The current issue would be no signed law making this enforceable. What are the effects of not following this? Was there a senate or imperial ministry vote making this possible before presenting it to Milo to make this legitimate? Without the proper steps of mandating such a law, it is not possible for the legal system to act on this.
Make sure you take the proper steps to make this possible, Atl. The last thing you need is to put something in place that might impact the views of the populace against Milo unless that is your intent  I'm not arguing right or wrong because this has a lot of fun IC opportunities. i'm just saying to make sure you bring something like this to the senate/ministry to vote upon then offer it to Milo to sign or not sign in order for it to be official.

Also, as of the moment we went to the Throneworld to visit the AAs in the first brightenings of winter, your position went from Imperial Magus to Royal Magus  The Imperial title stopped existing whether people like that idea or not.

Although...Milo actually needs to get on with his meeting, to tell all what they are now going to be called! So we have not yet really learned that much IC...Though the Adjutant office is dilligently changing the notations on documents as promptly as possible!
With regards the licensing of arcana schools, some of these strident local governments might want to consider an ambitious board of regents might well find it in their interest to be licensed under the authority of some faraway bureaucrat, who us unlikely to show up often...As opposed to becoming dependent on their local government to preserve their 'independence'--a government which might well then want something in return, the price of which could increase over time. Could be funny if the locals were backstabbed in their own yard when the local schools decided to pursue licensing, after all the fuss raised....
