[Ministry of Defense] The Imperial Marshall's Office

The office next to the Minister of War's office was occupied by the Imperial Marshall- the commander of the Empire's mighty Legions. The Legions were known for their spartan environments, and this office fit that bill excellently. There were two rooms- the large outer office which held the desks of the Imperial Marshall's staff, and the inner office that the Imperial Marshall occupied.

Orderlies and officers filled the outer office with a determined energy. Papers were shuffled, filed, and shuffled again. Once in a while a meeting would happen. Most of the their time was filled with cataloging the massive amount of communication that the Legion circulates.

The inside office was the private domain of the Imperial Marshall's. On one side wall was a large, detailed map of Alleria. It showed positions of the guardians of the Empire, all 28 combat legions that made up the Imperial Legion. Behind him a large window let in a cool breeze.

His massive oak desk sat in the middle of the office with enough room to fit four comfortable chairs which guests would sit in.

Time had passed and plans had been made. Now, it was time to see whether they would be implemented and change.

So with these in mind, Sheng approached the office of the Imperial Marshal and knocked the door to get in. If a response was heard and Sheng could enter, Sheng would enter the office and salute, waiting for further orders.

Along with the routine correspondence that travelled backwards and forwards between the headquarters in Prime and the Legions in Centripax was enclosed a missive addressed for the attention of the Imperial Marshall, and it eventually found it's way to his desk. The note was written with a bluntness that outside of the military would likely have raised eyebrows.

The Governor of Centripax has raised an issue which has vexed me for some time, and asked that a resolution is established as soon as possible. The matter at hand is that of armed forces and fortifications outside of Imperial Control. As we all know under the Alyssan Civitate, the nobles were banned from raising armies. At the time this was a logical. However, in this current era we find that there are any number of individuals, not part of the nobility, which have their own armies. This I believe is both against the spirit of the Alyssan Civitate and a clear risk to the Imperium. There are no threats which justify private armed forces of more than a few men. The Legions and militias are more than capable of dealing with any threats which might arise, and are able to do so with the full backing of the law.

In addition there are a number of places which have been fortified to the extent that they provide protection against an army. It raises the question of exactly who these private citizens intend to defend themselves against, especially when they combine the fortifications with armed forces. I have some suspicion that some nobles are privately funding both fortifications and armies in order to avoid the strictures of the Civitate.

I would ask that you consider these matters and I look forward to your advice.

The soldiers came from within the building, their commander having decided that messages of this nature best be sent by person. Heavily armed, they brought with them more than just mere news, but new orders--and new procedures.

Renowned for their ability to remain shrouded in the skies, seen only when departing and when arriving, the small beings had tiny scrolls fastened to their talons rather unceremoniously.

they were as secretive in nature as they were sleek. A pannier of each accompanied the riders. On reaching their destination, their leader, a senior officer in the Legions of Provost rank, would brook no argument, seeking only an immediate audience with the senior officer present.

Presenting a packet sealed with red wax, it would contain a laboriously handwritten tome, a series of seemingly gibberish written on it, followed by an imposing scroll of no little significance.

Once unrolled and decoded accordingly, its message would be made disturbingly clear.

Imperial Marshall's were grumpy folk on the whole. And infact this letter, this command....WAIT!

Written by the Adjutant-General of the Imperial Navy!!! Baktar's hands clinched, he almost lost his cool right there. Well, well, once again the Legion slighted once again. It was clear that the Marshall was not held in favorable light amongst the hangerson that surrounded the Imperial Throne. The Marshall heard rumors of the relationship of the relationship between the Imperial Admiral and the Regent. No doubt their relationship bore fruit in what...a possible Minister of War? IT said as much, by the authority of the Minister of War. Right there it said it?

Alas, who's troops protected the capital and the grounds of the Palace? The Empress' Own- a Legion did. Who did most of the fighting and dying within this empire? THe legion did. Not the Classis which only swung and missed at pirate convoys and orcish invasions.

"I am at his Excellencies' command...." He said in a strained voice. "Communicate the date and time to my Adjudant and I will make myself available...Good Brightening Sir." He smiled a bloody smile that communicated one thing- leave this room now.

Once the courier left, a roar could be heard from inside the Marshall's office.

"Where's Inspector Imperatis Kaldres!" He thundered.

1) Is there any evidence that these entities plot against the Aelyrian Empire, the Sacred Three, the State, the Realm, or any of its agents, ministers, officials, or people, through act actual or terror itself, or, any conspiracy thereof?

2) Is there evidence that these entities exercise violence against citizens of the Aelyrian Empire, commit murder, attempt to commit murder, or any conspiracy thereof?

3) Have these entities taken the law into their own hands, that is to say, have they dispensed justice in their own interpretations, executed, incarcerated or banished a citizen of the Empire?

4) Have these entities a mandate of power from the state? Are they under the leadership of a Thane or Governor?

5) Have they sworn oaths of fealty, obedience, or allegiance to any save that of the Regent or Allerian realm?

6) Have they engaged in the practice of necromancy? Have their weapons been received by means of theft?

7) Are these entities citizens of the Empire?

8) Are these entities in the existing musters of the Imperial Legions, Classis, Marines, or such other ministries or offices of the Imperial Government?

If an answer to the negative results from any of these questions, please let us know, posthaste.

It was a good thing that the Minister of War refused to let his license as an advocate go to waste. A good thing, too, that he'd learned from a master; the fact that the same master was likewise the sole fount of laws of the Empire was a very convenient coincidence.
