Office of the Imperial Judicator, Ministry of Law: Autumn Era II, Era XIV p.f.
The Framework of the Minister of Law, The Imperial Judicator, began was a triangular grey granite stepping stones that led to the front door. The triangles represented the three faces of justice, the Oaths of the Sacred Three, or the Trinity of the Aetherians; it was left for one to marvel and decide for themselves but no matter the belief - Order, Justice, and Law – were it’s representation.
Along the path to the front door stood three statues. The first statue was of Ioannes with his three faces. It was a deep grey statue and Ioannes was Robed and holding a scale representing balance; the pillar of the law which must remain neutral, true, and righteous. The second statue was of Diana. It was a perfect white marble statue of her in which she was holding roses and was nude. It represented the purity and beauty of the law as well as its innocence. The last statue was of Aslan. The warrior god was in full armor and held his sword with both hands face down in front of him. The statue was black and it represented the honor and justice of the Law. The three colors represented the fact that the law was not just black and white but that morality provided for the grey in between.
The triangular path led to a series of steps, ten in all, twenty feet wide at the bottom but only ten feet wide at the top. The platform where the steps ended was ten feet high and twenty feet long to the front door. A pillar lined each side every five feet to the door. Inscribed in the walk was the ancient text of the Annarian Code. A mahogany set of double doors was the final destination with a member of the Imperial Guard on each side of the door.
”Please show your Imperial Visa.” one of the guards stated who also verified it’s authenticity before handing it back to allow the visitor to enter.
Upon entering the main room which was thirty feet by thirty feet with a ten foot sealing, a desk set in the center for the secretary to handle the brightening’s affairs. The secretary was an elder dwarf. He stood about three and a half feet tall and was more round than muscular like the dwarven warriors. His beard was down past his chest and was pure white. He had no hair on the tip of his head but had a pony tail that went down past his collar that was from the hair that remained on the sides of his head; the pony tail was a mix of graying and white hair. The elder dwarf also wore a set of spectacles that hung on the low end of his rounded nose.
”Serale and welcome to the Imperial Judicator’s Office, Minister of Law, His Imperial Excellency Sir Parreyon Syndicus. My name is Draegin Slate, and I am the scribe and secretary of the Imperial Judicator. Do you have an appointment or how can I be of service to you?”
Three rooms were off of the main lobby. The first room was a conference room with an oval table stained deep red and capable of seating twelve people to which there were twelve chairs stained in the same color. The door was always closed and had no windows. A few pictures of various mountain ranges in the Empire lined the walls for the only décor in the room. The second room was a library with a chair in one corner and a small table for two in the center. The main core of books were legal documents, old court cases, and doctrine written by various legal minds both past and present. Resting on the table was a copy of the Annarian Code and the Articles of Imperium. The third room was the private office of The Minister of Law. It had one window to the outside and a large desk in the center. Two chairs faced the desk for guests. It too had little in the way of décor. In one corner of the room rested his silver plate armor, two silver scimitars, and the mahogany heavy crossbow all given to him while serving as both Lieutenant of the Alyssan Elites and as Prefect of the Midpoint Fortress. On the wall was a framed parchment of his Honorable Discharge from the Imperia Suns. A door also broke off from this room where the Minister had a small space that held a bed in the event the Minister needed to rest his eyes.
"We believe in a greater Katta homeland. We believe in Honor in Battle, Glory in War, and Greatness in Peace. We believe in the Virtue of fighting for what is right, even when no one else will lift a paw. We believe in the Kattan People and in One Sacred and Royal Throne, upon which shall sit the leader of all Katta, and unite us in Majesty once again. We are the Pantheri Clawknights, and we shall never falter."

A trieririus of the Imperial Navy delivered the following sealed communication for the Imperial Judicator's eyes only.
Secrets :
Imperial Ministry of War
Alleria Prime, Principality of Prime
2 Imperos, Second Era in the Regency of Milo L’Evienne
Parreyon Syndicus
Imperial Judicator
Your Exalted Honor,
I bring greetings from the Imperial Ministry of War!
I am not certain if we have met before, and do therefore wish to introduce myself. I am Alexis Sapientia, current Imperial Minister of War, and late of Port Alyxandrya, Arconis, and Taralon. Originally born and raised in the coastal borderland in the westernmost part of Carmelyn, just across the Eunesian Isles, I now find myself in full operational command of all the Empire’s armed forces.
Your recent appointment as senior law officer of the Empire came as a shock for me, for I was well under the impression that the Lord Ogabe K’tinga was doing well at his post. I am not certain what his initiatives are, of course, but I had hoped that he would do well, indeed, to advance the course of Lex, Ordo, and Iustatique.
Imperial Justice is a demigod he did well to serve. I therefore write to seek answers to a few questions; the most notable of which, of course is, would you know what happened to your esteemed predecessor in office? As Imperial Judicator, I am certain you are reasonably well-informed are are therefore fully aware that I, too, am possessed of a remarkable intelligence service. Sadly, however, this has not borne fruit for me, and I therefore must find myself penning missives to find results elsewhere.
My second question is to determine whether Your Exalted Honor is well and fully aware of some…ah…concerns, we currently have here in the Imperial Ministry of War. Housekeeping matters, if Your Exalted Honor will permit. Surely the matter of the so-called Jaedexian Royal Court in Exile, treasonous criminals all, has not escaped your office’s attention? The same goes for other matters of great import, most notable of which, of course, I hold dear, as I am directly involved. This is with regard to a certain despicable entity calling itself the Fists of Rage, based right here, in Alleria Prime.
I will not take any more of your time, but wish to only allay a few of my fears, as is always evident when there is a change, anywhere. I trust that you will find that my offices are always open, and rest assured that I, the Imperial Ministry of War, and our subordinate commands in the Imperial Legions and Classis will always stand ready to maintain the highest readiness in pursuance of the interests of justice.
Should you see fit to grace me with an audience, I would most heartily accept. The fare in the Crown Inn and Tavern is well-known, but should you prefer more sedate surroundings, no doubt I can make some other arrangements. My wife, Liselle, is, as you know, a celebrated chef in her own regard, which in itself is something of a state secret, as very few people beyond Imperial Court circles know this.
Fair winds always,
Alexis Sapientia

After a short delay the suck ups from outside Prime also reached the desk of the new Imperial Judicator with their well wishes.
Secrets :
Imperos 2, Era XIV PF, Taralon
To His Imperial Excellency, Sir Parreyon Syndicus, Imperial Judicator.
Dear Sir,
The news I receive here in Taralon from Aelyria Prime is in general a chain of negative messages. The little good news that seeps through can only be called so in contrast. Were one to apply absolute standards this good news hardly deserves its name. Only in very rare instances a shimmer of hope pierces the darkness and convinces me that this still mighty Empire is capable to shake off all its ills and enter a new Golden Age.
Such an instance happened this morning when the news reached me that Your Knightship has been appointed to Imperial Judicator of the Realm. A promotion well deserved to a position for which Your Knightship is highly qualified. I may not always agree with decisions taken from Prime but can find no fault over this one. I trust that the Empire will soon find its Law, Order and Justice strengthened through your expertise. My congratulations.
3rd brightening of Kalendryas, Winter in Era I of the Celestine Mandate Era XV after the Aethergem Fracture.
It had been a long time since the dorin contacted the Ministery. Of course, he had contacted twice lily, the fae who he had been assigned to work with. But since the evolution of things in the west, Godah lost contact with the Farm. So he decided to check the situation and sent a letter directly to the Ministery of Justice.
Of course, the language was fuzzy and he avoided using name for the sake of keeping the anonymous side of his position. But he hoped that the Judicator would pick the letter and recognize it for what it was: an message from an Ebon Watch.
The letter read the following:
Secrets :
To the Minister of Justice
From the Dark Gaze,
A man who walked saw sun setting in his horizon so he walked toward it. Then he wanted to look back at his farm he left behind. He wondered if his brothers were still working there and if they needed his firm hands to dig the floor and raise the seeds.
At the bottom was an adress in Imperia where the answer could be sent to.
OOC: sorry for the very strange message but it is difficult to contact a minister when you are supposed to be secret. I'll be adding a link to the Imperia house as soon as I can post the thread

Parreyon,
First, let me belatedly congratulate you on the new job. I wish you much success.
Second, there is a matter of great concern to me that I wish to discuss.
The circumstances behind the attack on Portshire bother me to no end. There are many things that don’t make sense about it…and rather bog you down with details, I would much prefer to request an official -independent- investigation. I’m sure the city is doing its own investigation…but I would like this to be something entirely different so that we can see -all- sides of this mess and not be bogged down by conflicting emotions as I’m sure the people in Portshire are.
Gratefully yours,
Liselle

To the attention of: His Exalted Excellency, Sir Parreyon Syndicus

From the desk of: His Most Imperial Excellency Milo L’Evienne
Imperial Regent
Parreyon,
I too have been left with a number of unanswered questions in regards to the particulars surrounding the attack on Portshire, those which the recent article in the Herald along the same vein have fallen somewhat short of laying to rest. As a result, I agree with both the lady Governor’s request and your own assessment in regards to an investigation by your offices. As you may or may not be aware, since the lady Gil’dae’s resignation from the Chancellery in order to take up the Governorship of Centripax, a suitable candidate has yet to be found to fill the role.
While the search continues however, there is a dedicated and competent senior staff in the Chancellery that is handling matters of emergent import in the meantime. In lieu of the attendance of the Chancellor, no doubt a senior member of staff should be available to attend an emergency session, which I as well believe would be best held as soon as possible. My schedule at the moment has it that I shall remain in Prime this cycle through and can adjust my schedule accordingly, so would be available for session on the fourth brightening of Kalendryas should such a time suit those others concerned and present no conflict with critical needs elsewhere.

13th brightening of Kalendryas, Winter of the Second era in the reign of Milo L'Evienne Era XV after the Aethergem fracture.
A letter sealed with dark wax and bearing a common name of Weab Tocnh and addressed to the Minister himself reached the offices of Judicator Syndicus early in the morning. When opened, one would read a heading written in fine human fashion.
Secrets :
From the Farmer
To his brothers at the farm
The lower, one could read the following:
Secrets :
It is good to hear from you. I always have the farm on my mind and I still take care of plants even if I am far from home. I have met many people here. One man was very interesting. He said he was from Vortex and he pretended to be the Duke of the Fields, and that he had his own farm.
I thought about our farm when he said that. I wondered if he was belonging to our farming community but he said he was a farmer as his father was and that they owned their farm even before our community existed. My brothers, I laughed at him and said that there was no farm that didn't belong to our farming community but he said he was secretly planting his own ranks of wheat and that he would soon control the market in his area.
My brothers, this man I believe is right in his words and that he really has secretly raised a field of wheat. We should give more care to the fields of Vortex and check with whom he has business. I will keep my ebon eye on his stock but I trust my brothers to have also their eyes on him. The lad's name was strange, I can't remember it, but he spoke about being a Bear himself.
The message was strange and anyone who would read it, unless he was the Minister himself, would not understand much. The sender, a dorin, trusted the katta to find the secret information behind the message.

It was early morning when a leather pocket arrived in a palace courier’s hand for the Imperial Judicator, to be delivered personally into his hands alone and accompanied by a letter from the Regent himself. Its arrival was not unexpected, but instead arrived in the wake of a previous conversation between Regent and Judicator, and in regards to security concerns arising from letters of correspondence from sources unknown. While the packet was a tri-fold affair closed at its seams with a length of black velvet ribbon and the Imperial seal stamped in scarlet, the letter was more expected, rolled snug and finished off similarly, then dropped and sealed again into an embossed leather tube.
The letter was from Milo himself, written in a left handed scrawl and not wandering in content as tended to be his way in conversation:
Secrets :
Parreyon,
As discussed previously I am sending over a packet of letters from my files, pieces of correspondence received during my tenure from sources I do not recognize nor can find referenced in the Office of Imperial letters. Some are of no real concern to me, while others might give rise to a spark of concern. But in order to better coordinate the combined security of our collective high offices, I am sending all and will continue to refer future letters of unknown origins to your offices as they arrive.
This first packet contains only three letters. All others to date, their origins I have recognized and in many cases have met with their authors. Those remaining, I have replied to in such cases as it seemed warranted. The first letter originating from Taralon you’ll note is a request for an audience in regards to the Governorship of the Sherian. In Mr. Cashew’s effort to impress, you’ll note that he’s made a number of ludicrous claims both in deed and connections both personal and official, the nature of which managed to lead both I and my staff to the conclusion that at best, his was a misguided attempt to either impress or amuse, it was a poor effort to distract from official matters or at worst that he is stark raving mad…the more likely conclusion in our collective minds. Nevertheless, I asked Mrs. Stromb to do a little looking through my files for instances of both the name and the associations and for all of her efforts, it seemed that indeed the most likely origin of this particular piece of correspondence was a park bench in Taralon. Suffice to say the letter received no reply.
The second letter I have sent your way is in fact rather self explanatory and further I was left with the impression that its author was either a child, or a lutran given to childlike tendencies. There was nothing within to raise much concern, and in fact it brought a smile given that enclosed was indeed a single crown, apparently gnawed on at its edges by uncommonly sharp teeth.
The last in this packet I’ll admit is somewhat more curious than its predecessors, more so now than it was when I first received it most notably due to recent events in Portshire, the accused source of the attack on the port city and ongoing investigations. In addition, since receiving this letter, the unfamiliar name has arisen once more, so was brought back to mind in another piece of recent correspondence sent to me from a source that I do indeed recognize, and one that brings with it the possibility of personal connections. It is this happenstance, coupled with recent events in Portshire, that both gives rise again to previous concerns added new ones, and brings with it something of a personal prick of conscience that I must feel the need to quietly and in confidentiality satisfy my curiosity in hopes that given your professional purview it will come to nothing of concern, neither to official matters or personal given the nature of a recently discovered apparent link between the two.
I should note that it is not uncommon that I should receive letters that paint a rather glum picture of any given realm be they from known officials or concerned citizens, and as we are both fully aware Arium has been a troublesome spot in the realm for some time. I should also mention that during the time surrounding the receipt of this letter, Alexis and I were as a separate matter discussing the likelihood of a state visit to Arium due to concerns related to Paxia’s recovery and moreover, the long standing incommunicative nature of Arium’s Governor.
By the author's own admission the bulk of the titles eluded to are barbari ones and in fact when cross referencing my own files I find no official note of them, nor does his name appear anywhere therein. But it is the particular nature of the influence implied in those titles, the specific realm thereof and the further influence implied by the penning of the letter itself which strikes my curiosity. In fact, far more recent references to this individual indicate further connections to the barbari houses of Vortex and an influential hand in its politics as well. If only pondered in relation to recent events in Portshire, it cannot help then but to raise the inevitable and somewhat worrisome question of why a self admitted barbari lord might be reportedly immersed in the politics of a city currently embroiled in the controversy surrounding the recent attack on Portshire. I am sending the letter to you then for your study and with my confidence in your discretion in this matter, somewhat in hopes that outside of official concerns arising from the letter itself, your learned assessment might help to put my mind at ease given what appears at this time to be personal connections as well.
Warmest Regards,
Milo
The leather packet sent along with the letter was not a weighty parcel by any means, but in fact as indicated it contained only three pieces of correspondence. These, the originals, while copies had been scribed for the Regent’s own files.
Thank you my friend for the update on your realm, I’m pleased to see that things are progressing nicely. I find your budget adjustment proposals more than acceptable and as a result, have sent along with my reply my writ of approval for the all changes requested including those in structure, the salary adjustments and training allowances all three. While I have only heard of the Imperial Suns in passing reference, it sounds as if they will find themselves a new and better lease on life under your guidance. This is good news and I will keep in mind their availability where added security is concerned.
As for your appointed task, I’ve every confidence in its ongoing success and it brings to mind the notion that while we might hope in all optimism that each and every location approached will respond in a positive way, some may always take longer to warm up to new ideas however necessary a requirement they may be. No doubt there are uncertainties that remain, resultant from memories of the Sel’Rakrya. I have every confidence that your new group will eventually enjoy widespread acceptance but I also believe that in the interim, a small and scattered sampling would be a sufficient indication of your plan’s success. I believe as well that given previous acceptance of the Sel’Rakrya’s presence in some areas under Ogabe’s direction, we might assume these same cities will be equally accepting of this new organization in its stead.
Therefore I’ve concluded that given you have previously indicated one or two positive responses and or prospects in this undertaking, we might move forward at this time with the creation of your Earl’s title so that you may Knight your members properly, added the notion that you are indeed yourself a Knight who has risen well above the call of duty many a time. Yours will be the first newly formed title of any sort under my guidance, as those granted previous to now have been titles approved through inheritance, sponsorship through old nobility or gained by marriage in houses of the same. I’d be hard pressed then to think of a better starting point for the creation of new titles of nobility.
Warmest Regards,
Milo

A bit disappointed that the Minister had not replied to his first letter, Malkaer had enough hope that this one would arouse a reply. Times had changed and he was forced to be more direct, which would probably appeal to the clawknight.
Secrets :
Kalendryas 4, Era XV PF, Taralon
To His Imperial Excellency, Sir Parreyon Syndicus, Imperial Judicator.
Dear Sir,
As Your Imperial Excellency knows dark clouds have gathered over Sherian. It will not be too long now before the orcs unleash their murderous intentions upon the Aelyrian population. I am somewhat consoled by the knowledge that the Imperial Legions stand fast to protect this small corner of the Empire. Even more hopeful is the fierce determination of the Sherianites to rid themselves of a threat that has been looming over their homes for generations once and for all. While I refuse to believe it many claim this is in part an accomplishment of undersigned and his brother the Governor. I have only done what seemed fitting and right to do. Sherian needed an army so I instructed the Provincial Government how to raise one. It needed arms for this army so I ordered a great weapons manufactory to be build in Taralon. The army needed training so I arranged the Legions to train it. The Province required a strategy for using its army so I wrote one. Indeed in order to restore Law, Order and Justice to Sherian I may have gone beyond the duties of a mere Thane.
More however must be done if victory over Ire is to be secured. The Provincial army is still weak and inexperienced for battle and will be faced by the strongest foes one can encounter. It is at this point that the boundaries in which a Thane works cut short of what must be done for the good of Sherian and Taralon. And yet I cannot for the terms of a settlement with the Ministry of Justice. I need not remind Your Imperial Excellency of the disagreement I had with your predecessor. For ease of reference I have included a copy of the settlement in an annex to this letter.
I would ask Your Imperial Excellency to reassess the first condition of this settlement. I have learned my lesson and would like to be able to apply for provincial or Imperial political offices or military appointments once more. As former military man yourself I am certain Your Imperial Excellency knows the importance of having the right man in the right place.
Judgement in his case shall be deferred indefinitely, subject to review and revisitation should any of the following conditions be violated:
1: Malkaer Andares is to not hold any provincial or Imperial political office, to include military appointments.
2: Malkaer Andares will issue an apology and written retraction of his previous statements published in the Herald, to be reviewed by the Ministry of Justice as to content and form, said retraction and apology to be likewise published in the Herald at the earliest opportunity.
3: Malkaer Andares will comport himself in such a manner as to provide an example to his fellow citizens of a law-abiding person in all regards. Any conviction of a crime of high justice, or a conviction for a crime of low justice involving moral turpitude shall serve to violate this condition.
