The lair of the Regent of Aelyria My Lord, his Grace etc, etc, Malkear Andares situated within the royal palaces in Aelyria Prime had all the hallmarks of change. Personnel rushed around doing interesting things with filing cabinets and pieces of elegant furniture. Secretaries staggered under the weight of paper that the nation floated on and occasionally drowned in. Guards shifted uncomfortably and glared at anybody with the temerity to attempt to breach the defences and expose the underbelly of a bureaucracy in change. And of course steely eyed receptionists glared at visitors who dared to approach the inner sanctum and disturb the peace of their lord and master.

Pala breathed in the scent of earnest effort and disguised panic that always came in the aftermath of great events. The main man might sit behind a luxurious desk in a beautifully appointed suite of offices with a demeanour of serenity knowing he was the master of all he surveyed but the underlings were in a state of controlled panic getting everything ready for smooth running.

Pala smiled softly as he introduced himself showed his credentials to the receptionist and his brightening was made as the oft used phrase floated over the outside offices in a desperate cry that told Pala that someone had reached the end of their tether. ……..

Where’s the bloody paper clips, someone has forgotten my paperclips!

He was back in business, it was like mothers milk to the statesman he almost wanted to find the poor souls office supplies and put him out of his misery but NO….He had business to conduct and a few questions to put to “ The Regent”.

He waited in the ante room and let the civil service do it’s own thing around him. The receptionist had slipped inside the inner sanctum and would explain that his lordship had a visitor clutching a gold embossed letter to his bosom.

His grace Palacrisis Baron Austerfield of Sheria as requested my lord Regent!


Pala has eschewed his white patrician robes worn on the balmy tropical paradise that was Olympia for a sober dark top coat and matching trousers, shiny boots and a white shirt with a loosely tied silk grey cravat at his neck his long white hair was tied back and his long white beard was neatly combed. It had been a few eras since the pair had last met and Malkear would notice that Pala had aged dramatically in that time.
He might look like an old man but praise the gods he still had all his marbles and was eager to find a niche in the new administration

‘A state of controlled panic’ was indeed an apt way of describing the atmosphere in the building complex that housed the staff and ministry of one the Triumvir. Though the esh’lahier politician had taken some of his followers from Lauryl with him to Prime to fill his staff, the majority of the personnel consisted of Lictors from the capital. These clerks and bureaucrats still had to be converted into proper ‘Malkaerists’, as some people described it.

To add to the chaos it was still not exactly clear which Ministry would be headed by the elven Regent, or if he was to personally run one altogether. The status of a bureaucrat was determined his rank and the Ministry he was employed in, which were also ranked in prestige. If they did not belong to a Ministry they were unsure what their status was.

The receptionist that received the Baron seemed impervious to his surroundings however. The esh’lahier male was a fair lad with a tranquil smile on his lips. Palacrisis might recognize him from a few eras back, when the very same elven receptionist had allowed him entry into Malkaer’s Thanal offices in Taralon on several occasions. “Your Grace is most welcome. I will announce you to His Excellency at once.” The young esh’lahier bowed and disappeared through the door beside his desk to inform his master.

Truth be told, Malkaer had not expected the Sherian Baron (residing in Eunesia) to show up so swiftly, but the Regent did not intend to let Palacrisis wait too long. During the few minutes that the receptionist was gone, the human was offered a refreshment if he desired one. “His Imperial Excellency will see Your Grace now”, said the esh’lahier with a smile and he escorted Palacrisis into a large room.

The office was unremarkable as far as the offices of statesmen go; it contained splendour, books, luxurious furniture and guards –some in the open, others invisible. Malkaer, dressed in fine robes, stood behind his desk and beckoned his guest to come forward. “Ah, Baron Austerfield, welcome. Please be seated.” The Triumvir followed his own suggestion and studied his guest. To elves, humans always aged with mind-numbing speed, and Malkaer did not get the impression that Palacrisis’ sudden old look was anything unusual for his race.

The physique of the pale elf had of course not changed at all since their last meeting in Taralon, but an experienced politician like Palacrisis would sense that Malkaer had matured politically. “I am glad Your Grace could come to Prime so quickly. I hope the journey was not too uncomfortable?” When travelling there was always a trade-off between speed and comfort, and Malkaer hoped the elder human had not rattled his bones too much while his carriage raced over the roads (or his ship over the waves).



oocI’m not a 100% sure yet if Malk is available on the 12th. If not, would it be possible to set the meeting to somewhere between 20-30 Ulyris?

oocI am going to attempt to second guess previous events the triumvirate has yet to be announced publicly. Bunny time!
 
There were great events in the air Roscarnis and Duncan had dropped veiled hints of a change in the administration of the kingdom during their conversation a few months ago. Milo had visited Olympia but again he seemed reticent to tell the story as to why he had abdicated simply dropping titbits about a breakdown of confidence between he and the ancients.

Perhaps the retiree was too far out of the loop to retain the confidence of the great and the good or there were such catastrophic events in hand as to make a need to know policy the imperative. However the letter from Malkear had provided Pala with an important clue as to what was afoot …..”Imperial Regent” had been the foot note and with those two words penned in haste was the answer he needed. Whether Malkear was the only Imperial Regent, the head honcho, the main man or whether he shared the honour of leading the country in the absence of a fully conformed head of state was a question he needed answering. He doubted that Alexis Sapientia was going to bow his head to an Esh'lahier elf and walk away into some sort of watery sunset so maybe there were two imperial regents whether there was room for a third was a question of doubt and frankly he could not think of another suitable candidate unless …….Scythe! ......The balance of the kingdom, the double edged weapon, the enforcer and the ultra- realist…it was a possibility!

Yet Malkear had penned the letter giving Palacrisis a lifeline to snatch at and to make another appearance on the coat tails of the good and the great. Quite what sort of job the wily elf politician had in mind was mute but interesting and the intervening brightening’s between the letter arriving and his departure to Prime via “wizard express” had given him time to think. It was true that for all the fancy titles and seats in the corridors of power he had never really stuck his head above the parapet and claimed that he Palacrisis D Jones was a contender for the top jobs! Yet the past three eras had changed him he was older than his ordination and the halls of Jalat were now many steps closer. He was now aware of his mortality and maybe for the first time his legacy was important to him. The discussion was going to be interesting!

The wait was over he was ushered into the inner sanctum and the usual polite pleasantries were exchanged. Pala was fully appraised that his travel arrangements were of no interest to the Imperial Regent but the forms had to be observed. The jockeying would begin soon.

He took a seat and pulled imaginary lint off his finely pressed trousers and began.

First of all regent may I congratulate you on your present post. You must be the first member of your race to rise so high it gives hope to others that race creed or form are no longer barriers to greatness, Secondly I was flattered if not a little surprised that you should remember me. My incapacity has taken me away from the hub of events and I find much to be puzzled about. But my lord Imperial Regent I thank you for inviting me here and I cannot deny that a prospect of some position within this new administration has quickened my blood. My lord Andares I am all ears. what is that you propose?

The Regent nodded curtly. The shadow elf was aware of the fact that he was the first of his kind to be appointed to such a high office. Due to political sensitivities Malkaer intended to avoid emphasizing his racial heritage, but privately the idea that he was the greatest of their race filled him with great pride. “I have politicians such as Milo and yourself to thank for that. It was due to the capacity for thinking out of the box by a few extraordinary men and women that my cousin Moranor was first granted the opportunity to serve the realm in a public office. Later this privilege was extended to me and other members of my family as well.” That did not mean Malkaer was inclined to allow even darker races than the shadow elves into the government.

“I was not aware your retirement was due to an incapacity…” the elf’s voice faltered, bidding the human to explain. The Regent was keen to find out whether this incapacity might affect Palacrisis’ job performance.

The humbleness of the former Governor, Consul and Minister somewhat bemused Malkaer. Of course he remembered the sly old fox. Palacrisis D Jones, former Consul of the Northern Reaches, was, in contrast to what he might think, a contender for the top jobs. In various respects a more likely contender than the esh’lahier politician at any rate.

It was clear that Palacrisis was eager for a position, but before the Regent made his proposition he wished to know more about the human’s political convictions. At the signal of the elf’s gloved hand a servant handed Palacrisis a Herald article of last season. “I would like to know what Your Grace thinks about these decisions of the Proconsul, the lord Roscarnis de Lylles.”

Palacrisis scowled as he reread the Herald, sure this copy had reached the far flung island of Olympia and it had caused him to write to the Herald seeking a post in Sheria. That conversation with Roscarnis and Duncan had faltered and petered out but yes Pala knew this one and had formed an opinion on it’s contents, but he swiftly refreshed his memory before setting the article down.

“My opinion …hmm this might take a little time My Lord Regent but first of all we can simply say this is a power play all we need to do is know the author of this document is a De Lylles. Need I say more?"

The grin was stark and without humour……" My first instinct was to consult the Acts of Imperium drawn up by Milo."

“Article 3 section 3 states “the political form of the Aelyrian kingdom is a meritocratic monarchy.”

“What my lord De Lylles is proposing is an aristocratic government which directly contends with the last version of the AoI. No proconsul has the authority to act outside the AoI thus we must see this paper as a challenge to the current status quo. A blatant attempt to place a member of their class on the throne!”

“It may be argued that some of the candidates are both aristocratic and meritorious but as at least three of them come from the De Lylles family then I would suggest that they are bound to prove before the Triumvirate that they are meritorious and free from the canker of cronyism. Or indeed whether the charge of nepotism can be laid at the door of My lord Roscarnis. Thus the De Lylles especially should be brought before your good selves and examined in order to decide if the individuals are indeed worthy of such high honour.”

The smile was feral and evil, the De Lylles would protest like stuck pigs and of course if they failed to appear before the tribunal their appointment was null and void.

“There are members of that list I would not argue with, Arakmat for one.

Wessex’ s an Aelyrian or a half Aelyrian and his merit is doubtful because he has not actually done anything for generations. “

“The Hierarch is interesting his position is one that is potentially more powerful than that of Aerienne Sarista who was head of the church and governor at the same time. I argued strongly for a separation of church and state indeed I suggested that Diana should be given special holy city status and allowed to manage its own affairs without interference from the state but perhaps at the time that was a step too far.”

“So to start with we can argue there is sufficient hint of illegality of this document to warrant further independent investigation by the leading Justicars of the nation. We have suspicions of cronyism and a doubt as to the competence of some of the proconsuls pointed. If necessary we can examine Tristan and prove that he was temporarily insane in signing this document which contravenes the fundamental tenants’ of the law. Thus throwing doubt on his whole intendancy!”

But that is just the beginning …….” His brow darkened and there was no hint of levity about him
 
“The fact that this document is now public, the place holders are active and acting under the delusion that Maiestas was awarded to each of them by the stroke of a proconsuls pen presents a clear and present danger to the peace of the nation. If we attempt to rescind this document as being unlawful we face the prospect of an uprising of the aristocracy against the Triumvirate.”

“So I suggest that each of the Triumvirate adopts the title “Archduke,” you already have proved your merit to serve as this regency otherwise the prince would not have appointed each of you personally. The title Archduke gives you court precedence over the normal nobles.”

“So we have an properly ennobled Triumvirate who can argue that such precedence lends them both status above the nobles and the right to rule as per the AoI.”

A finger stabbed out as though he was counting points.

“Now lets get onto the AoI, I assume that you will be preparing a new revised version as your first act. Eyvind Redbeard declared loudly that the AoI was set in stone and that no changes could be made! He was wrong as events have proved. The The AoI is a living document that reflects the age and times we live in. You the Triumvirate are the power in the land, the law is what you wish it to be.”
 
“So you have the law as a weapon of right and might but that does not stop and insurrection from the nobles. They have wealth, castles and men at arms. The Imperial legions have been weakened, the nobles can hire mercenary armies because of their wealth and many a young blade will join a rallying cry!”

“But even that is not important we must consider the Aelyrians and Constantine. Essentially from his perspective Aelyria is in a power vacuum. His place holder Milo is gone and the throne is vacant, that I suggest is anathema to his way of thinking. The throne of Aelyria rightly or wrongly is in his gift. The Church of Faiths argument over the Aethercrown is a smoke screen we know that the link to the crown from the gem is broken and we have no original artefact to rely on when it comes to legitimising the enthronement of a candidate. So Constantine can claim that the throne of Aelyria is his and only his gift to the nation and my lord Imperial Regent …..”

His had went to the beard searching for the right words with which to make his argument.

I would bet a bucket of crowns that right now out there somewhere is Constantine’s candidate waiting to make a move for the crown. All right I am speculating here. I have nothing to give you that would be considered evidence for my assumption yet the logic seems to work.”

“All the embittered nobles require is a rallying point for some sort of uprising. Roscarnis’s charter has effectively stolen the provinces from the Triumvirate and handed them to the control of the aristocracy. That gives enormous power if the nobles work in concert. So it seems to say to me …”

“Find this potential candidate, Constantine’s chosen one, thus neutralising the potential threat that such a candidate holds. If this “candidate” is both promoted by the ancients and backed by the nobility we face a complete volte- face and the empire reverts to a monarchical dictatorship that resembles the crown 600 or so eras ago.”

“So if you accept my theorem or at least acknowledge that my logic has some validity. I would advise that we accept that this potential for civil war is in fact part of “The darkening” We have prophesies that were considered important some eras ago I would advise that it is time to revisit these strange sayings and look at them with the eye of experience but most of all we should be looking for some clue as to the “candidate”.

 
He sat down and sipped water “You did ask my opinion and possibly I stretch the facts a little but I have seen these machinations before. Milo told me the problem for his reign was that he felt like a fire fighter constantly jumping from disaster to disaster without the time to actually formulate policy. You need to be able to control the events not let the events control your administration. I am a suspicious sometimes paranoiac old sod. Maybe I worry about the health of the nation too much and this “candidate” is a figment of my imagination but to get ahead of the game sometimes we have to take a leap of logic based on what has happened in the past.”

He sipped more water …there was one more question he had to answer a personal one that might or might not have a bearing on the events that may or may not transpire.

“You asked about my infirmity……well and he told the strange tale again leaving out nothing. Milo advised that I should employ a Dream walker. Ovan Hestra advised a mystic examination but well meaning as both advisors are I am not ready to divulge my secrets, it does not feel the right time yet. It may be nonsense the whole damned dreaming thing but the gods work in mysterious ways and it is possible that within my head are revelations that effect the nation.”

He leaned back, what the sardonic elf would make of him was now out of his hands.

The former Thane of Taralon knew Palacrisis as an extraordinarily open and honest politician, but the human surpassed himself. It did not require much to trigger a long tirade against the nobility, the church and Ancient Aelyrians. While the old man rambled on the Regent wrote down Palacrisis’ main points. The first time Malkaer and Palacrisis met was in Primus Gaudeo, eras before the Sherian episode. The conversation had left a considerable mark on the esh’lahier politician, who had then been a nobody. He duly noted the consistency of the human’s convictions, remembering that the former Consul had then also preached for meritocracy and mentioned his desire to separate church and state in Carmelyn.

Some of Palacrisis’ observations were spot on, though Malkaer did not always agree with the proposed solutions. Other suggestions were rather fanciful. However, while one could accuse the old man of many things, the rambling veteran politician was certainly not boring, and his ideas displayed long thought and internal logic.

Overlooking his notes of the speech, the Regent commented on a few points. “I agree this is a power play by the De Lylles”, Malkaer said of the ‘Unprecedented reinstatement’, “but they do not necessarily desire to give power back to the nobility; Roscarnis’ intent is merely to empower his own dynasty. The appointment of non-Lylles must be seen as an attempt to buy their support.”

“It becomes obvious when you analyse Enamoria’s situation. Going by the logic in the article, he should have appointed the Duke of Maeve to Consul, but instead he reaffirms the position of Consul Rougenoe. Due to the old dynastic rivalry between Lylles and Maeve, the Proconsul chooses the Milo sponsored ‘meritocratic’ candidate over the ‘noble’.”


“To argue whether the appointments are illegal on the basis of article 3 seems impractical”, judged Malkaer, who had some experience with legal affairs. “To begin with, the notion of a meritocratic monarchy is a paradox, and nepotism is not technically illegal. Further, cronyism is a something that the L’Evienne administration can also be accused of.” There was a wash list of people appointed by Milo who could not tie their own shoelaces, let alone run a Province or Ministry.

The idea to promote the three Regents to Archduke was unfeasible. “There are plenty nobles who style themselves as Archduke or Prince, so the former title would not elevate us above them. Besides, noble titles only become meaningful when they are ancient.” The Regents could call themselves Archdukes all they wanted but it would not accomplish a great deal.

“It is true that the Council of Regents has the power to alter the AoI, but if that is done on a regular basis the document loses its authority. In fact, the Articles have been changed too often already in the past few eras.” Going from Empire to Kingdom and possibly back to Empire again was nonsensical. Fortunately, most people had the sense to see that Aelyria was Aelyria no matter how you called its form of government.

Malkaer was rather sceptical in regards to some pretender chosen by the former Emperor. “If Constantine supported a candidate for the Throne of Eternity, that candidate would immediately be disqualified due to that support. Like Milo, he would be called a puppet of the Ancients, and many would be hard-pressed to follow him.”

“Also, the nobility is not a monolithic entity that will support a single pretender in unison. There is no such thing as the nobility; there are only noble dynasties, who sometimes compete and sometimes cooperate. The essence of rulership is to retain the support of a sufficient portion of the elite and the people.”
If a pretender could muster more support than the Triumvirate, he would win a struggle and become Emperor.

Prophecies were meaningless to the practical politician. There were a hundred prophets and obviously a few of them would guess the future correctly. Those few who happened to estimate correctly could never say exactly when their great prophecy would come true.

“I agree with your Grace that it is politically difficult for the Regency Council to dismiss all these undesirable Consuls at once, and that some other way must be found to deal with this problem. Clearly, Roscarnis will be fired. He’s either someone’s puppet or suffers from illusions of grandeur if he thinks he can control the individuals he appointed.” Ironically it was easier to fire the Proconsul than his subordinates, since the former lacked the strong social-economic position of most of his underlings. “The Council wishes to appoint a new Proconsul, who must gradually restrict the power of the Consuls and assure the Triumvirate of the loyalty of the Provinces. This is a delicate task that requires skilful diplomacy.” Malkaer’s steel blue orbs locked with Palacrisis’. “However, I believe Your Grace would be up to the task.”

He sat nigh on immobile as Malkear made counter arguments dismissing his fears and warnings out of hand …. Strange, eras ago before the “accident” he would have argued fought and developed his ideas but now …He was relaxed, he had done his duty provided an alternate point of view and if that different way of thinking through problems was not accepted well did it really matter?

Not that he was anyway concerned that he might be wrong. Right and wrong were simply two sides of the same coin. He was saved from the mind numbing pain of policy where each decision had to be weighed in the crucible of cause and effect rather he was free to express opinions and thoughts in the security that this was between two different peoples of Aelyria who viewed the same problems from different perspectives. What he was sure of though that man and elf shared a common goal and that was simply the betterment of Aelyria.

“Proconsul …interesting offer my Lord Regent ….who watches the watchers? I had not expected that honour and that responsibility. I need to think on this for a short while.
 
Indeed this offer was beyond anything that he had imagined! A ministry possibly, confirmation of a consulship to Sheria but in charge of the whole bally lot of the blighters ….phew! Steady down …..Malkear was right he would have to treat these people with all the skills he had learned over the era’s. These were not peasants to be brow beaten these nobles expected to be obeyed not to obey. How would they react to their lord and master getting the elbow?. After all these folks were friends relatives and owed Roscarnis a modicum of loyalty. There was doubt that the consuls owed the same loyalty to the Triumvirate…..tricky little problem this/

He looked up at Malkear…… “I agree with you my lord Malkear. I am qualified. I am experienced enough. False modesty on my part serves no purpose here. I have no loyalties other than to the nation as a whole. I have always stood alone never joining any house or faction and I have had offers in the past. I will support the Triumvirate as long as its actions do no harm to Aelyria. I can accept this new post and will ensure to the very best of my abilities that the consuls act in the very best way for their provinces. My lords Regent shall have to draw up a document of appointment that clearly describes my duties and my powers. If I am not mistaken the AoI does not cater for a proconsul as such and although Roscarnis took this power to himself I would wish to have official and legal backing for this post.

He bowed his head in real humility yet there was nagging doubt that the next few eras would be a world of trouble for all of them if they did not heed his warning about “the candidate”.

Palacrisis’ ambiguous declaration of loyalty to the Triumvirate and the Realm was probably as good as it was going to get for Malkaer and his peers. “Congratulations, Proconsul.” The pale elf accepted the bow with a brief nod.

“True, the position of Proconsul is not delineated or even mentioned in the Articles. In my opinion it is a position that should not exist in the first place. Consuls form a direct link between the Sovereign and the realm; it does not make sense that there should be someone else between them and the ruler.” The esh’lahier politician believed Milo had only created the office as a favour to his friend Liselle.

“Of course there is a wide gap between political theory and practice in the Consulate arrangements, since some of the current Consuls are quite the opposite of the loyal representatives of the Sovereign’s will they are supposed to be.” Malkaer smiled sourly.

“I would like to avoid describing your function and that of the Consulate in great detail, as some flexibility may be required to better serve our goal. That goal is to ensure the loyalty of the Provinces to the national state.” The Regent envisioned Palacrisis’ role as that of internal diplomatic trouble-shooter, soothing over noble grievances that the Triumvirate would undoubtedly cause.

“Some degree of compromise between the Imperial government and regional and local elites is always necessary. The Empire is simply too large and diverse to be governed by a single, centralized bureaucracy. It is important to make it known to the landed nobility that we accept their role as local and regional leaders.”

“However, Roscarnis’ proclamation gave far too much power to the magnates. By appointing individuals with considerable social-economic power to Consulship, and to increase the mandate of the position, carries the risk of re-feudalizing these regions. This ultimately compromises the unity and strength of the Aelyrian Empire.”
Providing an argumentation for this would take a while, but the Regent believed that Palacrisis was inclined to agree with this assessment and did not elaborate.

“Ideally, the provincial nobility, the Governor and the Consul hold each other in balance. This balance of power is now gone in some provinces. Your task as Proconsul will be to restore this balance.”

“The first step has already been taken. The Herald article that I wrote earlier this month forbids Consuls to appoint or dismiss Governors or other provincial staff without the approval of the Regency Council.”
It was unfortunate that the appointment of Caerin Justice, one of the Hierarch’s lackeys, to Governor of Carmelyn had preceded the announcement, and the Regents would have to accept that for now.

Unfortunately the article that Malkear referred to had not yet reached Olympia so he was entirely ignorant of the content ……but he could guess the gist from the tone of the conversation so far.

“Very well as I see it we accept the status quo and work within the confines of the law as laid down by Milo. Equally we accept the position Lord Roscarnis has worked us into. The consuls stay in situ for the moment but they must prove their worth thus their birth and the colour of their blood is not as important as the duty they give to their provinces."

"We managed or should I say I manage the consuls and keep them on the straight and narrow, diplomatically of course! You see me as a father figure. Full of good advice and perhaps a hint of disapproval if things get out of hand. You want me to report back to the triumvirate on a regular basis with intelligence and what needs to be looked at in my opinion by the triumvirate. The consuls should be actively engaged with their provinces offering support and wisdom to governors and the like. So I need to know what the consuls are concerned about and they need to know that I want to know what is disturbing their sleep of a darkening. Some of them will resent an overarching figure …whatever title he holds ….well that’s tough. This role may not have any validity in the AoI but Milo and Roscarnis set a precedent and so the consuls will have to accept me for what and who I am.”

“My overarching responsibility is the ensuring of the loyalty of the provinces to the triumvirate and by that loyalty ensuring that the nation of Aelyria remains an entity and not as a set of fiefdoms ruled over by aristocrat’s and or robber barons. The aristocracy have a vital role to play but they are not the exclusive arbiters of merit. There must be room for people to rise and serve this nation based on their abilities and talents not just by their name and title. The consuls should always be looking out for such people of merit!”

"As you say my Lord Regent there must be balance between the aristocracy and the people. There must be a working relationship between those in power and those who labour under that power but and it’s a big but we can only achieve perfect balance under a period of comparative peace and tranquillity."

“Have you ever thought that the government whatever shade or type it is simply bandaging over the wounds? Since the inception of what became known as the “Darkness” we have been chasing our tails. Weather events, disasters, mad maniacs causing mayhem and murder, rebellions! Have you ever asked yourself …why? What has this great nation of ours done that we should be punished so? Is there a guiding presence behind our travails? Do we need to suck up the bile and ask for divine guidance? Don’t get me wrong here I am not giving up, I will work for balance and peace. What little skills I have I offer to the Imperium!”

“You represent a pragmatic realism and there is nothing wrong with that political stance but occasionally government is not a matter of reaction but pro-action. Your vision for the future is just as important as your management of the present. If this triumvirate is content to fire fight the moment and wait for the next contender to the throne to show it’s face then you will fail the people aristocrat and commoner alike."

He leaned back and spread his arms wide "However high we rise there is one thing that you can be sure of Palacrisis will speak his mind…So the provinces and the players, where do you want to start?"

Palacrisis’ sum up of his responsibilities and goals as Proconsul was good and Malkaer nodded. The Regent felt compelled to offer his view on the Darkening before proceeding with the business at hand.

“Some people entertain the fallacious ideology that Aelyria is embarked on a great path of constant progress to an ultimate goal of perpetual peace and happiness.” With ‘some people’ Malkaer meant of course Milo chiefly, as well as Alexis and Palacrisis himself. “In reality, the fortunes of this land are cyclical. In some periods there is progress, during which Aelyria has strong central leadership, is domestically peaceful and expands its borders. During other periods there is regress and the opposite occurs.”

“The Darkening is just a name for such a period of regress. Though no one can say how long the Darkening will take, contrary to the prophets of doom, Aelyria will not perish, and eventually it will flourish again.”
Whether that would occur due to the efforts of the Council of Regents (or in spite of them), Malkaer could not determine, though he was bold enough to state the claim publically if pressed. Perhaps history would later reveal that the Regents had merely been an obstacle for the real saviour of Aelyria, but no one could predict the future. “One should also always keep in mind that during the golden ages of Constantine, Michelle or Alyssa there were also natural disasters, murderers and rebellions.”

“Although I personally do not believe that the Sacred Three directly influences affairs in Telath, one can say that this natural circle is divinely determined. I believe this is why the Ancient Aelyrians are in essence a very frustrated people; because they know that in spite of their majestic abilities they are still but tiny ships sailing on a grand ocean. All they, and all other mortals, can do is to try and remain afloat.”


“That does not mean we are at complete mercy of the seas; some captains are better than others. What distinguished the greatest rulers of Aelyria is that they capitalized best on a period of progress or diminished the effects of a regress. I believe the Regency Council can be more inventive and proactive than previous administrations in recognizing opportunities and threats.”

The scholar that lurked deep inside the politician found it infinitely interesting to discuss this, but unfortunately there was little opportunity to voice such opinions unrestrained. “But enough of philosophy and on to the Consuls”, said the pragmatic realist. Malkaer scanned over a document he had prepared beforehand.

“For Prime we have Lady Larina de Lylles. I know nothing about her, except that she is presumably not the head of the Eastern de Lylles with such a modest title. One of the Regents will probably meet her in person. We may decide to dismiss her at once, citing that Prime does not require a Consul due to the vicinity of the capital.” This line had been used before, but it was obvious that the esh’lahier politician was still on the fence on this matter. “Regardless, your Grace will not have to worry about Prime.”

“This counts for Enamoria as well, as I will meet with Consul Rougenoe later this month and personally handle affairs there. Regent Sythe will personally oversee Arium, where the appointment of the Ancient Aelyrian Wessex de Evile has significantly complicated affairs. Sherian is still largely out of reach and thus not a priority at this time. That leaves Lauryl, Centripax, Carmelyn, Arakmat and Eunesia.”

“For the time being I am willing to give Countess Bridgette de Lylles, Consul of Lauryl and Marquis Darvin ap Barlin Ironfist, Consul of Centripax, the benefit of the doubt. Please arrange to meet with them and find out what exactly they want in their provinces. Based on their visions and desires we can judge whether it is best to compromise or remove them.”

“Carmelyn is fairly complex. It has not one but three Consuls. There is a Consul for the main body of Carmelyn, Hierarch Ovan Hastra, for the Protectorate of Northumbria, which is vacant and one for Kaldira and the Fire Isles. The Consul of the latter is one Duke Ester Praeserta, whom I’ve never heard off. To separate these regions from the rest of the province seems completely ridiculous, and I wonder what the former Proconsul intended to accomplish. When you have sorted out the Duke we may decide whether to keep him in office, replace him or abolish it altogether.”

“I agree with you that church and state ought to be separate. I had hoped that after Aerienne Sarista the combination of the church and the province of Carmelyn had finally ended, but it seems we are stuck with this arrangement again. Besides meeting Hastra, you could also see this new Governor of Carmelyn, Caerin Justice. I would like to know to which extend he is a puppet of the Hierarch or whether he has ambitions of his own.”


Malkaer proceeded to Arakmat. “I would prefer the Sultan as Governor rather than Consul, but what’s done is done. You may gently inform him that the Council of Regents accepts his domination of the Province of Arakmat, but that we are rather tired of his thinly veiled insults towards Prime. Remind him that if the Xet attack, the Legions may opt for a defensive line in Lauryl or Arium, rather than in Arakmat, if the Sultan continues with his childish reprimands.” Arakmat needed the Empire more than the other way around, but the Sultan appeared to have forgotten this. “Given your experience with the province I am of course open to other suggestions.”

“I know nothing about”, Malkaer searched his notes for the name, “Duke Titus Parthas, who has been appointed to Consul of Eunesia. Eunesia has low priority, so postpone this visit to the end of your tour. The Council of Regents wishes to retain Baron Leonard as Governor of Eunesia, but otherwise we do not have much intentions for that region.” No wonder that many ex-politicians had their own private tax-free paradise there.

The new proconsul nodded his head as the Regent argued his point with sagacity and no little insight. There were points at issue they would not be able to agree about but essentially it was detail and not the broad scope of policy that intrigued each of them
The division of duties between them was interesting it spoke much of what the triumvirate wanted to keep in house and what they would let him loose on.

Lauryl, Centripax, Carmelyn, Arakmat and Eunesia.” hmm he refused himself the small luxury of beard stroking keeping his hands on his knees by force of will.

“Very well , Lauryl and the eastern De Lylles for all my travels Lauryl is the one place I have never visited. I am sure that My lord Roscarnis has plenty of files in his office that are available for my delectation and no doubt plenty of information on his beloved Lauryl. So essentially this a meet and greet exercise and although a low born like me might get the full well practised nose in the air treatment from her ladyship. I find I have always got on with the dwarf although I cannot quaff ale as well these brightening’s.”

Humour was not exactly a defence mechanism but coming from the bottom and looking at the stars many eras ago Pala could not help but see the irony of a man who had never passed an examination in his life sitting on such a lofty seat.

Carmelyn was nothing to laugh about however, the combination of church and state screamed Theocracy an ugly word. Carmelyn was a mess, Northumbria should have been fixed a long time ago and Kaldira and the fire islands……well!

“I met the Hierarch a month or two ago so it might be a bit of a shock to see me in a somewhat elevated position than the last time. However this is extreme kid glove time. I don’t like this decision of Roscarnis it goes against the grain but as you say we are stuck with it. Jaedaxia I will visit and let you have a report on my findings and as for Kaldira last time I looked it was a dot on the map that barely warranted a name. so its play it by ear time a bit of creative tourism and meet and greet again.”
 
He chuckled softly “Eunasia that’s a strange pot of soup, they hate each other and Olympians cannot even bring themselves to say the name Ieffreon …..Thankfully there are not too many sorcerers around and even better a lot of sea separating each islands so they do not get to meet each other very often. My heart goes out to Straylor it’s a thankless task being loathed by the islanders for being an outlander!”

He shrugged …..being powerful did not always mean you were liked it went with the territory.

“Very well my lord regent” he intoned with a deal more formality I must thank you for this opportunity to serve the nation again. We have much to do and there is no time like the present to start. So unless there is anything you wish to instruct me on I shall withdraw and claim my offices and begin reading myself into the task.

He stood and stuck out a hand and with a bow of his head …. “May your gods go with you Regent Andares and if ever you are in Olympia come to my house and we can discuss the detail of political thought until the dawn comes up!

“Lord Roscarnis hails from the Eastern branch of the Lylles; he possesses scant knowledge of Lauryl.” During their meeting in Mystique the Royal Advisor had admitted to Malkaer that it was his first visit to Lauryl. “Feel free to make use of the Provincial records in Mystique. I can attest to their vastness and objectivity.” After all, the esh’lahier, former Governor of the province, was a sucker for bureaucratic detail.

“When meeting the Countess remember to emphasize your title, Baron.” Palacrisis’ noble rank was a considerable bonus for his efficiency as Proconsul. Though Jones had not been born a noble, his method of acquiring a title was certainly second best: the old-fashioned art of marrying properly. His noble and governmental rank made Palacrisis superior to Bridgette de Lylles in two ways, enough to offset the disadvantage of meeting her on her home territory.

Malkaer refrained from briefing the Proconsul more thoroughly on Lauryl and the other theatres as he doubted it would have any real effect. Palacrisis would do as Palacrisis did things and the Regent would have to calculate where the Palacrisian way of doing things was best.

“You deserve this position and are the best man for the job.” A fitting conclusion for what was an unusual interview and appointment for the elven politician. Usually Malkaer appointed only those he thought he could control. If he could not, they were appointed out of political expediency, with the intent to diminish their powers as much as possible. In a sense this was his first ‘real’ appointment, Malkaer realized with some amusement. “May the Sacred Three bless your efforts, Excellency.”

The new Proconsul was correct: there was much to do. The Regent did not think there would be time to relax on an Eunesian island any time soon.

The Second Week of Ulyris, Summer of Era XVIII PF


The herald once more returned to the chambers and private offices of Imperial Regent Andares. The herald returned from Enamoria with response from Rougenoe, Consul to Enamoria. Delivered to the hands of the Imperial Regent himself, the herald would wait for his dismissal or conversely further dispatch.


The missive itself was a package of parchment folded and tied with a blue ribbon, sealed by a stamp of red wax and the impressed seal of the Sovereignty of Enamoria. Contained within the package were a handful of pages including a letter from the Imperial Consul and the requested materials.

Your Excellency,


Thank you for your missive, it has reached eager ears. Before going further please allow me to congratulate you on your assignment as Imperial Regent. It heartens our collective province to know one of our host has raised his position so and hope too Your Excellency will not forget our provinces removed from the eastern seaboard. I shall be happy to entertain your company. As soon as the date approaches please let use know so we might make arrangements for your stay.


I have undergone no little strain in my attempts to cover the position of governor in addition to my commitments. It will be good to have another to speak with upon the matter before I fear I should stretch threadbare. I have sought to find a fitting candidate to fill the position but Enamoria has proven to have a surprising dearth. I have found potential candidates either lacking in skills and experience or otherwise disinclined to the take the shoulder the mantle. Still, I believe it is important to find a candidate for the position who has experience with Enamoria's political and social scene. But I shall expound more on the sentiment in the enclosed documents.


The ducal houses of Enamoria, but for the surprising loss of House Maeve's leader, are in good humor. Certainly there has been prodding and shoving in regards to minor power struggles in the vacuum Lord Maeve has left but as of yet nothing turbulent. Should a new Patriarch be named in a reasonable amount of time I expect little loss in House Maeve's political and social standings. The City Malice too has been rather tame. I believe its ancestral rival has been quite busy with its domestic affairs of late and that should suffice the reason hostilities have been relatively light in recent seasons. Malice too was hit hard by the long winter though the true extent of damage is beyond my knowledge.

  • Pescado Branch resigns from the post of Governor.
  • Lord Protector Mansell of Port Alyxandrya declares himself Thane. Thane Mansell is mysteriously assassinated.
  • Moranor Andares, former Lt. Governor is reinstated by Pescado Branch as a final act in office. Lt Governor Andares is subsequently affirmed by the late Regent as governor.
  • Governor Andares leaves his post as Governor.
  • Enamoria cities are overflowed with refugees from the Sherian War.
  • The former Prince confirms Archalen Andares as Governor of Enamoria.
  • Governor Andares and Consul Rougenoe work together as best as possible to do weather Enamoria through the Longest Winter and the concurrent famine.
  • Governor Andares makes an unpopular thanal appointment in New Coldmoon. The Governor camps an Imperial Legion outside New Coldmoon to mollify the populace.
  • The Late Governor Andares resigns from his post and joins the Sherian War.
  • The House Maeve's Patriarch dies unexpectedly.
  • The Sovereignty of Enamoria offers a gift to the City of Aslangrad and extends an official offer of friendship.
 


 On the Subject of the Governors of the Sovereignty of Enamoria:

Unfortunately the position has seen itself more oft vacant than held by a body during my tenure. I am unable to truly comment on Pescado Branch's term as I had just started my officing at the Pnyx as he prepared to resign. Beyond Pescado Branch is Moranor Andares. Lord Andares held the position not quite as long as the next governor would. He and I personally did not see eye to eye on many issues. Nonetheless it was a time of stability for Enamoria. Part of the success of his short term I think was due to our differences and discourse on what was best for the province. Beyond that Lord Andares was familiar as he had served as Lt. Governor under Pescado Branch for a time. Then too was his office seen as much an extension of Branch's leadership as it truly was. Lord Andares changed very little during his tenure. For the most part he seemed quite pleased to continue with the status quo and given the stability of the provincial affairs during his governorship it was likely a smart decision. But yet he left office for reasons that as are still cloudy.


After a lengthy vacancy in the position Lord Archalen Andares was affirmed to the governor's seat. More passionate than his predecessor Governor Andares was willing to make changes and he was a Governor constantly in action. His ability to make decisions and lead during difficult times helped Enamoria cope with many problems gripping the province during Archalen's office. That is not to say he was always popular. Quite the contrary, Lord Andares was passionate leader and quick to temper. He did not make friends in the foreign province as quickly or as well as he should have to solidify his position. It was thus I believe led him to a bout of disappearance and a belated resignation. Unfortunately I found Lord Andares had resigned second hand and was unable to speak to him before the tendering of his resignation and his moving out from the governor's apartments. I can only speculate he as others not used to Medonia's love of intrigue found it ill inducing. I believe he left with a heavy heart and a bitter taste in his mouth for the region. I find it unfortunate for I believe the late Governor showed some, if small and crude, talent for the office. With cultivation he might have furthered his career in the mold of Your Excellency.
