Bureau of the Arcane and Office to the Royal Magus

Description:The offices of the Bureau of the Arcane and home to the Lord Royal Magus is located along the southern edge of the Royal Palace. The Bureau is a large three story building that grants the impression of grandeur. Sheathed in white marble the building presented a impressive image to all visitor. The ground floor was dominated by the entrance to the stately building. A large half circler porch extended outward the outer edge of the porch were made of large marble columns that supported a ceiling for the porch. Resting atop the porches roof is a large statue that the causal observer appeared to be little more than abstract art. To the trained eye one could see the bore the symbols of the arcane fields. The front of the second floor was faced with large windows that appeared to be curtained against the unwanted eyes. Along the third floor was a large stained glass window that recreated the image of Diana’s final battle. From the ground though it was hard to tell all of the details of the finally crafted window. The doors to the Bureau were large oak that considering the building the belonged to were strangle plain. The entrance to the Bureau was designed to greet visitors. Polished wooden boards covered the floor. On the floor was a soft and large black and red silk carpet that stretched down the middle of the chamber towards the back of the room. Located in the center of the carpet was the crest of the bureau of the Arcane. Either side of the carpet was flanked by a couch made of cherry wood and polished till they gleamed. The couches were also over stuffed and had flora patterns in reds and gold. At the end of the carpet was a large desk also made of the same polished cherry wood as the couches. The owner of the desk was a young elf female. She was sitting behind the desk filling out paper work seeming to be very bus but as visitor approached the desk she would stand and bow to them. While clearly and elf, she lacked the elven beauty that so marked the race, she wasn’t ugly, but almost plain looking. Her skin a dark grey that was off set by her black hair and light brown eyes. "Serale Visitor. How may I help you?" ********* The Offices of the Lord Royal Magus could be found on the top floor of the Arcane Bureau. The stairs lead to a solid oak door that was rather plain except for a circle in the middle that was divided into seven sections each showing a symbol of a different sphere of arcane. The only other future of the room was a man standing outside of the door. He appeared to be youngish in his twenties and human. The man was dressed in red and black with the crest of the Royal Magus on his breast. Underneath his surecoat was a set of armor and a blade at his other side. The Guards was the physical defense and the a field against spell casting was the primary arcane defense. The room beyond was a large and comfortable. The primary feature of the room was a large desk. Made of solid oak there were strange images carved along the sides that from the door were hard to see. The light in the room seemed to mostly be drawn there. The desk itself was clean except for a couple folders that were placed into a pile right next to were the occupant worked. Behind the desk was a large window that took up the whole of the wall. Images showing the last battle of Diana seemed to dance across the glass. Placed in the center of the large window was a map of the Empire with markings for all of the cities and mountians and major rivers of the Empire. Two more desks occupied the room. Located next to the door. Situated so that the occupents could look at the main desk these two were also carved from rich oak. One was completely clean and another was covered in folders and papers. One of the remaining walls was completely covered in book selves. They seemed to be almost groaning from the weight of all of the books. Most were normal sized that one would expect to find any were else. A few were small things, and some were so large children could be squashed by them. The last wall held a fire place that was currently ablaze giving off light and warmth in the cold winter. Four chairs were positioned around the fire each with a little end table between them. They were richly embroidered with geometric patterns on them. One last table sat next to the fire place with a pot of tea, glasses, and a couple bodels sitting on it.

To the Citzens of Aelyria.

The Arcane Bureau is announcing several new policies in regards to the teaching of Arcane through out the kingdom. The use of arcane is critcal to the empire to progess its citzenry and also to protect them. In this regard the Bureau is announcing the introduction of Arcane Licenses.

The first is the licensing of all Arcane schools. All schools in the empire must be licensed with the Arcane Bureau. The license will insure the top teaching standards across the kingdom. It will also make is easier for students to know were they may go to learn certain fields. These licenses will also make sure that the schools provide for their students, both educationally and physically.

The schools will also be required to have their teachers licenced, which brings us to the announcement of Teaching Licences. To ensure top Arcane schools, we must also ensure that the teachers are up to par, both in teaching and research. Our teachers are the kingdom's greatest resources and as such we must make sure they are advancing both themselves and their students.

The last licences is that for Masters who wish to take upon themselves students but not through a school. This is allows students to know that their masters are teaching by the standards of the Empire.

A full article will be sent to every Governor and Thane to be distributed to the Arcane schools under their influnces.

I write to you in responce to a herald article that will shortly come out. I need to know of all the arcane institution that are within your realm of power. If you have any religious institution that teach Thaumaturges to its priest and only its priest, they may be excluded as they fall under the realm of the Archprelate and the Church of Faith. If though they teach none priest any magical arts they are no longer considered and exception. The purpose of this announcement is that to often the Arcane school run according to various traditions which cause radical differences in the teaching of Arcane through out the kingdom. We ask that you share this with the heads of the Arcane schools through out your territory after the announcement in the Herald.

The Bureau of the Arcane and His Royal Highess are begining to issue Royal Arcane School Licenses. Each school must meet certian standards. They will be given six months to either meet these standards or present to the Bureau a long term plan to impliment them.

The standards of the Licenses are as such. Each school must have record system of their students. The students must register with a valid Visa, and supply the school with their information. Schools must confirm that their students have a place of residances, or provide them with a residance and food for the time of their teaching. The physical needs of their students must be taken care of. To often do we have potential students who can't aford the training because the can not provided a living. How the schools do manage to provide this is to be left up to them and the local area. As long as it is with in Royal Law.

As for the educational needs. Simple arriving to the class room is no longer enough. The student must show their abilities outside of class room, and outside of random combat situations. Students must volunter their time either in service to the school as seen fit or in the community as arranged with local entities. Also a test before the master of the School will be required to show that the student can think on their feet, we are here to teach magus to think about how they are throwing around arcane power.

Lastly our schools have become to complaincent. Recent Arcane events have occured and they occured outside of the Schooling system of the Kingdom. Each school must open a research section. They do not all need to invent the next flying ship, but we need to exapand our magical range.

This leads to the last requirement. All of their Teachers must have Arcane Teaching Licenses, and introduce Tenor. As in the cause of School Licenses these are to confirm and improvement in our teachers. The exact requirements for teaching Lisences are be that they must prove themselves in a test of arcane at the time of licensing. To keep their lisences they must show that they can do research as well as cast magic. They must also pratice a teaching test. Tenor will allow Masters to make research into what they feel is critical with out fear of dismissal. The rules of tenor are to be set up by each school.

The Bureau is making plans to purchase a press to print arcane articles sent in from the Masters across the kingdom their by making their research known across the kingdom.

Lastly their will be licensing of Masters who teach but are not part of any school, but that will be handled by the Bureau itself, and reports of independant masters would be appreciated.

My old friend, I bring tiding from the Carmelyn. I pray to our Blessed Mother that this letter finds you and yours in good health.

I once more apologize for being unable to attend your most recent celebration. I intend to visit you one way or another come Spring. You know how politics make men fat and boring. Regardless, we shall see each other again if the gods will it.

As for your most recent letter, be assured that there is no formal Arcana school here in Trysvale. Our humble population are but fishers and farmers. But I will not, of course, deny the existence of a group of druids within the Trysvale Thicket. They are, after all, my most personal friends and mentors. I am uncertain if you wish to insist that the Copse follow Imperial guidelines, my friend, but I promise to speak with their Council when time permits. Unless you want to speak with our fellow brothers and sisters in Carmelya?

The Reign of Prince Milo L'Evienne the First

While the Imperial Magus and his staff fended off dozens of latters coming from all sorts of magi, magi-lovers, and magi-haters at once, another sealed scroll tube arrived. This one, however, was not delivered by some uniformed messenger, or guard, or anyone particularly important. Instead, a beggar with a stiff looking grin and a rather wicked body odor arrived waving the scroll tube in his non-cane-holding hand.

"I gots a message!" he proclaimed. And when the guards stopped him (and covered their faces to prevent the smell from seeping into their nose and mouth) he gladly handed the item and strolled off like a well-paid comedian.

If and when the scroll tube ever reached Atl Myrsa's desk he would find that the object was made from a rare red colored wood that was known only to grow near enchanted glades. This fact was further confirmed by his staff who was knowledgable of these matters. The scroll tube was simple, without engravings, or carvings, or any such artwork; the top was kept shut by a simple knot which was wrapped around a bump on the wooden shaft of the tube.

The message was written in a blue ink and was in a stiff, barely legible script:

To The Imperial Magus Only
All Other Eyes Will Burn and Itch
And those persons whose eyes
belong to will grow bald and
suffer a horrible case of non-asousal
during sexual situations.

As a mage of some renown, I am SO VERY DISPLEASED by this sudden announcement. Do you realize, Imperial Magus person, that some magi can teleport? And turn others into trees? Or turn others into trees then teleport those said persons into a body of water?

Please understand that my concern is only for the magical society.

Also, I dislike licenses as my portraits on official documents tend to be lopsided and horribly inaccurate.

NOW, I plead with you to revoke this nonesense and heed my warning! The dragon king is coming! And his witches! And his assassins! Tell THAT to your staff and they will surely listen to you!

And, if I may politely add, there is NO WAY to police this new policy. NO WAY AT ALL. Who can police the mages but other mages? Do you have THAT MANY mages?

Straylor always found his friend and Guildmaster of the Sacred Circle a tad more political than he preferred. But that didn't mean he respected the man less or thought of him with any contempt. He was, after all, the Royal Magus ever since their Regent became Prince of Aelyria -- a title that still wrung suspicion from even the upper class of Trysvale. When he drafted his reply to Atl's latest letter, Stray thought carefully how to address the situation with the druids in Trysvale. They were his friends, and more importantly his mentors and fellow guardians of the Thicket. Any political or social harm done unto him would be his responsibility. Would Atl make the correct choices in dispensing this new program to benefit the Imperial Government? Stray could only hope and pray for the best as he sealed the scroll tube with the twin lions of the House Leonardes followed by his seal of office as Lord Thane of Trysvale.

My most sincere greetings and regards to your family, Guild master.

I received your previous reply in good health and I thank you for your speedy response to my own letter. Your staff must be quite effective and efficient to process to many correspondences at this rate.

In regards to the Druids Copse here in Trysvale, any time during Spring that will fit your schedule should be workable. I trust that you will send word before you depart, just to confirm out appointment. As I've mentioned before, this politicking can make men fickle and thus less predictable. I do intend to make our meeting my highest priority this coming Spring so do not fret, my old friend. I will also speak with the druids here to prepare them for your visit. Are there specifics you would like me to discuss with them prior to your arrival?

Additionally, I would like to repeat my last query regarding the Sacred Circle. Has there been any missions as of late? I haven't heard from our brothers and sisters since last Spring and I grow weary of the thought that the Empire is slowly decaying under our watchful eyes. Even with the situation with the orcs slowly dissolving, I do not trust these new happenings even while I read our blessed Herald each brightening. Something is stirring, Atl, something dark and it speaks only of evil. We can discuss this further when we meet.
