Among the various other buildings that Roland authorized the House Moonstar Construction Company to build stood a single gray edifice. In a town that seemed perpetually under construction, no one thought much of yet another apparently half-completed building. Or a building that was finished, but appeared to be unpainted, unoccupied, and otherwise unremarkable.
There was a sign that said 'Tax collectors: come in if you owe money!' which Roland thought up one day as a brilliant way to give the building some bland, stated purpose, but which would insure that no one would desire to come in and look around, no matter how brave or curious. This sign allowed the simplest explanation of why one might see Roland or another imperious-looking official entering, and a most unhappy, downtrodden peasant leaving.
Should anyone actually enter, a most bureaucratic looking gnome would greet you. "Sorry. On break. Next window, please." He'd nod at the empty window next to him, which had a sign on it 'out to lunch.'
