Home Sweet Home (Provincial & City Cabinets)

Home Sweet Home, but it wasn't any longer, as the Governor he could be wherever he wanted but he still needed to reside in the capital city. He still had the urge to go through whatever requirements and steps he needed to to change Frigid River into the Capital of Frigid River but he felt he had changed the place enough, he had come in, and sort of flipped things around making the place a very busy place, in comparison to past days.

Sighing he looked up at the newly built towering walls that were but moments away from him. He had done much for the town, much which didn't and wouldn't benefit him, a trait that Pirvan never liked to use. Anything in life that he could do, he always tried to benefit himself or at least those close to him, it was his way. He wondered what kind of ruckus was going on in the city, he wondered who was running things, Anda had seemed the very intelligent and quick one but she didn't seem the person that would take charge over everything, and then again, Andrea didn't seem like the person that would allow that to happen. He hoped Riconus was well and had made his way back here, that was one man he had no problem running things, it might be a little abrupt and violent but at least he got things done, without too much political influences in mind.

Politics where a pain in the ass and as he was coming to see now, citizens were too. After his cycles away from Frigid River he had gotten very extremely angry at the lack of respect. He had never demanded anything, yet things always seemed so difficult. There was a reason that he was in charge of an entire province and its Imperial Legions. Mystique, High Peak and if Zinn'Sunn wanted to play stubborn as well would all soon realize that he was fair, sneaky but still fair.

The first he would do would be to meet with Riconus and have platoons sent out to each of the cities, order set in stone, because after he had rested up he was going to Zinn'Sunn and High Peak was again, he wonder what had happened to the young thane of High Peak.

Then he needed to meet with his cabinet, these people who would help him run this province and turn it once again into a powerful one.

Without even realizing it, he was right before the gate guards, looking up at them he gave a half a smile, he really wasn't in that good of a mood. "Governor Pirvan Kaldres, in a very.... disastrous state." Not every guard had met him or knew him, but most if not all had seen him and they would know his face.

After he was allowed entry he made his way directly to his abode. He stopped for no one or nothing as he unlocked his door and went straight to the bath...

Candlemarks had passed before he had reappeared downstairs, fresh, clean and shaved. Decked out in an all black suit, symbolic to his mood, he had a horse saddled up for him and he was soon galloping off in the direction of the Military district.

Going straight for his Generals office, he had walked with the letter that was waiting at his house for him he hadn't even opened it yet but as he hopped down from the steed and began to walk through the doors, he broke the seal and began to gaze at the paper. Chuckling for the first time in a while he made his way to the generals office.

"Where is General Riconus?" He asked the first person he saw.

The guard at the front door of the Military Command Centre gave a crisp salute as Governor Pirvan walked into the building, signalling for an escort to come and guide him to the General's chamers. After only a second or two, a guard dressed in full battle-ready armor, as a precaution to the newly instated Full Alert in the Prince Maverius Regiment, asked for the acting governor's attention.

"Your Excellency, General Riconus awaits your presense in his quarters. He would come down to meet you, however his recent injuries in Mystique have hampered his mobility temporarily."

With that, the guard led with his hand up the stairs of the MCC, while he directed the direction of the pair's course in front of Pirvan. After reaching the top floor, the guardsmen approached the last room in the hallway, rapping lightly on the oaken door.

"General Xind'ell, Governor Pirvan is here to see you."

"He has returned!? Send him in at once!"

Before the door could even open to his sparse office, Riconus began the difficult climb from his chair, resisting the pain that still made its presense quite known in his right thigh. After grabbing a cane that had been given to him as assistance to walk, Riconus slowly moved towards the front of his desk, and upon the sight of Pirvan, he would attempt to kneel down as low as possible, only saying as he did,

"M'Lord... thank the gods you're safe..."

Following the officers Pirvan kept silent and as soon as he walked into Riconus’ office he knew what to expect. Even crippled the man was still respectful modest and loyal to his ways. Countless times Pirvan had tried to stop the man from bowing and calling him m’lord but it seemed he was set in his way.

Smiling at the sight, Pirvan took out the letter which Riconus had sent him and tapped the man on the head with it. “Rise Major General of the Lauryllian Imperial Legion, and yes that is official now. Anyway, I hope that legs good man, you have some work to do.” Grabbing him by the shoulders, Pirvan helped him rise and then helped him walk back to his seat.

Making sure he was seated, Pirvan then went around the desk and took a seat in whatever chair was available. “Why don’t you have a healer patch that up completely?” It had been a nasty cut in a nasty battle, and it seemed the Elf had only gotten in patched up and not healed.

Returning to the business at hand. “Have you gone to Castellian Keep yet? Either way, whenever you get the chance go to all the Imperial Garrisons in Lauryl and let your status rank be known. Platoons, or whatever the military term for them are, should be sent to each of the cities, High Peak, Zinn’Sunn, and Mystique. I will be asking Andrea or someone to go with to High Peak to straighten them out. Other than that is everything with you good?”

With the door slowly being pushed half open, Cullyn simply couldn't help himself given that there was some things the old Lieutenant just had to stick his several-fold broken nose into. He'd been here after all since that brightening where Prince Ebany of the Esh'lahier force sent to raise all Aeternia against Frigid River, and his simple warning to the then Lord Protector and Acting Thane was one that Cullyn was intent on honouring to the end. In that same brightening, Pirvan had exceeded his own authority solely on the basis of Lylles support from Amieila Natalyi and now had the Empress' backing too.

But even Govenor's could only do so much, and the Military in itself was something of Cullyns forte' as he leaned against the side of the wall with a rather amused expression. Waiting up until Pirvan and Riconus had finished with their appointment before making a none-too-subtle "Ahem." combined with something of a coughing sound to draw attention towards himself.

"I... wouldn't recommend that Your Excellency." Cullyn mused with a slight smile. "You arn't the Emperor or Empress, nor an Imperial Consul... Major General is beyond your authority Lordship. You should start that again, and this time say Provincial Commander and send word to each city Commander regarding their own municiple along with actually trying to reform the Frigid River Militia." And this was the sticking point, the one Cullyn wanted to drive home nice and clearly. "You have no City Militia here besides myself, and Riconus here... Frigid River Rangers, a Guild, not a Military establishment."

OOC:
Just jumping in before things go too far A Govenor has no authority over the Imperial Guard what so ever. In a Provincial Cabinet, there would be the General from each of the Imperial Legions stationed who'd be on semi-equal footing with Pirvan but their jurisdiction would be different. Basically...promoting to Major General is something solely for a Field Marshall of the Emperor/ess (or Consul who'd then report the decision to the Emperor/ess)

Provincial Commander, the head of every single Militia within the Province is the rank Pirvan can grant. It's not an Imperial Guard title, but an Imperial Militia one. This is basically the same problems with what Raliric had to go through recently with his being appointed Provincial General.

OOC: Yep, I'm actually trying to get that all sorted out in the Q&A forums, to see what position holds what rank. Unfortunately, only yesterday did I read some of the articles in the arms sections, referring to a Major General as an Imperial rank- yeah I know, I'm an idiot, hehe. Anyways, I'll be re-adjusting my mistakes -bunnies, in a sense- where I can and informing Light Bomee of the situation at Castellian Keep. Thanks

Riconus rose from his kneel, falling back in his chair and putting away his ashtray for the last time on the brightening. Cullyn's voice omitted quite the sense of information, and relayed intelligence that he would have hoped to find before he had sent the letter to Lord Pirvan's manor.

"Unfortunately, Lieutenant Cullyn speaks the truth, M'lord. After studying some books an assistant of mine retrieved from the local archives, it appears as though the rank Major General is an Imperial rank. So, I imagine that only an Imperial Marshall or Consul of some sort would have authority to appoint an individual to that rank.

However, I'm somewhat confused by your last point. It's true, we have no city militia- but we have something better in the Prince Maverius Regiment. I would take trained infantrymen over militia anyday, would not you Lieutenant? If training the populace and equiping them with arms is your concern, then I'll soon address the situation if no one else in the cabinet has already."


Remembering not to forget Pirvan, he quickly adressed his questions immediately afterwards.

"I'll be making the trip to Castellian Keep as soon as my leg recovers, in the hopes that the Imperial troops will be able to provide some sort of support to your governcy aside from their primary allegiance to the Empress.

If you and Andrea require a platoon as escort to reach High Peak and settle your differences with them, then don't let me keep you. However, I would suggest that you allow me to see how friendly we are with the Legionnaires at Castellian Keep before we head to Zinn'Sunn and return to Mystique."

"Will do." Pirvan said grinning at Cullyn, the man was an odd one but he seemed trustworthy and loyal. Repeating the process, he stated the words Provincial Commander instead.

He would send out letters when he returned to his office which wouldn't be anytime soon. He was going to see Andrea, Anda and Vylle after this and anyone else who was probably seeking a meeting.

"That sounds fair, so I will go to High Peak myself, by the time I return you will have gone to Castellian Keep?" It was a question but it was almost said in a statement form, he needed ot get things moving and Mystqiue's events had just gotten him angry, something he hated being.

"Ready one hundred of the Regent and Commander Cullyn, if you will prepare a small company of ranger and accompany me to High Peak. You have been a long time resident of Frigid River and probably have much better knowledge of High Peak and what might be going on there."

Little did Pirvan know that his cousin had just recently been appointed into an Imperial position, and with any luck and convicing Riconus might be able to recieve his wish.

Ring Hail to the Chief, he's the one we all say hail to...

The Chancellor of the Province of Lauryl was, as always, making war against his own enemy, the stacks of parchment that the elven lady had seen fit to pass on to him, what with the local Aedile’s purview more limited to (as was semantically correct) more municipal affairs. Matters of sewage, structure, and settlement. Minor matters, really. Andrea had done the same when he was once vested with the same position in Tirisfal.

Oh, how so long ago and far away it seemed, those nearly carefree brightenings in the country village that was Tirisfal! Fully-functioning, every officile at his post; citizens, nearly content or about to be. After all, Palacrisis had proven to be a well and able man of the people, visible to the crowd, approachable as always, and something of a good family man.

The fact that he had been dating a very eligible First Lady in the form of one Ministra had made the fairytale all the more palatable to the countryfolk.

Loved, Palacrisis certainly was—or so Andrea thought as he shuffled parchment left to right on his spacious wooden desk. Neverending parchmentwork! Requests for this and that, reports on nearly all
matters sundry, even aging documents that turned brittle to the touch, perused for review…

…and petitions. Petitions! Petitions for tax relief, petitions seeking aid for the burial of one, requesting crowns for the marriage of another, wondering how one could educate a child with the facilities Frigid River provided…

Oh, what a fate, to be sentenced to be the eternal scrivener, delaying dispatch during demented days. The trouble with centralized government, see, particularly in the absence of a real decision-maker.

Unfortunately for Andrea, that man was not present. With no decision-maker, there could be no decisions…and with no decisions, there could be very little business transacted.

And Andrea had tried his best to beat off the maddening crowd with a stick, as it were, except that his office was primarily to coordinate, advise, and implement such policies and procedures that were promulgates by the Governor, himself.

There lay the rub. In the absence of a final policymaker, all he could coordinate and advise was a vacuum; doing so would would only lead to the bottling up of chaos and mayhem, at least for a little while…and while that was fine for the interim, sooner or later the whole shebang would fall apart, Imperial appointment or no Imperial appointment.

It was a very simple proposition, really. The province needed a leader. In the absence of the leader, particularly come the vague vagaries of the succession (or lack thereof, as Andrea mused to himself), he, the Chancellor, knew, that it was only a matter of time until some stronger force made its way to claim the mantle for itself; and Andrea, being the sole lawful fellow left holding the collective political bag (a matter that was itself debatable at the very best), would have no choice but to hand authority over, albeit under protest.

It was a good thing the provincial forces, such as they were in such miniscule numbers, were at the highest alert. Knowing that he had a loyal fighting force at his side to stand with the Empress was one thing; not knowing how long he had to stand at the battlements waiting for Pirvan to ride up and finally exercise some authority was another.

So, they were again at the part Andrea hated most. Waiting, waiting, waiting…and silently hoping. No news was good news, so the chronicler in him exulted; whereas the politician in him fretted, and fretted, and fretted, all the same.

He managed to set aside a sheaf of proposals, and stood up to stretch. Walking over to the nearby window, he reached into his pockets to take out an item or two…

…and engage in a pastime that was as old as politics itself.

Puffing on his pipe, he reflected on what he, Pirvan, and by near-association, the province itself, had to do next.

For starters, he could at least make provision to end the open question on the provincial succession.

He smiled at that, and let go a puff of smoke. Minutes later, after being approached by a guardsman, he wold find himself on the doorstep of the General’s office, just as gratified and relieved that He Who Was Recently Named was finally safe and home, at last.

He didn't bother to knock; he just let himself in.

"As I live and breathe...praise the Gods for your good fortune, Pi--err, Your Imperial Excellency," observed the most observant of the currently-assembled lot.

Looking at Andrea and listening to his choice of words Pirvan could only chuckled. "Pirvan, Andrea, Pirvan. And praise Riconus and some others for my good fortune." Pirvan nodded it was good that Andrea had shown up, he was going to go meet the man afterwards anyway, now he could talk to him here and then move onto Vylle or Anda.

"It's good that you have shown up, I was going to come and meet with you in a moment. How are things on your end, what have been done? What needs to be done?" Of course there would be time for pleasantries later but now was the time for buisness, he had been instated months ago, and about a month had been wasted he knew not how or why, but it had happened, but he was back and things needed to move forward.

Now that he wouldn't be in Frigid River as he had wanted he would need to appoint a Thane, Andrea was one of his choices, of either here or Zinn'Sunn, he wouldn't stick the talented man in the tiny town of High Peak. Plus he had a little experience running villages, he was once in charge of Tirisfal.

"Andrea, i'm going to need to leave someone wise and loyal here in Frigid River, and I want that person to be you. Do you want to be Frigid River's Thane?"

Thane of Frigid River?!”

He managed to utter that almost nonsensically. Two seconds later, his brow narrowed into something approaching a half-smiling frown, such as it was, for he was puzzled by that. The locals would certainly lynch him, if he so much as thought that.

“Oh, goodness, that’s not necessary, My Lord Governor.” He even shook his head, albeit in a more friendly manner. “I am your loyal man from this brightening until the next. Besides,” with this he gave a larger grin, accompanied by a tilt of the head, “…I wouldn’t want to upstage the local folk, such as they are.” Pursing his lips, he came to a solitary conclusion.

“If I may suggest, Your Imperial Excellency, to consolidate loyalty and affection from the locals, I should like to propose that you name Lady Natalyi to the position.” Andrea clasped his hands behind his back and started to—unconsciously, for he didn’t realize it—pace around the General’s office floor. After all, she is a De Lylles, no matter how far diluted. That in itself is a plus, considering that Lauryl is a traditional Lylles territory, if not a semipermanent fiefdom. Besides, she is a local, certainly familiar with all the residents’ needs and in touch with their feelings.”
Another smile. “Besides, I’m sure that the Empress would welcome one of her distant kin as Thane of the new capital of Lauryl, such as it is,” he cleared his throat, “…and so on, and so forth.”

Aslan, I need a drink.

What Pirvan had been saying earlier only then clicked into the Chancellor’s consciousness.

“My Lord Governor,” he said as an opener, somewhat hesitantly, “…there lies the…err…delicate matter to the gubernatorial succession. The last time you were...” Andrea paused, “…unfortunately indisposed, we had a near panic as to who would rule in the interim. The law on this matter is clear-cut.” He quoted from memory, in a shy, soft, and almost apologetic tone, a sigh balefully evident as he enumerated his duties.

“In your letter appointing me as Chancellor, you directed me to establish an office for executive affairs,” he lifted up another finger, “…ensure coordination from among the agencies and ministries of the Provincial Government,”, he lifted a third digit from his right hand, “ …execute the policies and programmes of the Governor and his courts and councils, and assign specific responsibilities and duties to other members of the Council of Ministers and their constituent ministries.” With five fingers evident, he gave a wan smile.

“Sire, I know that you’re not much of an administrator. You’re a man of the people. You’re a man of action, who prefers getting his hands dirty, doing walkabouts, walking the street, making yourself known. I admit that what you did in Mystique was sheer genius—somewhat insane, from a political viewpoint, but since you pulled it off, sheer genius,” he said with reluctant eyes.

Here it was. He took a deep breath.

“My Lord, I do beseech you…as a final boon, before you leave this place, appoint a Lieutenant Governor, in writing, and in front of impartial witnesses. With all humility, I admit that I aspire to the duty, for I believe that I would be the best choice for the job.”

Another deep breath. In for a silver, in for a full-worth crown.

“Your Most Imperial Excellency, delegate to me all matters of provincial minutiae; bestow upon me the general outlines of your policy for the province, and I shall see that they are executed. Leave matters of staffing and finance to us in the Council, while you go see with your eyes what needs to be done.”

He gave a teasing smile.

“Surely, Andavariel, as your foremost political counselor, will see to it that I do not overstep my bounds, and Lady Natali, should you see fit to appoint her as Thane, will likewise keep a good nobiles eye as to what I do. While you and the General go and rattle sabers, I shall see to it that everything proceeds smoothly in the home front.”

With that, he was done. He can do all he wants. At least I’ve said my piece.

“All of this is, of course, in accordance with your pleasure, My Lord Governor.”

He kept the stare, his eyes level with the Big Man’s. Heck, he even forgot to fetch himself a drink.

Remaining near the wall having said his peace, but dreadfully interested in how things were going to proceed further - the only word Cullyn made throughout the meeting was a simple correcting of "Lieutenant." at Pirvan's claim to his being a Commander. The old Ranger was staying right where he was, and there wasn't a hope in Telath of him accepting a promotion. Not when he knew he both wasn't cut out for the position when young hot heads seemed more than willing for such aspirations. Plus, there was the added benefit of less paperwork to do. When each and every page was a struggle for him to right in his blocky script - any escape was brilliant.

"Definetely Lieutenant." Cullyn asserted after a while as it seemed Pirvan was willing to drag him back into the conversation rather than merely being an observor. "Lady Andavariel however's already seen fit to make sure that while you three were away that the Military ran smoothly... " Cullyn mused, never the politician and getting multiple ideas through his head at any one time just led to confusion. He did know however that in the past few months, neither Riconus, Andrea or Pirvan had seen to the varying problems which Andavariel had taken in her stride. "But no, I shan't take the Regiment's troops... they're your army rather than Frigid Rivers. We'll use the Rangers here, though there'll be a cost of 10 gold crowns per ranger, per brightening and another 50 per conflict - each person dead still gets paid for the Halls coffers."

As Andrea started up though, Cullyn was grinning from ear to ear as he rubbed his eyepatch with the knuckles of his right hand. The leather patch chafing and cutting into the skin just above the cheek. How he just wanted to burst out laughing at Andrea's deflection of Thanedom when he wanted to seek out the prize position of Lieutenant Govenor. And all the better in the soldiers eyes, like Vylle both of the appointee's seemed to have done naught but hide in their offices or wander abroad rather than doing anything visibly. How true or not this was remained to be seen naturally, Cullyn didn't have eyes everywhere.

But he definetely knew that if Ameilia was made Thane, Pirvan was going to have his ears boxed. She'd avoided the position several times now over the past decade, and in the last instance she'd favoured Pirvan readily. This Cullyn knew given he'd been one of the same Rangers there and even given Pirvan a piece of his own mind to the Trellosian Politician about what'd happen if he proved as dangerous as the last few Thanes to keep about.

Pirvan laughed and patted Andrea on the back, the man knew how to words things, extremely well. Given enough time Andrea could convince a man he was wrong for walking out of his house that brightening. “Lady Natayli, is content and happy where she is at, because if it were not for her, I wouldn’t be here. She decline to run and instead supported me, she doesn’t favor too many eyes on here I suppose.”

“The matter of succession? We thinking about succession already are we? I haven’t even been Governor for an era and yet you attempt to ready the lines. It’s a shame that I hear that in my absence there was a near panic to see who would run, I selected the people I selected because first and foremost I knew I could trust you and secondly because of each of your talents. I didn’t select anyone so that they could vie for power or control.”

“Come on Andrea, I know well the duties of the title I appointed you, but never in my life have I sat back and let everything be handled for me, such things only lead to betrayal. There is not a single thought in my head that you or any of my Housemates or appointees would do such a thing, but the thought is still there. All Governmental documents go through me, no matter how trivial, even if its one citizen complaining about sewage backing on his land.”

Sighing he stopped. “Come Andrea, we go to see Anda and then Vylle and afterwards I want you to come to Mystique with me.” Pausing he tapped the Lieutenant and nodded. “Ready twenty rangers, that will be going to Mystique with the rest of the regiment. Seeing as no had anything to add Pirvan nodded and made his departure. His next destination was Vylle, the man or well Dorin was a genius with numbers.

Leaving the Military Quarters, Pirvan made his way back to the Governmental District and to the office of his money man.

He knocked twice and gave a slight pause before entering. "Vylle?"

Since storming out of the meeting of most of the provincial cabinet that Andavarial, Pirvan’s advisor, had called in order to prepare for the arrival of Empress Audrey de Lylles, Vylle had resumed his self-imposed reclusion, but had moved into his office. He spent most of his brightenings poring over his expenditure, retrieving and perusing every source of financial and census information on the province of Lauryl, and adjusting his taxation policies and spending. Unfortunately, he had no documents containing any information on the present state of the finance of Lauryl’s government. Vylle had no conception of the deficit burdening or surplus available to the province. All, if there were any, the Crowns in the provincial government’s coffers were probably contained in Mystique. This meant that it was out of his knowledge, and as far as he was aware, unavailable to him. Nevertheless, Vylle did the best he could have with what he had at his disposal, and he was fairly proud of the ultimate results. After spending so many brightenings doing nothing but preparing this expenditure, the Exchequer of Lauryl had begun to get bored.

Therefore, the Dracon had begun to expend his mental efforts trying to determine just how he would collect all the taxes in Lauryl. Due to the complete lack of any of the resources or information on the resources of the old provincial government in Mystique, Vylle realized he would have to devise a new system of collecting of taxes. For a province the size of Lauryl, with fifteen million people, only half a million in urban centres, this meant an inordinate amount of auditors. With fifteen million people, Vylle figured, that meant there were approximately three million households. With that figure, Vylle then began to determine how long it would take to audit a household. To do this, he decided, he would have to go out and audit an average inhabitant of Frigid River himself. Realizing that in that event, he would likely be egged, if not stabbed, he focused his attention on researching the various wines of Lauryl. Thus ensued a state of semi-permanent drunkenness.

As luck had it, Vylle was just on his first glass of a fine white wine the brightening that Pirvan called on his office. Rising from a chair that the Dracon had set up by the window to look out at the street, he set his glass down and moved to the door.

“Whom calls?” he asked through the door, and opened it to greet the guest. His eyes widened to see Pirvan standing before him. Vylle bowed, and said, “Your Excellency, I had not realized you had returned from your expedition to Mystique! Yet I am gladdened to see you back in Frigid River – we had believed some very ill-fortune had befallen you.

“My lord, could I treat you to a glass of wine? I have much to ask of you, sir, regarding what finances and bureaucratic resources are available to us, and even more to inform you of. I have completed an expenditure and taxation policies for the province of Lauryl.”

As proof of this, the Dracon, in the guise of a Dorin, gestured toward a long scroll on his desk - the result of cycles of toil. It read:

heh, it was a surprise :P

Chuckling Pirvan tapped Vylle on the shoulder as he bowed and waited for him to rise. Throwing an arm around the dorins shoulders he waved the statement off. "I guess I still have some more time here on Telath."

At the mention of a glass of wine Pirvans eyes lit up. "Oh you just spoke magic words to me. Please. I'd love a glass." Vylle then continued on about taxes and finances and Pirvan remember he was here for business not wine. Walking forwar he looked at the scroll on the desk and then picked it up gently.

Gazing at it Pirvans attention became fully focused on it, he paused in his reading on slightly to drag a chair up to the desk so he could place the scroll back on the table and then have a seat himself.

Seated Pirvans attention was occupied for quite awhile and he thoroughly read throu
