CIR Prettiness
I've seen people with some well planned out, linked and other wise organized CIRs.
Is there a formula or otherwise plan to follow in order to make the CIR look good?

I've always seen prettifying a CIR as an expression of your personal tastes  you can have music or pictures or whatever you like, so long as the basic required information is there (training links and things like that). I personally don't have an uber pretty CIR (with frames and the like) for my primary PC because I'm too lazy to go through and revamp it. I've had the same layout for years and I don't want to go changing it haha.
Aydyn Blair's CIR is one that really impresses me if you'd like to look at it for ideas.

Personally, I think my CIR is impressive. But I'm obviously biased.

I have Aydyn's CIR and I am trying to sort of model it after he's but its just not coming out 'right' you know... but ahh well. I guess it just takes practice.

Different people like different ways of building up a CIR. I'd look around and see what others did and mimic the things you like

Tried that, though I don't know how they made those pretty images like in Aydyn's across the top and such.. the nice word designs-I don't know how to explain them.  ...

Yes except not everyone uses photoshop or is good at it.
I would say stick with the original idea. Do what you like and what comes natural. If you want help in the images department pm the people you like, and they can either tell you what they did or who helped them.

I was just saying I figured they had made those images with photoshop, but I think it is possible to make a CIR look pretty without them

Obviously both Gnaia and Aydyn put a lot of time into theres, but if you look at mine, it didnt take but half an hour. I know it doesn't look as good as theres but its different.

I would say
If you are truly that interested in it, I would suggest taking some tutorials on photoshop. You can get a free trial of it from the photoshop site, and you can learn some basics fairly easily that way.
Also if you do a few searches on the net there are some great learning sites that teach about signatures and backrounds.
So if you are willing to put in the time I would say you can get your talent level up to what you see others doing. If you have problems you can always ask the others here who use photoshop for help or a question.
That's one route to go, if you don't want to just use the simple stuff.
