Basic Law and Politics for a future Politician, perhaps *Saka, private*
Mr. Hattie Mcgee waited for his class of future politicians to arrive. Most of his new students were sons and daughters of nobles who wished for their offspring to have more than just money and prestige in their names. They wanted their children to have power and to have rank in society.
Hattie Mcgee was a stout fellow with a brown beard and graying brown hair. He sported a rather large belly and wore a flowing robe of purple velvet. Spectacles rested on the bridge of his crooked nose over his amber eyes. He demanded the attention of his class with an annoying tapping of a ruler on the blackboard before the students.
"Attention everyone. Take your seats. I shall quiz everyone to see if you are worthy to take my class. In one paragraph, write down why law is important in society to you. Begin!"

Saka was in the back of the class, an outcast of sorts with the younger people mainly of noble blood. He never did fit well with them in his view. He was wearing an simple white robe that he had for awhile even if it looked plain he liked it a lot.
He held his quill to the paper.
' Law, When one speaks of Law many things come to mind. Law protects the weak and saves people from crime. Crime can be define as breaking the overall law set by office positions. Without Law there will be chaos like in Vertox. But there needs to be more then just law as Vertox has law like everywhere else. But you need Order, order can be define as many things as law but Law and order go together.'
He put what he thought, mainly that with just law it would be pointless but that was not what was asked. He never did well in classroom settings like this.

Hattie received the documents as it was quills down time and he read each entry before he addressed each student and their answers.
"Who is Saka? Now it is your turn. In defining Law, you should not use the term you wish to define in your definition. Law may be written down in tomes but it depends on where you go and what the law is-- you may say Vortex is chaotic but that is because you live in Demios, where we follow the standard norm of codes. Law can be subjective but generally it does protect the weak and it does bring order. Now we are done with this portion of the class. Everyone please come up to receive your book of

You are expected to know all twenty six titles by heart. You shall be tested by and every one of you will receive a title to define. This does not mean you do not study the other titles, but you will be an expert of your assigned title. Each title has articles, so this is not an easy or too challenging of an assignment."
Saka's assigned title would be Title XVII.
Hattie then went over the general titles and articles. The class was expected to study over the titles themselves, given the book. The next brightening, their assignment was to summarize their titles.

Saka felt so bored in this class, it was not the teacher or the student body, it was he just felt bored with the subject and the work. He was a more on hands person but he read the work he had to his mind moving towards other thoughts. He wanted to get this class over with and the cute paper that he was done.
He thought of what his Master was up to, odds are teaching students and making more work for him. He really should ask for a raise with all the work he did but he would not mainly with free arcana even if it meant he would teach there for awhile afterwards or work it off.
'Other then the text is in a boring format, it means to sum it up some people have boring lives. If you need to do something odds are there is a area of law about it.'
It was not what was asked but he read the stuff, he died inside from being bored and took it out in his paper.

Hattie skimmed through the students' reports and found Saka's to be rather amusing. He sauntered over to the young man with murder in his eyes before he slapped the paper on the boy's desk.
"What is the meaning of this? If you find the law boring then why are you in this class? What did you expect from this? Sword fights? Animated verbal spatting? If you can't even complete a simple task-- to paraphrase just one title of the twenty six, then I whole heartedly guarantee you can not pass my class for beginner's law." Hattie shook his head.
"It is rather simple. If there is one with the power who sets the law, then one should follow the law if he is beneath the law. In the matters of general society, if one goes against the law, one receives a punt into the gaol, an audience before a judge or the prefect, and a punishment. Your punishment is to leave my class, unless you can otherwise convince me what you have done is above the law I have set in my classroom." Hattie crossed his arms and waited.

Saka did not say anything as the teacher lost it. He was guessing this was a die hard fan of the law and took his job all the way. So what would he do, walking away was not really a option so he jusdt re did it from page one proving he knew and wanted this class.

Title XVII ~ The Province
ARTICLE 90
Customs and Traditions
The administrative government of the Realm in the province, known as the Provincial Government, shall enjoy the support of its inhabitants and be organized in a style and fashion appropriate for the manner of culture, customs and traditions of the citizens dwelling within the region, at the graces of the Emperor.
ARTICLE 91
Governor
A Governor, confirmed by the Imperial Senate per Article 66, shall serve as the supreme executive authority within the province and shall take up immediate residence, both of domicile and of professional business, within the capital city of the province over which he rules. Upon presenting a Writ of Governorship, or any other such document or seal verifying his identity to the locality, he is to be accepted promptly and installed, lest the will of the Emperor is to forcibly install him under guard. The Governor shall serve for perpetuity, or, until his confidence is revoked by the Imperial Senate, or, should the Emperor dismiss him, or, should he otherwise resign.
ARTICLE 92
Lieutenant Governor
The Governor of the Province shall appoint a Lieutenant Governor from among the citizens of the Aelyrian Empire holding active residency within the locality. The Lieutenant Governor shall serve as President of the Council of the Province, and succeed the Governor as Governor Ad Interim should the Governor become incapacitated, or die, which, if necessary, the Imperial Senate shall then confirm a new permanent Governor. The Lieutenant Governor serves at the pleasure of the Governor, and at the grace of the Emperor.
ARTICLE 93
Justicar
The Governor of the Province shall appoint a Justicar from among the citizens of the Aelyrian Empire holding active residency within the locality, and possessing among their skills and talents an affinity for the law and for justice. The Justicar shall serve as the highest judicial official within the province, and shall enforce the laws of the Realm, as well as the laws of the Aelyrian Empire, as specified under Proclamation Iustitia. The Justicar serves at the pleasure of the Governor, and at the grace of the Emperor.
ARTICLE 94
Provincial Offices
The Governor shall create offices to serve in administration over the province, such as they are offices that he shall require for the purposes of governance, and in totality, include all officers in a Council of the Province to provide counsel and advice to him as is desired. Furthermore, the Governor can dismiss and relieve any officers of the province, or dissolve any officerships not explicitly defined within these articles.
ARTICLE 95
Provincial Militia
Though the Armed Forces of the Aelyrian Empire shall maintain a presence throughout all provinces, the Governor shall be empowered to create a provincial militia, conscripting and impressing from among the inhabitants and residents of the province over which he rules a suitable force, for the purposes of carrying out his duties and the duties of his officers in the province, through the mandate of Civitate.
ARTICLE 96
Provincial Taxes
The Governor shall be permitted to levy taxes upon the cities and other localities of the province over which he rules and reigns, as well as to promulgate a proper Provincial Tax Code as needed for the funding of provincial government services and resources particular for the adequate functioning of the Realm. The Governor shall freely modify the Provincial Tax Code, or repeal it, as he deems fit, and may entrust this responsibility to an officer within his council.
ARTICLE 97
Generals and Admirals
Any generals or admirals of the Armed Forces of the Aelyrian Empire, commanding legions and fleets, respectively, stationed within the borders of the province, shall freely sit upon the Council of the Province and have unimpeded access to all institutions of the provincial government of the Realm, being accountable, however, only to their superior officers within the military order prescribed.
ARTICLE 98
Imperial Legate
The Governor shall provide for the selection of an Imperial Legate, who shall have an office in the provincial capital as well as an office within the imperial capital, to serve in the Imperial Senate, as specified in Article 55, or, in the case when such a selection is not prudent or possible, the Governor shall appoint from among the eligible citizens of the Aelyrian Empire for the post an Interim Imperial Legate to serve a partial term in the Imperial Senate, and whose proper successor would continue the previously established term and abide by any rules and regulations speculated as part of the interim appointment.
ARTICLE 99
Martial Law
The Governor may declare martial law within the borders of his province, suspending any Provincial Code of Law and ruling ad hoc through arbitrary deliberation, either in part or in whole, and enforce his will with the support of any military resources at his disposal, through the grace of the Emperor.'

Hattie shook his head and sighed as he approached the boy Saka.
"Oi if you aren't serious about law, then why did you take the class? I have many sons of nobles who just take the class so they can land a nice cushy job as a politician, but they don't last long, especially those who wish to be a prefect, but don't even know the very first title or article or know wrong from right. I don't think this class is right for you boy..."
Hattie shook his head. "Please leave and return when you wish to take it a bit more seriously. Otherwise find a new teacher, I don't wish to teach one who does not wish to learn."
Naturally in any situation such as this, a student who causes trouble would not be tolerated by the teacher. One would have to wonder why one wanted to learn a boring subject and then blame the teacher for the subject being boring. Without the basics of law, one could not go into debating areas of law. Perhaps this was not the path for Saka or Saka's evil interior-- a creature of darkness could not be contained by the boredom of law... perhaps even elementalism was not his true path... but necromancy, death, destruction.

Saka just stood up and left. He did what was asked just voiced his boredom of the class and subject as he could had made it better. He just dislike learning all things by the books and from the books.
Saka could read and write and did enjoy it but he hated people who made things so boring and by the books they could not handle the most basic thing to spice things up. The old man was set in his ways he thought and odds are the teacher thought Saka was just a waste of time.
What would he do now he asked himself as he stood outside the class room. The teacher was right to kick him out in a sense he was being rude, still felt sore and tired from all his other work that is one of the reasons he was doing this so he could stop with two jobs and school.
So he waited, he did not know why he just did not head back to his room in the tower, or why he did not just learn this subject on his own, maybe he did not want to be on bad terms with an teacher.

Maybe Saka should just tell the teacher how to teach the class instead of not providing a solution to the problem. One less student for the man to teach did not affect him. The class moved on without Saka, but Saka had his tomes of law he could look through when he felt like learning something that was set in the books.
