Provost Elsdragon, yet again, it seemed. Oh, glory, where had the time gone? Surely Immanis had not come and gone quite that easily? And yet, it did, taking all the rest that he'd imagined, with it, replacing it with nothing more but weariness, instead.

And tea didn't work as well anymore, Alexis noted. He just needed his wife back in his arms again.

He'd been busy gazing out the window--a common occurence, these brightenings, especially after the fact--more preoccupied with musing instead of actual working. While it was true that he had a lot of matters to deal with, that was the reason why he had a staff...people to work things out while he, he kept charge of the bigger picture.

Which didn't mean that he had nothing better to do, oh, goodness, no. The tough decisions were his to make. Anything concerning the external (and to a certain extent, also the internal) security of the Empire was his purview, with matters far up within the political sphere the responsibility of his Imperial Regent, the Pantheon bless him. For while he, too, was a mortal man, uneasy, indeed, was the head that bore a crown.

Even if it was temporarily. There had been too many of those as of late, and hence the Empire was what it was.

Forsooth, Paxia, and Elsdragon. Back to reality.

"Provost Elsdragon. A pleasant brightening, I trust? Have you had rosyun, today? Is there anything I can offer you?"

Seating himself comfortably behind his desk, so did he beckon for the man to do the same across him, on the vacant pair of chairs.

"How goes your survey of the forces of, as well as, the defenses of the Empire?"

Keldon looked to the Minister and then rubbed his head slightly. "Well sir, I contacted every Legion however none have responded. The only report I had received about the legions and there status was from the Jade Legion, and that required me to visit them in person. Currently they bolster 500 men and women, approximately 100 of them are officers. They also produce class's every six cycles of ruffly 250 men, although normally only 150 graduate to be assigned to legions." he said calmly, knowing all to well those were low numbers to reinforce the legions and, the fact that this was the ONLY report he had recived was not the best thing to report to the Minister.

"Only five hundred staff, with only one hundred and fifty graduating every six cycles..."

For a legion budgeted at eleven thousand...

Shaking his head and he chewed , so did he let the stylus drop arbitrarily on the desk with a loud clatter.

The news was not as he had expected. Perhaps it was the lack of sleep, perhaps it was the added stresses of the previous darkenings, perhaps it was just sheer frustration, but as much as he tried to hide it, the displeasure on his face was very visible.

"This is unacceptable."

Ceruleans turned grey as they gazed back, noticeably irritably.

"Find a way, Provost Elsdragon. I need those numbers. I cannot fight a war with paper soldiers."

Taking a deep breath to steel himself, Alexis found himself standing up, leaving his papers unattended for the meantime, heading over to look out the window, hands clasped decisively behind his back.

"Get back to me as soon as you are able."

Turning around, so did he send the classic Sapientia piercing glare.

"Was there anything else?"

Keldon nodded quickly, "Yes sir I understand, I have already dispatched personal to the legions instead of missives perhaps that will bolster there quartermasters ears to get detailed reports in." He said as he pulled out another parchment. "The only other report I have is not complete and is vague at best however it will provide you with atleast a basic outline of the legion in Primus Gaudeo." Keldon said as he opened the paper and started to read it off. "The legion is at full strength of 10'000 strong, Two thousand six hundred and fifty heavy infantry, one thousand three hundred and twenty regular infantry for a total of three thousand nine hundred and seventy infantry forces, its Calvary compliments are two thousand eight hundred and five heavy with a reserve of two thousand and one hundred regular." he paused for a brief breath and then continued. "Complementing fire support is 900 hundred archers broken into five hundred regular and four hundred heavy archers. It also has a compliment of one hundred imperial engineers which could likely become part of my office in the future attached to the legion, sixty five healers and medics are also assigned to the legion's medical needs. From the mage corps there are ten mages detached to them aswel." he said hopefully that was enough for now.

"As for other reports I will be looking into other more direct means of obtaining them, however as I can not force the legions commanders will it will take more pushing of the name of this office then anything. However one question I was hoping to be answered this brightening milord was my request for authority over the province of Arium, or the Central Host which has no commander at present. It would allow us to further assist and direct the re-constriction and fortification of not only Paxia but all surrounding area to ensure it is as secure as possible." Keldon finished confidently, he knew his request was likely going to be rejected however he wanted to attempt regardless. Command of imperial forces there would ensure he could do his mission without countless politics of trying to impose his office onto the local legions and simply issue them orders, it would also assist to replace a much needed local commander to direct the legions, which thus far was missing.

Keldon nodded his head. "Yes sir it is, and if I recall the are expected to move to another location at some point which could be to our benefit in the future depending on its new location, however that is a discussion that would likely be best reserved for another time." He said with a brief nod. All the while outside a clerk from Keldon's office arrived and would give a brief nod. He would inform the Minister's staff member that he had just received a updated report from the Paxian Office of the Board of Works that was highly relevant to the meeting his superior was currently in.

The man would allow his staff to take the report and bring it in, or he would bring it to Keldon himself paying his respects to both his superiors and apologizing for the delay in the report. Or Alexis's staff member could bring it in. However once it was in Keldon's hands he would quickly glance it over with a wide smile reviewing the neatly organized documents. Keldon would look to the Minister with a smile. "It seems sir, with the assistance of myself and persistence. Along with the wonderful speed of my staff to get the raw reports that arrived at my desk here in due haste has paid off." He said with a smile. "These are not finished reports Minister, however they are as detailed as I have had the time to acquire from the various legions in the empire. Unfortunately I have not received reports from all the legions, several of theses I had to approach myself. But needless to say the persistence has paid off compared to only a single report milord." He said looking over the brief one more time and handing it to the minister.

After presenting the report Keldon would wait briefly and allow the Minister to review it for a moment or so before he would go forward with his next statement requested by the Minister. "Currently my engineers have reviewed the state of Paxia, locally it is in shambles however the people there are beginning to take noticed to the increased assistance of the Imperial Forces and thus far are welcoming it. After discussing it with both local government members and my engineering staff it is calculated that the costs to turn the City of Paxia into a defendable location suited to the defense and command of the western empire, while being a large expense would pay off in the longterm." He said with a brief pause, anyone who knew the legions plans knew it would cost a large sum of money, in the millions but no one knew exactly how much of a figure. "To bring the walls up to reinforced military grade along with the majority of the gate structures, towers, guard post locations, internal defense's and minor structures the costs will range between four, to five million. However this will also include internal objects such as furniture, quarter equipment, arms, and general items that will be required to defend the walls including siege equipments." He said pulling out a parchment looking at it once more. "The main fortress at final construction is estimated to cost three million crowns alone, again that is included the majority of all internal workings required. Save for the cost of final supplies for the military and the like. However it would increase the size of capable forces held in the city with internal defense's and the castle to approximately one hundred thousand men able to man defense's at any given time should the need arise." Keldon finished his statement with a slightly interesting look to the Minister, the Minister had asked him to design a city build for war which he and his staff were doing, and the figures they were factoring in would turn Paxia into a stronghold for the western empire capable of defending from both ground, sea and arcanic attacks. It would truly be a beautiful place once completed, a testament to the empires capability and the force of its people.

Looking down to the documents Keldon flipped the parchment over and started reading a second one. "The armorment of the Castle, legion defense''s and siege weapons in total could cost around six million sir," He quickly interjected on this point however since he knew a way to save funds on this subject. "However sir after some research I have found a way to reduce this to under one million which would namely be spent on arrow's siege weapons, and other defense armorments. You will notice my reports on the province of Eunesia are unfinished that is because the two legions stationed in that province have been hard to get a hold of, because unlike our imperial records for the legion state they are no longer posted on the Isles but on the coast line since the province was evacuated due to imperial decree sometime ago. Under the fact that Eunesia is islands and the empires naval force is more then capable in patrolling and the marines to enforce imperial law I do not see the need to have ground forces on islands sire. If we move those two legions into Paxia and outside the city during its reconstruction we will not only have a large fighting force within the province at the ready for.... anything that should arise we will also add twenty thousand troops to the city's, province and central host's command structure which in current times could be rather tactful sir." he paused looking down at the brief. "There are other expense's to bring the city fully operational that in the end will cost approximately an additional two million crowns. Wherein all theses costs would be over the course of the construction, however with ruffly fifteen million crowns the city can be almost constructed in under nine months or less. With enough hands and direction the empire will have a secured stronghold in the west to act as its command for not only our forces but other sections of the government some which have already stated there interest. You requested to know what I would need sir to get things started... the allotment of those funds would be a start and a start to also guarantee the local assistance now and in the future, there are other things capable of assisting the reconstruction and organization of the city and defense of the west we can discuss if you wish sir." he finished standing at attention awaiting the response of the Minister. This... this was where he could finally get things started. Reports were coming in and the appraisal had been given so now it was time for real action, it was time to put words into motion. Keldon knew the Minister was aware that the locals had lost faith in the Imperials and could choose to support another cause with enough force. But the loyalty of the people is what won wars and won conflicts not brute strength. As people made up our forces.

To this point Keldon had remained quiet about his requested command, the northern province's still had no commander since he was previously re-assigned along with his southern commander.Arium, Carmelyn, and Arakmat offered key Imperial Locations he could use to instill resources and assistance to not only rebuild and fortify Paxia but the entire northern boarders and eastern boarders aswel. But to do so he needed the military authority to do it. He had heard rumors that the former commander Sheng was now in command once more of the southern province's of Enamoria and Sherian however that left seven province's still without a central commander. He wanted to change that for atleast three of them. He also knew the Paxian Legion needed to return home, so reinforcing it would be a massive leave on Keldon's mind.
