased as he took the glass of wine between the tips of his claws and listened to the 'proposals' of the current leader. He mulled it over for but a moment...

"Actually, that is an excellent idea. The imperial consul has some bit of wisdom about him, it would seem. With the funding and support of the Imperial Government we could expand to parts of the empire which were previously unreachable with our resources and could integrate ourselves more quickly than previously imagined into the cities of the empire." He took a sip of his wine as he pondered further. "The only issue that I can see is the actually relationship between our faction and the government itself. What sort of autonomy would we have as far as our command went? How would this affect the leadership structure of the legion? Perhaps if, after this is all accepted, we could divide the legion into separate parts and have one leader for each geographical area. One leader per province simply causes too much debate and slows down the decision making process, while a single leader cannot possibly oversee all the actions of the entire Empire. What are you thoughts?"

Keldon smirked. "Indeed, the Imperial Consul has some bit of something indeed. With Imperial Funding it would allow us to indeed touch far more people, and as employ of the Government it opens a far easier member base then we could reach on our own, or atleast allow us to reach it faster." He paused for a brief moment and looked towards Draekial. "Well it would effect the leadership in different ways. As the proposal would name myself as the, director of the organization appointed by the Government I am sure if the members would wish it to be another it would not be hard for that to change after I speak to the Consul. However the structure of the organization itself would fall to me, or whoever else we decided the leader would be, as it would be our section to develop the plan and propose." He smiled, "As for breaking things apart I would agree, my original plans that was discussed with Elder Sitandria would break the faction into groups based on what there duties are. Somewhat the same style as our Imperial Military is structured, each branch independent but working together as a whole, with leaders appointed below each leader based on the needs of each section. One could command several provinces of operation, or just a small unit. As the main leader, he would serve as a figure head with the final say in things if need be. However for myself I am happy with letting everyone do what needs to be done so long as it is supervised. The main leaders would be the unofficial leaders of the organization. The single figure head is nothing more then to pleased the Imperial Government, and to place blame if they want." He said with a smirk at the last sentence.

Draek went quiet again for another moment. "What were your initial plans for what each 'arm' would do, if you have thought about it at this point? Using perhaps military actions, relief aid, and political support as possible sections, would these titles be distributed to each leader of the geographical area, or would you have separate leaders for both land and arms, so to speak? I think it would be the most wise to have the leaders of each area also specialize in one particular area and have subordinates reporting to him while also working for each of the others." He soon realized that he was complicating things slightly and he did his best to explain. "For example, if the leader of say... Great Mountains and Eastern desert region was also the leader of the Military action arm, he could send out two or three or more individuals to work beneath the leaders of each other respective arm in each region. Though these people would take commands from the leader of the area in which they work, they would become advisors of a kind when a situation related to their 'field of expertise' arose. A little complex for a small organization, but I believe it may work when we have greater support and numbers."

Keldon grinned, "No, that is exactly what I had in mind if I understand you correctly. I was considering making arms for magic, military, trade, business, excetra and putting them under larger ones as a whole. Likely under a tier of five main groups all with there own structure under one central leadership. But yes, if one held a position of greater authority such as the example you gave, one would also serve in another position, if they so choose to do so. It would mean a greater responsibility on there behalf. But it would be possible."

Draek's brow raised ever so slightly as magic was mentioned. It was most certainly his forte and he now at least had some idea of where he wanted to be within the legion. "Excellent, excellent. It gladdens me to see that you have a plan for such things. I suppose all we have left to do now is float this by the other members, especially the elders, and resolve this leadership issue. My thoughts are that the others don't truly wish for the position of leadership and as such they will not need my vote. I am far to busy with my dealings in the world of arcana to ever think about leadership, so you have no worries about my vying for such a position. At this point I believe I will propose that we allow you to take over as full Lord Elder, for at least six months time. If they then feel that you have not done satisfactory work at that point, they may then offer another vote, as will be determined by a circulated missive. This will give you better chances of immediate success."

Keldon kept a smile on his face while Draekial spoke, however he let out a brief sigh when he finished. "And therein lyes the problem my friend, as if we became a Imperial Governmental Branch sanctioned under the Empire then it would no longer have the option to be a democracy in anyway shape, or form for the position that leads the organization as a whole. In fact, the Legion of Justice as you once knew it would come to a end, and we would become a new entity altogether with the Legion of Justice as part of our history." He made a attempt to smile. "Although the rest of the workings within the organization could in truth be voted upon by a upper teired leadership. I do not think the Imperials would accept the general membership having a official vote in the leadership."

The thought had not occurred to him in his own pondering, but it did have merit insofar as speaking of the nature of the imperial government. "Very true, I had not yet thought of that aspect. Well then, I suppose we just have to take a chance on getting further support for you. I do believe that we should have little trouble, even without the contingency vote to reassure the members. Other than Marria, I have doubts that you'll have any contest... and I do like your plan, so I shall speak on your behalf." He stopped for a moment, as if the ponder a change in subject. "I have been meaning to ask... do you have any need for the services of a sorcerer? I have been dedicating myself to my art so completely as of late that I have been searching everywhere for experience and the opportunity to attempt new things with my magic. Can you think of anything which I may be able to provide you with?"

He said with a smile, "However I am curious, is there something I should be aware about in regards to Marria? From the way you pointed her out, I assume she is a... opinionated lady?" He said with a wide smile.

Draek was slightly disappointed at immediate lack of ideas from Keldon, but at least he would keep it on his mind; that's all that counted. "Well, from what I had heard from the general rumors of things, she was a good friend of Rolands and his choice for next leader. She may, however, simply remains quiet and offer no opposition. This would be our best hope, so I can only guess at what she may try. Perhaps she'll have no desire to take the position at all. In either case, we must simply present your ideas and your bid and hope."

Nodding his head Keldon started to speak. "Understandable, and it would not bother me in either direction to be honest. The Legion of Justice has a decision to face, to move forward and into the future with new ideals, faces, dreams, and aspirations. Or to remain in the past, stagnate and silently die away. If she wishes to claim leadership I would not likely oppose her, but merely extend an invitation to our members to join a new organization and have said body become the seat in the imperial government."

Draekial smiled in his usual knowing way. "Ah, this is true. Having the body of the Legion would only be one avenue to fullfill your plans. It seems you have certainly thought this one through. I suppose your leadership of the legion would only be the easiest route, but not the only one. I imagine the imperial government would be more pleased to hear that the 'Legion' itself, if only in name, had chosen to take up the cause, but I am sure that they would be fine with just the individuals who had composed the leadership...."

Keldon nodded his head briefly. "Indeed, that was my original idea aswel. It is not an organization that is strength, its those who are behind it. The Imperial Legion would have no power, or strength without the thousands of minute men, and women who served in it. Just as the Imperial Government would have no power if there was no people to work for it, or to serve it..." Keldon paused briefly. "You offered your services as a sorcerer correct? If my understanding of Arcana is correct you would have the ability to telaport, or perhaps imbuin a item with said ability?" Keldon asked curiously perking up a little.
