Orb [ Mnemonya ] The Sovereign's Other Suites [ Private ]

A secured and isolated private retreat where members of the Sovereign family could manage a brief respite outside of the pressures of Prime or a ruler could meet in quiet, relaxed privacy with friends or officials, the lodge on Mnemonya Isle was both remotely located in a piney clearing away from a larger manor house which was itself often unoccupied throughout the era and was now, with evergreen trees standing tall and thick around its perimeter and lending an even greater impression of isolation in the process, though much was an illusion given security measures both on the isle itself and off the coast as well due to a seagoing barrier as required during the Sovereign’s presence on the isle. Beyond that patch of woods, vast vineyards stretched out in long neat rows on a nearby hillside.

Of wooden construction the lodge sprawled out on one level, natural stone chimneys topped the roof at regular intervals and multi-paned windows along the front with shutters left open to allow the natural light inside. A woodchipped drive of sorts began at the entrance and wandered off into the edge of the woods and ultimately out again, forking to connect it to a nearby bunkhouse that housed security members and beyond. All in all a simple dwelling with water pumps to the rear, a covered woodpile with logs waiting to be split and a few auxiliary buildings that held horses, carriages and sleds. A wide covered porch stretched across the front of the lodge, several rustic rocking chairs were arranged near the rail.

A detail of Knights of the Black Rose and a small one of the Empress’ Own on duty would be spotted at a glance, that portion of security always visible, patrolling the area in pairs around the lodge, added two matched fellows standing watch on the porch. In order to satisfy Sir James’ insistence on security in all things, the senior Knight in cooperation with Resident Wizards had arranged a series of wards to prevent the use of magicks, constructed in the form of an unseen dome that blanketed the small island.

The main room of the retreat was in the center of the long lodge and was of an unusual arrangement. The hearth, with its natural stone base and sides, was positioned at the center of the room, extending up into a chimney hood that went through the ceiling. A dining area was arranged on one side, while a seating area occupied the other with comfortable sofas and chairs arranged near the hearth. No opulent furnishings such as might be found in the Palace, but rustic and comfortable. Long dressers and sideboards flanked the perimeter of the room and smaller tables and seats ranged along the windows to the front, and wrought iron chandeliers hung from the wooden beams overhead. Comprised of ten rooms in all, the remainder of the lodge was designed and decorated in a similar rustic fashion.

Kalendryas in the Winter of Era XVI

After departing Prime, or wherever in fact they’d come from in fact, invited guests would arrive on the fringes of a stony beach, brought to the isle by either their own arrangements, or courtesy the eccentric talents of Master Gwygwin. The fog of a winter’s morn had long burned away by this late afternoon but the skies were still gloomy, near matching the icy seas in color and contrasting only with the occasional whitecap or dark green of the pines peeking through their mantles of heavy snow. ”Just this way,” Gwygwin would declare whether he’d brought or met them into the thick of the trees and onto a winding path, where along the way the sounds of the forest were muffled by new fallen snow and passing Roseman nodded now and again as they passed over the course of a five minute stroll.

But five minutes and no more and they approached the lodge, the usual trio of Rosemen manned the front door, kept warm in their heavy crimson cloaks and wisps of smoke curled from twin chimneys atop the snow covered roof. The windows were frosted, the front door shut tight against the cold but the air still was filled with the faint but tempting aroma’s of…traditional Eunesian cooking? Nonetheless it was Sir James who’d do the honors of meeting and greeting, he knew who was coming after all, and clearing the arrivals to step inside, into the comfort of the great room warmed by a crackling fire in the central hearth.

There at a small table nearby the door would be found Barrett and Manyc, playing at chess, a Roseman or two more scattered about, and Milo by the fire with his feet up, out of formal attire and opting for comfort, surrounded by three nearly grown, lounging and sprawled suncats the size of cougars, with their gleaming copper coats and startling gold eyes, any one of them likely to meet any given arrival with a curious blink, and a wide, lazy and toothy yawn.

The Minister of War could have arrived by means of the latest addition to his immediate staff, but it would have meant the loss of an otherwise perfect brightening at sea. It might not have endeared him to the rest of those gathered on the freezing deck in an otherwise dour season, but it was sufficient to make him smile, despite the windchill.

It was therefore with the Sovereign of the Seas and two more accompanying frigates that Alexis Sapientia arrived onsite, being ferried to the beach by means of a rowboat sculled by several sailors, the rest of his accompanying security and administrative staff arriving with the succeeding boatloads.

He was soon welcomed to the indoors, and while initially shocked by the presence of enormous cats, he couldn't help but smile. His current residence was so, with one of Parreyon's kin having been present for a long time as well.

Removing an unopened bottle and leaving it at the table with a tap of the nose and a wink, so did he observe the game just like any other ostensibly disinterested observer. "Salvaluti, lads,"

"Whoever wins gets the vintage on the table yonder," promised he, clasping his hands behind his back as he examined the interiors.

"Consider it fair game as spoils of war."

For once the services of Hassan Bey master sorcerer were not employed mainly because the enigmatic Arakmatian had no idea where Mnemonya Isle was and as he said in his drawling voice “even if I did know the whereabouts of the island it is bound to be warded by a variety of guard spells which frankly would be too much of a bother to circumnavigate”. With that he shuffled nearer the fire and tried to block out a draught by means of pulling the heavy hooded cloak tighter around him .For all the eras they had worked together the Arakmatian still loathed winter with a vengeance!

Thus it was that the services of master Gwygwin were employed for the hop through space and time to the shores of the royal island. They strolled the short but chilly distance from shore to modest retreat in silence, Pala was far to busy taking in the sights and the fresh cool air for small talk. Greeting Sir James at the door he slipped off the comfortable battered wide brimmed hat with the blue feather and bowed slightly.

Milo , Alexis, serale to you both ….by the blue hells of Jalat Suncats! he stopped inside the door at the sight of the magnificent trio

Well, well I have never seen them in the flesh but in the palace in Arakmat the Sultan has a truly wonderful painting of a pair of Suncats in the wild I must ask him to lend it to you Milo.

Not an aficionado of art or painting Pala knew what he liked and it was always a pity that great paintings were never loaned out for a wider audience.

”I can safely predict then your Excellency,” Barrett drawled in those smooth Eunesian tones, however fully respectful of rank and title, ”that Master Ulairi shall be sufficiently soused by evening’s end.” From nearby the hearth Milo snorted in amusement and the dreary seeming Master himself finally after what had been a painful wait for all present, made his move and sat back. And would wonders never cease there was a smile on his face. Though truth was on this particular mage’s countenance, a smile was such a rarity that it seemed strangely worrisome. ”Good evening your Excellency, it’s a pleasure to see you again.” That voice so deep and resonating that it never failed to raise the hairs on the back of a few select necks.

”Come in out of the cold Alexis and help yourself to something from the bar,” Milo called from the sitting area, ”There’s coffee or tea on, and stronger if it suits.” And as Pala strolled in with Gwygwin he received a similar smiling offer and reception, and one the suncats, the larger of the trio as if realizing the praise was meant for him rose from his lounging position to come give a rub to the new arrival’s calves.

”Ubean,” Milo said with a smile of the single male of the trio then indicated the pair remaining near his feet. ”and Isa and Luna…They’re remarkable aren’t they? Oddly enough I got them off in Natura while visiting Austin Eventide during his time as Thane. The three were threatening to outgrow their accommodations, and their mother’s patience faster than either could keep up with them.”

Indicating the pair should join him and with a tumbler of amber already in his hand, he added, ”I trust neither of you have an aversion to Eunesian cooking and on the other hand, you’ve brought your appetites with you in addition to business? Chef Eduard has taken on a new assistant chef in the palace who specializes in Eunesian cuisine. I thought I might bring her along and give her the opportunity to ply her talents off in the kitchens.”

Ring Go west, young man...

"Eunesian cooking, eh?" That was enough to brighten the lad's eyes, angling over from the bar as he did so. He'd taken something to warm away the winter chill - a wonderful concoction of coffee, whiskey, lots of cream, and a mite of sugar. Swirling it around as he balanced it in one hand, so did he then join the Prince and Palacrisis by the fire.

"Ahh, that's grand," muttered he as he settled in, looking very much the weary traveler. "You know," observed he as he looked at his companions, "I'm of a mind to just silence the critics by taking a month off. Let's all do that - the entire government - go take a trip west, see the sights, let the secessionists walk into Prime before the nay-sayers fall on their swords. I'm told High Peak is rather good this time of era," said he with a teasing smile as he glanced impishly at his sovereign, before taking a sip of his drink.

This was a pleasant fiction, the three of them just sitting by the fire and trading stories as if they were just there to while the time away.

Perhaps it was not the most seemly thing for a man to do but Pala could not help it …he liked cats and despite the size of the suncat he could not resist gently stroking the cats fur and speaking softly to Ubean for a moment or two. The arrival on the island had been a cold greeting and for once he eschewed the offer of “something stronger” for the delights of hot black coffee and a couple of spoonfuls of sugar.

Chuckling at Alexis’s world weary remarks and with a slow drawl… Trouble with that notion is would any one really notice we had gone? Perhaps we should not ride our luck and test the paradigm. Anyway High Peak will be hip deep in snow and unless you fancy strapping long bits of wood on your feet and throwing yourself off a mountain to get out I think a peaceful fireside and damn fine coffee should do for the moment.

Sipping the beverage and warming old bones by a fire was indeed pleasant but as always the nagging imp of guilt sat in his mind reminding him “boss you are here to work”

If we er Prince Milo is going to avoid the scenario of not being noticed if he takes a holiday we need to come up with a theme for your reign. Circumstances have dictated that we are already becoming noted for being reactive rather than proactive but in my opinion we need to lead rather than follow events.

He caught himself in mid sentence who was he to dictate policy but that was what they were meeting in these delightful surrounding for.

Very well it is not for me or Alexis to tell you what you should do Milo we are merely advisors. old heads that care for you and for this land of ours. I speak for myself when I say I want you to succeed, I want your descendants to succeed in leading our nation so I am inclined to advise that we should not only think short term but longer term as well. It may be seen as too early to think about this but I wonder Milo what you would like to leave Aelyria as your legacy. If Alexis and I know your vision then we can advise.

He settled back in his chair and took a sip of his cooling coffee relishing the bite flavour and the sense of energy it sent through him.

”I agree with Pala,” Milo remarked with a decisive nod as the pair joined him near the fire, and prior to a swallow of his bourbon. ”If we’re going to make good our escape, High Peak’s too damned cold. Last I was there, I had to dig Sir James and two of his fellows out of a rogue snow bank in the full of Spring before returning to Prime. I vote for Eunesia.” Spring in fact, couldn’t come too soon. Little did any of them know of course.

While they settled in, a young woman slipped into the room with a tray, headed in their direction and smiled quietly when she was acknowledged. Somewhere in her twenties, there was no denying her Eunesian background with her dark hair and eyes, and olive complexion. Pretty, perhaps not what had been expected of the spoke of chef who’d recently joined the Prince’s staff. ”Your Highness, Excellencies,” she greeted all when Milo urged her forward with a smile, and from her tray she laid a large platter on the low table in their midst, and a collection of small plates, forks, skewers and cloth napkins. A little something to bide their time with until pracenda was served, starters she explained and Milo said, ”Thank you, Marina,” before she excused herself and slipped away.

Gwygwin, who’d made himself useful to her off in the kitchens, meantime provided Barrett and Manyc with similar. A variety of temptations were provided with an appealing and colorful arrangement, small toasted triangles topped with soft goat cheese and chives, fresh diced tomatoes, ripe olives and drizzled with herb infused olive oil, grilled prawns stuffed with slivers of green chili peppers and wrapped in thin slices of bacon, mushroom caps stuffed with seasoned crab and thin slices of apple wood smoked salmon wrapped round ripe wedges of avocado added a dash of seasoned olive oil. These were only starters of course, in the tradition of Chesleanna cuisine, none would ever go away hungry.

And it would be an insult should she return and find her offerings untouched, so leaning forward to arrange a small plate with a sample of each offering, Milo sat back again in order to consider Pala’s remarks. ”It’s true, for the past three eras with one crisis after another, we’ve been keeping up, it’s time to break that cycle and take the lead.”

”A vision,” he considered with a smile, ”I’ve long given it thought, but circumstances as you’ve said Pala have prevented pursuing it in earnest. I mean for that to change and as you say, we take the lead. The people are weary of hardship and unrest, and ready for peace, security and stability. Prosperity, a stronger and more stable united Realm overall. They’re ready for something better than what they’ve had these past fifteen eras and when I was called to Prime, I committed myself to doing everything I could to provide that. I mean to deliver.”

”Of course it’s a grand vision,” he admitted with a grin, ”but all visions should start large I think, so that when grand ideals are subjected to dry reality and made practical, the end result is still…pretty damned good. Initiatives to encourage social, cultural and economic advancement, academics, the arts and sciences. Programs attuned to public welfare and recovery. But,” he said after trying out one of the prawns and finding the sliver of pepper inside distinguishing itself as eye watering hot, he washed it down with a swallow from his tumbler.

”But in order to break the cycle of struggle and heavy reliance, the people should feel that they have a genuine stake in their own destiny be it individuals, families or communities. They should not feel so far removed, so isolated from Prime or even from their local and provincial governments. Avenues to have their voices more directly heard in Prime without becoming hopelessly bogged down in bureaucracy , enhanced opportunities for a greater level of self-determination in their own lives…a meaningful level of inclusion in the process that governs them. A new beginning, a reformation. A renaissance…”

”It’s not such an ungainly vision is it?” he asked of the pair with a grin, after all, they’d asked a man predisposed to big ideals and they knew it, he could but only deliver. But before either of them could respond, added, ”And because I’m fully aware that even grand visions made practical don’t come full overnight, nor to they come cheap especially in times like these, I’d also like to see the waste trimmed away and our resources focused where they’ll do the most good.”

Ring Wars of the Aelyrian Succession.

"I agree. I bought a house there in Ieffreon. I see myself harvesting grapes to make wine, and olives to make more of this delicious stuff," grinned the Minister of War as he examined the presentation, loving the smell as it wafted about, "...while writing memoirs and histories of the Aelyrian military and state, and watching the kids play on the beach when this chapter of my life is finished," grinned he as he glanced at all those around. "Demios is also good, though. The Archduke Tristan seems to like it," piped up Alexis as he continued to swirl the drink around, setting nose to it to savor its evaporating essences like a seasoned butler, before swirling it around his mouth and swallowing with an explosive ah. "I've an even better idea!"

"Have Rioughe or Valanthia, or Nikki, or even Tristan sit at the Throne for a brightening, or two. Nothing substantive, of course, but just give them the feel of what it's like to sit at the Big Chair, make them see what the Big Picture looks like. Go...fishing or something, savor the life of a normal citizen, while you, ah, examine your domains." He genuinely grinned at that as he set right boot-heel to left knee, gazing at the fire as he did so...only for the grin to evaporate as memories of an otherwise incinerated Archadoon, and before that, Paxia, Imperia, and Narim, once more bore into his consciousness.

His musing was interrupted by the arrival of the female, at whom he smiled, making eye contact, before helping himself to a forkful. A muffled curse escaped his lips as the medley of flavors and textures soon made themselves known, distracting him from the otherwise morose musing as he heard his Prince's words, reflecting on them.

"The Land of Lex, Ordo, and Iustatique," echoed he, with a raised toast of his glass, sipping mightily.

I’d also like to see the waste trimmed away and our resources focused where they’ll do the most good.

The Minister of War took a deep breath at that, nodding mightily as he finished his spiked coffee, demeanor completely focused and sober.

"That's been the avowed objective of every sovereign since the founding of Taalios, I believe," posited Alexis, with eyes level as he gazed his sovereign's way. "Meaning no disrespect, sire, but the primary problem has always been the issue of succession. If anything happens to the sovereign, what then?" He looked up to gaze meaningfully at the Rosemen, Milo, Palacrisis, and then into the fire.

"Valerian lost his wits and disappeared, leaving a string of Regents - I believe the almost-demigod Lord Wessex among them - with Rothchild falling into a coma. Nighthawk takes command primarily through force of arms, and because he has the full backing of his arcane talents, not to mention, the Legions, though I heard tell that he was 'appointed' by the Imperial Advisor, who took great liberties to assume that that position had imperium maius. A good thing Nighthawk's actions were later validated ex post facto by Rothchild before his death..." He drained his mug and set it aside.

"...But then, just before he gets to begin to make things happen - like collecting taxes from the provinces, as was his lawful right as Regent - remember, that was the reason the Imperial Army mutinied in the first place," Alexis took a deep breath, "...Julos and his Rakrya move in, setting up the Mageocracy, convening a Senate that denounces him through Aramil Thamion, and then we have the battle in Centripax, a new capital at Midpoint...and Your Highness's chapter of the epic story continues there..."

"The only time we've had a peaceful transition was when Audrey abdicated in favor of Arabella," shrugged Alexis, as he stabbed another one of the goodies on the plate before him. "Admittedly that was somewhat irregular considering that a Rite should have taken place before Arabella assumed the Crown, but I - and I believe others will agree with me - that her succession was legitimate. Many will argue that Arabella was sovereign, but in the capacity of a Regent, and not an Empress."

He shrugged once more, shaking his head, as he devoured the delicacy. "Well, that's all water under the bridge."

Standing up to fetch himself another drink, he couldn't help but take another deep breath, meeting eyes with Palacrisis, Milo, and just about everyone else in the room. "Please...feel free to dispatch me to Fortress Anna with a croissant in my mouth if I talk too much, eh?"

The plate in front of him was empty except for the crumbs, they might only be entrée but Pala had never been slow in coming forward where there were goodies to be sampled. He had taken one of everything and had savoured the exquisite flavours of each. He had grabbed for a handkerchief to wipe a tearful eye after a grilled chilli prawn and had taken a glass of red wine to assuage his burning throat but all in all he could not fault Eunasian cooking and the thought of pracenda later was a delight to look forward too…..Sipping the wine Pala brought his attention back to the matter in hand …..

Funny you should say that Alexis…I have also bought a little place in Olympia delightful vista ridiculously cheap because it’s supposed to be haunted. I have not got the story yet but no doubt in time all will be revealed. Anyway it seems to be the perfect place to hide away a certain elfish female friend of mine! Not sure about grapes and olive oil Alexis but well it’s a place to retire too if the heat gets too much in the future….

He turned his attention back to the dream of prince Milo and the history lesson by Alexis listening with his full attention his eyes never wavering from the respective speakers …..As they finished he nodded first to Alexis.

So what you are in a sense saying is that the empire as we knew it died much earlier than the darkening period. We have had no proper “compus mentis” ruler since before Valerian. The regents were caught up in power struggles, Julos was as mad as a bag of ferrets on magic mushrooms. Audrey was sane but very ill and Arabella seemed unfit for the job and a victim of de Lylles ambitions of dynastic domination. Our prince has risen above history taken up the mantle and now has the opportunity to lead us out of the morass of complications that was the past.

Pala grinned at Alexis save a cell next to you for me then Boss ‘cause I feel a speech coming on.

He lifted the glass of claret wine and drained it.

I do not have the admirals vision of history and I rely on him to pick me up if I get to general but to my mind there are three types of king, conquerors, law givers and builders.

Already Milo has given Aelyria a new and revised set of laws, put in place new political institutions and revived cabinet government. So he is certainly a law giver. as you say my liege law making is an on going process so far it has been top down now would be the opportunity for fresh thought coming from the bottom up. Thanes are supposed to find and support city town councils. Frankly it is not something that is widely supported up and down the land. Therefore to support local feed back a reminder should go out to appoint and lead local burghers. Leading personalities within the cities to speak for their districts.

Conquering seems to me to be a purely military decision but something that we are not ready for right away.

However building is something that I believe we should consider. As far as I can remember the last great piece of civic building in Aelyria was Socrates de Ambergois 's Great Centripax Basin Project way back when. My argument is, if we may not expand our borders further then we must improve what we hold. Now I have given this idea some thought for a number of eras and I believe that your first great project should be to commence a programme of road building! The interconnectability of our great cities is greatly hampered by roads that are little more than muddy tracks! What roads we do have not seen the benefits of maintenance since they were built. Thus our legions are slowed in their march which has been proved in Narim for example to be a fatal flaw. So better roads mean we can move to hot spots quicker but they also mean that trade is better organised. Goods services and people would use these “Kings Highways” to take themselves and their wares to market with less spoilage and less banditry. My vision is to have small way posts along these highways to provide security and help to military and civilian alike. New inns could be built to provision travellers. Information and mail could move along these arteries far quicker than now.

So.....

he paused to draw breath and to act as a slight theatrical emphasis.

Who would build these highways? …I mentioned this to Motito when he held your post Alexis. I argued that the legions were ideally placed to build these roads but his reply was that it was not the legions role. However if Milo was to accept that this project has some merit could some of the legions be used in this fashion? It is not for me to suggest that it would act as a training exercise for barrack’s bound soldiers but to a mere part time squaddie it seems to have merit.

Pala grinned and bowed his head Sorry for rabbiting on like this but just another point. I have no idea what the state of public finances are but this will eventually pay for itself if we apply tolls on the use of the roads for civilian usage.

”Ieffreon, Olympia…” He grinned curiously when the pair had revealed their hideways and then chuckled. ”And I’ve one on Chesleanna, and my father, another on a deserted beach on Ieffreon that he built himself many an era ago. It sounds like an invasion in the making, as I understand it Consul Leonard has a home somewhere in Eunesia as well.” He smiled his thanks and offered his compliments when Marina returned for the emptied plates and trays, and meantime considered the remarks of both men while nursing a freshly filled tumbler of water.

”Slim chance I’ve got of touring the realm on the sly as appealing an idea as it is,” he remarked though with a mild frown at the suggestion, ”If my profile on the odd crown doesn’t give me away or Sir James and his fellows…subtlety after all is not their forte, Gwygwin’s hat is sure to.”

”So what you’re saying Alexis is that it’s time I named a Regent prospect?” he said and after a second or three, nodded slowly. ”It’s been on my mind certainly, my children are young and eras away from realistically sitting the throne were I to meet an…unfortunate and untimely end. Choices amongst family…Nikki I think isn’t suited to it and she’d probably readily agree, Valanthia I suspect not only wouldn’t want such a burden, but might handily tell me what I could do with the offer, and inform me moreover where I could put it. Tristan…Tristan I think is content with his position on Demios, where else can a thane parade round his domain on the back of a giant spider and in his spare time manage a bawdy gentleman’s lounge…He thinks I don’t know about that I suspect,” he added with a wry grin, ”Gloriana, out of the question.”

”But…Rioughe, perhaps,” he considered with a thoughtful frown. ”The instances of harmless mischief he finds for himself are fewer and farther between, and little more than a put on for the most part. A reputation he likes to perpetuate and he delights in sending tongues wagging now and again. Remarkably, my father has grown up substantially over this past era and in fact has taken a great deal of interest in the more serious matters of state. And I’ve begun seeing someone as well,” he revealed to both with a smile. ”the lady Saturnina Silvanus, with the full blessing of her mother and brother Rufus of course.” Of course by now the pair might already know it, in fact it was probable, nowhere in the Realm was gossip more embraced, relished and perpetuated than amongst circles in Prime. ”It seems we’ve both found time for more personal matters Pala,” he asked with the slightest of a wry grin.

He chuckled though at the pair, while Marina with the help of Gwygwin off to the side began carrying in covered tureens and platters to arrange on the rustic table nearby the kitchen. ”Neither of you need fear taking up residence in Fortress Anna anytime soon, I’ve made it my policy to appoint officials who are more inclined than not to speak their minds, I can hardly complain now.”

”You’re both right, the problems have lingered in long succession and it will be no overnight accomplishment to leave it all behind, memories are long and not just amongst elves and dwarves. But, as you say, the opportunity to leave it behind and make a better and brighter future is now. I agree, I’ve always been in favor of the formation of city councils, I find it difficult to believe that any thane can best serve the interests of his city and its populace without a very real, living indicator of what those interests are. Councils provide that, or they should if properly appointed…As for conquest, again you’re right, we’ve got our hands full with Sheria at present.”

The rest though he listened quietly and with interest while Isa sprawled out beside his chair had taken up a contented round of purring near noticeable enough to be counted as a quiet roar, and Marina and Gwygwin slipped in and out of the kitchens numerous times wit plates, goblets, bottles of wine and sundry else. Building, expansion of roadways thus improvement in matters of trade, economy, travel, the better and safer delivery of support and correspondence, of security and defensive measures, of aid. He nodded thoughtfully now and again at particular interesting points, all of great interest truth told. This was a topic from which all would benefit from no matter their designated status.

He tended to agree with Pala rather than the former Marshal as to the prospective role of the Legions in these sorts of projects. ”Accept its merit I do, certainly. Very much so in fact,” he said of the question of his interest, ”Your thoughts Alexis?”

Ring Heirs Presumptive, Heirs Apparent, and Hereditary Revenues

"So shall it be written; so shall it be done," intoned Alexis rather seriously, invoking the traditional formula given at the end of every proclamation from the Throne of Eternity, a very visible sigh of relief on his face as he said so, looking at both Palacrisis and his sovereign with a very meaningful gaze as he relaxed in his chair.

The fact that such a pronouncement had been made with a witness present made every difference. Articles 20 and 21 were nothing to trifle with, as the realm's experience in Historia could attest.

Valanthia, in Alexis' mind, would have made a great sovereign, with her normally impassive demeanor, and apparent emotional stability; it would be a political faux pas in some respects, considering the usual prejudices against her bloodline, and while Nikki was excellent in the realm of public duties and relations, he wasn't quite sure how she'd stand emotionally with the weight of the realm pressed upon her brow.

And HRH's heirs of the blood were still, well...children. Rioughe, despite his unsavory past, would most certainly do. Include considerations due to that, and the fact that he'd advanced well in age, as well as grace, may have tempered his otherwise early firebrand enthusiasm, but not yet doused it.

He would do. He would do...well.

"The Legions are paid by the realm's treasury, and report to the commander-in-chief, and that is all that matters. While their primary duties are the defense of the realm, its borders, and the dynasty as well as the royal monarchical order, I see know reason why they can's set aside their swords and temporarily take up plowshares, for example. Massive public works as the good Baron had suggested make for improved spirit and the spread of crowns with the people..." postulated Alexis as he gazed as the meal table slowly took shape, a smile dancing upon his lips.

"As to the state of the realm's finances, thanks to His Highness," Alexis nodded gratefully Milo's way, "...we've a general idea of how matters are," he observed, motioning to an aide who approached, presenting a thick crimson leather folio. Removing sheets from them, he handed a copy to both liege and noble baron.

Secrets :

Imperial Levies as set by Lord Minister Hsin Nasial-Alque

Lylles Kingdom of Lauryl - 7,125,000 per cycle X 50 cycles/era = 356,250,000 per era
Sodality of Carmelyn - 3,325,000 per cycle X 50 cycles/era = 166,250,000 per era
Sultanate of Arakmat - 5,225,000 per cycle X 50 cycles/era = 261,250,000 per era
United Arium Directorate - 4,750,000 per cycle X 50 cycles/era = 237,500,000 per era
Administrate of Centripax - 1,425,000 per cycle X 50 cycles/era = 71,250,000 per era
Sovereignty of Enamoria - 9,500,000 per cycle X 50 cycles/era = 475,000,000 per era
Confederation of the Sherian - 4,750,000 per cycle X 50 cycles/era = 237,500,000 per era

Total Imperial Levies = 36,100,000 per cycle or 1,805,000,000 per era

Leaning back, so did he try a question.

"Notice anything curious?"

The question of succession in the case of a calamity was not something that Pala had a view on .The Articles of Imperium clearly stated that the L’Evienne line would hold the throne in perpetuity or as long as the progeny of the prince lived. But a regent named before the need ensured that unseemly squabbles were kept to the minimum. Pala had no opinion on Rioughe never having met the princes father in fact he knew nothing about the man apart from the fact he shared a common enjoyment for island living, so he simply sat quietly enjoying the savoury smells from the kitchen.

The fact that there was unanimity on the question of road building gave him a certain satisfaction. Whether the prince would choose him to oversee the project was a question for another brightening but as he sat in the warm room he could not help but think.

It’s been a long time since you built anything old boy. Trysvale was built on a shoe string, Taralon’s hospital was built on donations but each project had given him enormous satisfaction the truth was and you have to admit it you rather like building things!

The paper was scrutinised and as Alexis posed his question Pala smiled softly the minister really did like posing questions to which he had the answer …. Hmm well apart from the fact that Eunasia and Prime have the privilege of not paying any taxes, that the least populated province Arakmat seems to have an exaggerated tax burden and that Sheria has not paid taxes this era. This document does not reveal to me any point of amusement of course I am not an accountant and do not have the esoteric sense of humour that those worthy gentlemen possess.

The matter of a named Regent should misfortune arise and demand one, minds put at ease on that count, done. And once Rioughe got wind of it, no doubt he’d embrace this newfound designation in typical style and adjust accordingly as was his way. As to the Legions, public works and the building of roads, it seemed here that all were in agreement as well. ”Good then,” he said with a smile while Marina seemed to be setting the last of her fare on the table, and another for staff and escorts it seemed off in the kitchen.

”Then our Legions will defend, and build, for the betterment of the realm,” he concluded and then glanced at Pala with a grin...an invitation if the man chose to accept, ”You fancy a rather large building project Pala?” he asked before Alexis turned to the topic of finances, admittedly while a necessary part of governance at every level, not one he typically embraced with unbridled enthusiasm. Still, when studying the numbers in his turn, his conclusion was much the same as Pala’s. ”I’m afraid I’ve nothing new to add as to immediate impressions…from what I see here, I concur with Pala…”

From aside, Marina appeared, quietly unobtrusive and when he glanced up and acknowledged her, she smiled and took a curtsey of sorts. ”Your Highness, Excellency’s, pracenda is served,” she said and indicated the rustic table overflowing with Eunesian fare in a serve yourself style, and meantime Barrett and Manyc had risen to go off to their pracenda in the kitchen in the company of their collective escorts. ”Thank you Marina,” he said with a smile and rose, inviting Alexis and Pala to do the same. ”Shall we? Bring your papers Alexis,” he added as they adjourned to the table, and where Marina would introduce them all to the evening’s fare, for those not already acquainted.

Dolmathakia Me Rizi, she explained, roasted and rolled grapevine leaves stuffed with wild rice, onion and pine nuts, and basted in lemon and dill infused olive oil. Salata Therini, a brightly colored salad of ripe tomato wedges, scallions and green peppers, ripe olives, oregano and parsley, sprinkled with crumbles of goat cheese and dressed in seasoned olive oil and vinegar. Soupa me Garides, a shrimp soup prepared with veined and peeled shrimp, mussels, leeks and carrots, red wine and a buttery toasted slice of dark native bread atop a thick tomato base. Arni Skaras or broiled seasoned lamb chops. Aginares A La Polita, roasted artichokes prepared with onions, carrots and potatoes, basted with olive oil and seasoned with dill and lemon. And Glykisma Amigthalou for desert, rich almond tortes. And to wash it all down, a steady supply of a sweet dark red Chesleannan wine. As tradition dictated, not a soul would go away hungry.

Milo thanked her with his compliments and once she’d left them to their meal, he poured himself a glass of wine before turning back to the topic of finances. ”Alright Alexis,” he said with a smile while helping himself to a serving of the soup for starters. ”Aside of what Pala and I have already agreed is the curious state of all things taxation, elaborate please?”

One big question deserved a moments hesitation and as they made their way towards the brimming feast of exotic delicacies laid out on the table Pala had that moment .He eschewed rolled vine leaves because he loathed cabbage and any one who thought that wrapping stuff in leaves as a cuisine was either a vegetarian or a liberal! However the rest of the repast seemed to be exactly what he was looking for. Spooning delicious soup first and then tackling sweetly flavoured lamb and salads gave him time to think over the offer, he sipped the fine wine with relish and filled up the edges of his appetite with the torte.

Magnificent my compliments to your chef he truly is a master this remark was accompanied by the lifting of a glass of wine …..Alexis had been explaining his remarks about the budget during the Pracenda and Pala had been listening with interest to the unravelling of the accounts but all the time he had half a mind on Milo’s question.

Opportunities came along in the kingdom the trick was to grab them with both hands and run with them. He had in the past had absolutely no idea how to be a thane, he had learnt, an Imperial Consul, he had learnt, a governor, he had learnt, each time on the job and by doing. Making mistakes yes but each time leaving the responsibility and duties of the task just a little better than when he had taken it up.

“I am sorry Milo” he started lighting a cigar and passing the box around for those who would join him in his particular vice. “for not replying immediately my answer is yes. I read somewhere that” ......

“ Road-building separates the enemy from the population ... builds connectivity with and confidence in government ... creates jobs and promotes business, facilitates agriculture, and allows farmers to get crops to market faster before they spoil".

“That is not a bad ambition for anyone but if I was to accept a new task of supremo state building projects it has to be about more than just roads.” He leaned across the table and looked at each of his friends …

“There will be a call for other projects, bridges aqueducts, sewers, monumental buildings. This ministry could dictate the public health policy and transport policy and best of all it might become bottom up in nature. With the local population demanding that outstanding bones of contention are dealt with at long last. My instincts are to develop a private state partnership where we assist and advise on local projects provide basic finance and let the rest be raised from private means.”

“Driving roads through someone’s back yard is going to require a certain diplomacy, there will be provinces who will be very suspect of forging concrete links with their neighbours so I am going to have to get the governors on board with this. After all if we build a road from Southern Centripax to Northern Carmelyn for example there are two provinces to deal with two governors who have to start talking with each other, Equally the maintenance and up keep of that road will be the responsibility of the province so local provincial capital has to be employed there may be objections. But the advantages of an interlinked well maintained road system are enormous, trade revenue, tolls, faster passage of goods and services security business opportunities not least in the initial stages quarries and stone suppliers. All are precious to the good order of the kingdom. This winter will finish and I suspect we will have a lot of people who are essentially refugees these projects would provide employment, pay and a new start".

He tapped ash into a receptacle and looked up… If you want this to happen my prince, then I am your man!

Goblet Power Lunch

"Full points to the good Baron!" The Minister of War couldn't help but applaud and smile genuinely at the fellow's conclusion.

Adjourn to the table, they did, and despite the earlier pickings, Alexis' stomach couldn't quite help but rumble, and he could sense his mouth water as he gazed at the food. Everything looked good - a perk that came with burdens of service in the Court and Council of the Crown - and the delicacies would certainly be up to par.

Helping himself with a full plate, he took a stab at many a treat, savoring the taste, and sighing in contentment. He broke convention, starting with the main course and taking the soup in between, so hungry he was what with the long sea voyage, and well, the nice thing about Eunesian social convention, as Milo had so wonderfully explained it, no one, indeed, would go hungry. Lamb was a new to him - it had a decidedly odd taste compared to typical veal, or beef, but made for renewed interest in exotic culinary fare. The artichokes were new to him - a rather odd vegetable, but its preparation made for interesting new tastes and textures, and perhaps he would have a word to borrow this Marina for a cycle-end and teach a thing or two to his own household staff.

"Begging your pardon, I'm told that money was a matter best not discussed at table," said he with an unrepentant grin, pouring a little wine for himself as well, as he arranged his papers at the side. A working cubotri it seemed this would be, and perhaps the nourishment would do them all good. "...as Mother used to say that it does not aid with the digestion." Chuckling to himself, so did he wipe his fingers with a nearby napkin.

He motioned to what he had given out earlier. "Please feel free to interrupt with questions at any time."

"We're spending a little more than two billion crowns per era."

Taking a deep breath, so did he momentarily glance at the papers before looking at the two other gentlemen at table. "We're currently running at a deficit, and have been, for a number of eras since the restoration of Imperial government with the ascent of the Empress Audrey. Please note that the numbers I gave you are exactly what we should be getting, as mandated by Lord Minister Zhou, but realities are that in course of collection and transfer to the Treasury, some coins slip through the cracks," said he, with a little shrug. He even had the tact to look a little downcast.

"We cannot be certain how much this is, but even if we assume that we got them all, we would still be running at a deficit, simply because our expenses are beyond our current receipts." It was a simple law of arithmetic, one that all workers at a counting-house knew. What you once owed, you must soon pay. "We give thanks to the Bank of Aelyria, which currently lends us enough to cover the difference, hopefully not to the detriment of other possible borrowers." As a matter of course, the Imperial Government had the primacy of place in the lending queue.

"If I may say so, we only need worry about expenses incurred since the ascent of the Empress Audrey. Any loans contracted during the Mageocracy will be repudiated out of hand as a matter of course, and as I understand it - based on my readings of history and Exchequer records - Regent Nighthawk couldn't even begin to collect any revenues to fund the Legions, which was why he held the Stone of Unbinding to ransom."

"The matter of who exactly paid the Legions remains a great mystery, as reported several eras back by Lord Whurfick Duerain," said Alexis with a nod to both Palacrisis and Milo, "...and I can only surmise that it might have been the Lylles, or money sourced from funds held in trust by the Regency governments in the Bank of Aelyria, that had paid legionaries and sailors in the interim. I mean, in my personal experience - I signed up as a Midshipman a little before the Ancients returned to Prime while the emergency capital was in Midpoint - I recall getting my pay with little delay from the paymasters. I suspect that the money may have been advanced by the Bank of Aelyria as well, to be paid by future governments," said he with another sheepish smile.

"You know how secretive those bankers are. For all we know, perhaps they too don't quite remember! Even with written records, it took us some time to sort things out, and we're still not sure of some things as well!"

Scooping up a spoonful of the shrimp soup and following it with the buttery toasted slice of dark native bread atop a thick tomato base, Alexis took time to have a bite while the two pondered what he'd just presented.
