Aurora Palace Chamber of the Council
n the centre of the Aurora Palace, on the ground floor, stood a large room that nearly all the corridors led to. In days of old it had been the throne room, but all such thrones had disappeared and any royal remnants were long gone. However, it still had an air of dignity and pride, and though it was used for a slightly different purpose, the theme was similar. The middle of the palace was actually split in two, one part inside, one part outside, divided by large glass and wood doors that let in both light and the view of the well-maintained and planned gardens. The inner half was now known as the Chamber of the Council, and its use was fairly self-explanatory.
The floor was made from old old oak, heavily polished and smoothed with the numerous amount of feet that had walked over it. Anyone who entered the chamber could be assured that they were walking in the exact same place that royal footsteps once fell. The typical Daltinian wall hangings were in their rightful place, royal purple in colour, bordered with gold thread, and the crest of Enamoria rested in the middle. Candle holders adorned the wall between them and a simple chandelier of the same brass hung in the centre of the room, though it was rarely lit.
The furniture in the room was fairly simple. Near the windows stood a round table, made from splendidly patterned maple wood, polished to a high sheen. Stacks of paperwork were occasionally seen on it, and quill and ink holders that matched the wood of the table top stood at strategic points around it. Two chairs face the window itself, whilst eight chairs sat opposite, to house the council members, though in recent times they were now always all occupied at any one time.
At the other end of the hall, on the correct brightenings, rows of chairs were set out for any spectators who which to observe the open session of the council, or for those who were waiting in turned to see them and raise queries. The council met in the room on every odd numbered day of the month too, but only on those days divisible by five were the public allowed to attend.

Timestamp: 29th Brightening of Cryxatum, Summer of Era II of the Celestine Mandate, Era XIV Post Fractum.
The Council Was In. Much to the chagrin of most of the members. The hot topic for the day was a border dispute between two men from cheapside, both of which were insisted that a patch of land approximately two inches long that bordered both their houses belonged to both of them. Despite the expertise of those on the council, none had been able to talk sense into them, and the whole thing had been going round in circles for approximately quarter of a candlemark. The council were all rather bored, not least of all the Thane, who sighed and idly fiddled with his quill as the argument escalated once again. Today was going to be suitably uneventful, he felt.
Suddenly, there was a crash and a boom as the doors to the old throne room swung open. Kiri winced. Those doors were old, they certainly shouldn't be thrown around like that. Looking up from his desk, he looked for the culprit, so he could severely reprimand them. Peering across the council chamber, the halfling thane spotted was was presumably a ranger. He was dressed in green and brown, and had a bow slung over her shoulder, which was a rather obvious indication of his profession. Kiri was about to open his mouth and ask the meaning of the interuption - not that it was particularly unwelcome - when he saw the hurry the ranger was in, and the look on his face. He was clearly out of breath, and had been running for a long time.
"My lords. I am Jace Umberdown, of the Guild of Rangers." The ranger bowed and paused to get his breath back. The halfling thane noted that he was fairly young, not yet out of his teens, if he was any judge of the human life cycle. Kiri decided that whatever his problem, it was urgent, and the formalities and nicieties (such as they were) of the council could be overlooked.
"Clearly there is something that concerns you, old chap. Looks fairly urgent to me... why don't you get it off your chest, wot?"
My lords, there is an army gathering outside of Daltina, on the plains near the guild hall and Brightshadows."
Kiri blinked, as if his ears had not quite registered what had just come out of the young rangers mouth.
"What?"
"Legions, my lords! I got as close as I could without being seen, they have taken up a defensive position with fences all around. There seemed to be at least three legions there as far as my eyes could tell, your grace."
Kiri was silent for a moment, and exchange glances with the other council members, who all looked rather puzzled and shocked, apart from Lord Snowdon-Montague, who the Thane was beginning to suspect, was incapable of human feeling. The halfling racked his brains. What had Daltina done to irk the Empire? Nothing. Absolutely nothing! The city had always been very carefully to completely stay on the side of Aelryia. And has far as he could recall, Milo had seemed like a decent sort of chap. Perhaps an underling had gone astray? A powerful underling, indeed.
After a moments thought, the thane began to scrabble frantically on a piece of parchment that had handily been on the table in front of him. He spent several minutes writing, which gave Jace time to get his breath back. Eventually, Kiri finished his prose, folded the paper and sealed it with the sigil of the city.
"Jace old chap, you have done an excellent job informing us of this threat, but unfortunately, I am going to require your services a little longer. I know its a bally inconvience, and no doubt that you need a rest, but the safety of the city appears to be in jeopardy." Jace merely nodded. Thankfully for Kiri, the young ranger was a loyal subject of Daltina. He handed Jace the letter he had just written. "Take this to Aelyria Prime, and do not rest until it is in the hands of the Regent. Go to Brightshadows. Someone there will be able to teleport you into Aelyria Prime proper." He added, almost to himself, "I suspect some jolly old foul play. I do not think the regent is behind this."
Once Jace had left the council and the desputing neighbours had been hurried away, Kiri looked to his associates.
"Close the gates. Daltina is under seige. And I want a meeting with the Imperatis of the 16th Legion as soon as possible."

I write to you in responce to a herald article that will shortly come out. I need to know of all the arcane institution that are within your realm of power. If you have any religious institution that teach Thaumaturges to its priest and only its priest, they may be excluded as they fall under the realm of the Archprelate and the Church of Faith. If though they teach none priest any magical arts they are no longer considered and exception. The purpose of this announcement is that to often the Arcane school run according to various traditions which cause radical differences in the teaching of Arcane through out the kingdom. We ask that you share this with the heads of the Arcane schools through out your territory after the announcement in the Herald.
The Bureau of the Arcane and His Royal Highess are begining to issue Royal Arcane School Licenses. Each school must meet certian standards. They will be given six months to either meet these standards or present to the Bureau a long term plan to impliment them.
The standards of the Licenses are as such. Each school must have record system of their students. The students must register with a valid Visa, and supply the school with their information. Schools must confirm that their students have a place of residances, or provide them with a residance and food for the time of their teaching. The physical needs of their students must be taken care of. To often do we have potential students who can't aford the training because the can not provided a living. How the schools do manage to provide this is to be left up to them and the local area. As long as it is with in Royal Law.
As for the educational needs. Simple arriving to the class room is no longer enough. The student must show their abilities outside of class room, and outside of random combat situations. Students must volunter their time either in service to the school as seen fit or in the community as arranged with local entities. Also a test before the master of the School will be required to show that the student can think on their feet, we are here to teach magus to think about how they are throwing around arcane power.
Lastly our schools have become to complaincent. Recent Arcane events have occured and they occured outside of the Schooling system of the Kingdom. Each school must open a research section. They do not all need to invent the next flying ship, but we need to exapand our magical range.
This leads to the last requirement. All of their Teachers must have Arcane Teaching Licenses, and introduce Tenor. As in the cause of School Licenses these are to confirm and improvement in our teachers. The exact requirements for teaching Lisences are be that they must prove themselves in a test of arcane at the time of licensing. To keep their lisences they must show that they can do research as well as cast magic. They must also take a teaching test. Tenor will allow Masters to make research into what they feel is critical with out fear of dismissal as long as they obay Royal Law. The rules of tenor are to be set up by each school.
The Bureau is making plans to purchase a press to print arcane articles sent in from the Masters across the kingdom their by making their research known across the kingdom.
Lastly their will be licensing of Masters who teach but are not part of any school, but that will be handled by the Bureau itself, and reports of independant masters would be appreciated.
