Office of the Harbour Master - Spring
The First Brightening in month of Immanis, in the Season of Spring, Era II of the Celestine Mandate, Era XIV Post Fractum, the Second Era of the Regency of Milo L'Evienne.
The building was a bit strange in appearance, almost half of the new, taller building was constructed from the wreakage of the old one. New and old were intermingled. It was larger and better in appearance than the old structure, built with the determination of people who had lost most everything and sought a new beginning.
The bigger and better Office of the Harbour Master, at the water's edge, overlooked the entire Waterfront, the Docks, the Harbour, the Main Ship's Channel and the sea. The structure was built at a pre-existing Mole constructed of stones and recently reinforced by meteorites that had been dredged from the nearby waters during the Aftermath of Imperiageddon, Pilot Boats were moored alongside.
At the base of the office was the Bo'sun Locker, about five meters high, where all the nautical gear required for the Harbour Master and the Pilot Boats was stored. It was locked. Long heavy stilts rose above the that building, supporting the new Office of the Harbor Master. A spiral staircase lead up to the Office which was round in shape. The Office itself was windowed and encircled by a Widow's Walk. From the walk there was an unobstrusted view to the horizon which lay off seven miles distant. The walk was very sturdy, built to easily support the weight of several Orcs and others.
Except in heavy weather, the door to the office was open. Inside, sitting at a desk was an Orc, the Harbour Master Dzrg, staring at the doorway. Dzrg was dressed in the uniform of a Naval Officer, bearing the rank of Commodore. He was alerted to the approach of anyone by the creaking sounds of the spiral staircase. His expression was the usual scowl of an Orc.

True to his word at the wedding, Roland decided to see the Harbor Master. They had been through an adventure and ordeal together, and that bonded people regardless of race. Always, they would look back on their days in Prime with the camaraderie of a band of brothers who had survived a life-and-death situation together. A moment that had nearly cost the life of Liselle Vampyler-Sapienta, would have killed her, if not for the quick thinking of Raliric and the others.
Roland had been impressed by the detective work of the orc: deductive reasoning was a rare quality in any species. He was not sure if he had made a similar impression on the harbor master, but then again, it might just be refreshing to be with a human who didn't instantly frown at one's appearance. Roland didn't know how Dzrg was normally treated in Arakmat, but he knew the orcs in Arium .... were not treated very well at all.
And so he know creaked up the noisy stairs. "Serale? Hello? Is anyone there? It is I, Lord Protector Roland Moonstar of Paxia."

Dzrg was working on the draft that would forbid slavery in the Province of Arakmet. This was something the Governor wanted and the Constable seemed in full agreement with him. He agreed with the idea in principle, especially since he could recall the situation with his former slaves. They just did not work as well as he wanted, except of course for Nim. She was very enthusiastic about doing what was expected of her. Nim appeared unconcerned about her status, all she seemed to want was to satisfy the lecherous needs of Dzrg. That would come when the work of this Brightening was done. His thoughts went back to the draft. He wanted it to allow indenture because there were circumstances that called for it. As he thought about this, the Orc was interupted by the creaking of the stairway. Judging by the sound, this was most likely a human, only one person.
He placed his draft in a drawer and sat back waiting. Then a voice that he he recognized called out, "Serale? Hello? Is anyone there? It is I, Lord Protector Roland Moonstar of Paxia."
Dzrg remembered the individual as a pleasant sort and reached for a bottle of potent dark rum and two mugs. He set the mugs on the desk and poured the rum by the time his visitor appeared in the doorway. At that time the Orc stood and extended his right hand, "Serale, welcum ta Imperia. Set yaself an' let's splice da main brace, den we can talk.

Roland had no idea what Dzrg just said-- he was not up on either sailing or orc phrases-- but he got the gist of it all right, and settled himself down comfortably. He spent a few minutes talking about Arium, the weather, gossip about Archalen, and whatever came into his head.
He was a man who enjoyed rum, and as he'd been careful about his intake of late, he decided a mug or two would not hurt. "This is good stuff. I will have to get you a bottle of Paxian rum, let you compare the two." He raised his glass and gave off a few toasts, such as to Palacrisis, Dzrg's health, and so forth. He randomly threw one in for Lady Sharinya. "It's always good luck to toast the health of the Fae Queen. Keeps Mab from curdling your milk."

Dzrg enjoyed the company of those who appreciated a good drink and just as important, put things in their proper perspective. A visit started with a couple of drinks and a bit of casual conversation if the visit was a friendly one. He remembered Roland as an amiable sort when they met before and was glad that he pegged him right. The toasts were right and proper and the Orc offered his own as well, ""Ta House Moonstar".
Dzrg chuckled in his strange Orcish manner when Roland proposed a toast to the Queen of the Fae. Back at the Mob, Fae were considered a delicacy and only those of high power and influence got to partake. At that time, Dzrg was not important enough to merit luxuries so he never did get to find out if they really tasted like chicken. He doubted if Roland considered it acceptable to eat Fae so he did not bring up the matter. By the time they toasted all the proper people the one liter bottle of rum was empty. Dzrg was just getting warmed up but he realized that excepting for Dwarves, other races had moderate drinking habits. Thus when he got a second bottle of rum, he selected light rather than dark rum and poured the mugs only half full.
"It would be good ta try Paxian rum. Might even import some. Been tinkin' o' gettin' Dwarven Ale from Zerdargia. Stuff is good, not like da watered down stuff from udder places. Gonna build us a resort here in Imperia, lottsa luxury. Lookin' fer somebody ta run it, den gonna speed up da construction. Ya ever heard of a fella named Angelo Gatsby? He ran a place in Tirisfal, sorta like what I want. I'd like ta hire him. Maybe he got killed when da place got destroyed."

Roland pulled out his authentic first-edition Paxian Merchant League identification card and secret decoder ring. "Know the man? He was practically like a father to me.
An.. absentee father. But. Even so." Roland told Dzrg a few tales of the Paxia of old, when the merchant Hakim got himself appointed Thane, and he and Angelo conspired all sorts of interesting affairs. The fake Feeble Pox cure-- that had been a good one. "A most reasonable group of people. Not like this wog boot Archalen you have here. I didn't care for his 'my way or the highway' attitude at all. Not at all."
Roland shrugged, and he toasted Dzrg's patience and ability to suffer and tolerate those around him. As to Angelo, Roland promised to keep an eye out for anyone like that, and he would send them to Imperia if he ran across any.
The only two people he could think of that came close were Mizu and Theying, and one was going to Daltina, the other refused to leave Jaedaxia for long. So he didn't mention anyone.
But then another name came to him. "In Arium, I met a half-orc constable named Nydardomond, who is unhappy at both his low pay and his treatment-- most of the people in Nexus Prime don't even bother disguising their fear and hatred of him.
Seeing you do well here might encourage him to come and give Imperia a try."

Dzrg was suitably impressed that Roland had a close relationship with Angelo Gatsby. The man had an admirable reputation. Angelo was known to be a man of action and many accomplishments, mostly financial coups that skimmed along the border between the law and illegality. Equally important, he was not a greedy individual. Dzrg did not tolerate dealing with greedy people.
Then Roland said, "............... Not like this wog boot Archalen you have here. I didn't care for his 'my way or the highway' attitude at all. Not at all." Dzrg raised his eyebrows and said, "Afore we take dat tack much furtha, ya might wanna know dat I had a bit ta do wit encouragin' da Thane ta seek dat office".
Later in the conversation, Roland said, "In Arium, I met a half-orc constable named Nydardomond, who is unhappy at both his low pay and his treatment-- most of the people in Nexus Prime don't even bother disguising their fear and hatred of him.
Seeing you do well here might encourage him to come and give Imperia a try."
The Orc replied, "Bein' unhappy wit his pay an' treatment not 'nuff fer me ta ask him ta come here. Might not be da right one ta run a high class Resort. He gotta have more den dat fer me ta want him. If he should come, maybe I'd give him a chance an' hire him fer sumptin. Den he'd have a chance ta show what he kin do. I pay good ta help da people ta not be greedy."

A messenger arrived bearing a letter for Dzrg, Justicar of Arakmat and businessman of Imperia. It was written in a neat vivid hand.
Quote:
to: His Excellency Dzrg, Justicar of the Sultanate of Arakmat
from: Eraisuithon Nan'tathren, Head Aedile of the City of Imperia
Greetings,
It has come to my attention that you have plans to construct a tourist resort on the Imperia waterfront. As my predecessor has left no information what so ever on this issue, I am wondering as to the status of this project.
If this project has drawn to standstill due to the inefficiencies of the Aediles Office, and you would like to renew it and would require my services, please write back and we can arrange a meeting.

Eraisuithon
After reading the letter, Dzrg decided that it was time for him to meet with the new Aedile. He wanted to be acquainted with all the officials. This often made it easier to know what he expect from them.
He left his office and made way to the Aedile.

First day of Meloras
Ramon entered the office of the harbor master with his hand behind his back in a contrite attitude.
-“Serale sir, Ramon Shakir, shore patrol 4th division. It’s been an honor to serve under your command for almost 3 cycles now, the purpose of this visit is to ask you to give me a few brightening of permission. A pride of kattas will leave this month to arakmat desert searching for a goblin band that have plagued the empire for too long. I trust you will excuse my absence as this will be a great opportunity to bring glory to the patrol’s name.”
