Geography
The city covers the middle of the peninsula. At a population of 80 000, the city would be 6.5 square miles, 2.5 square miles dedicated to residential land (that’s an average of 32 000 people per square mile), another 2 square miles for transportation (roads, paths), and the remaining 2 square miles is taken up by a combination of commercial, industrial (warehouses, tan houses, forges, etc.), and institutional (schools, government buildings, etc.). For a city of its size, it has considerably more land dedicated to institutions with it's two institutions of higher education, various lower levels of schools, and Castle Mavloix, which would be under this category.
As a whole Jaedaxia is blanketed in snow (not necessarily thick snow), including the land immediately surrounding it. Except for on the Northwestern and Southeastern sides of the city, the cliffs of Libertas Bay to the West and the cliffs of the Great Sea to the East surround it.
Only one major road leads out of Jaedaxia, it is the South/Southwestern highway to Tirisfal.

Verse 11: High Queen Jaedah du Aeliyn et Aeryl (2 Months in 9508)
The Imperial Senate innovated a largely political move designed to expand the Empire's borders, for Emperor Constantine had stopped expanding and conquering in the midst of his melancholy. The fledgling kingdom of Eutopia-Carmelide along the Empire's Northern Border was under attack by pirates along the sea. The young, recently crowned Queen Jaedah requested assistance from the Allerian Empire and thus opened the road for involvement by the Imperial Guard in the region. Jaedah was betrothed to Emperor Constantine, and she ascended as a High Queen. A new city was ordered to be built in the northernmost part of her kingdom, it was named Jaedaxia in honour of her. Though Emperor Constantine’s name was on the document ordering its construction and naming as a wedding gift to his new bride, it was not him who issued the order. However, as a foreigner, she gained no respect among the Imperial Court and the Imperium largely refused to carry out her orders. The Imperium quickly began to realize Senator Kolvek's game and began to assert itself in the succession process. Just as the Imperial Court began proceedings to remove Jaedah, the High Queen was minorly insulted at Archprelate Maximilian's declamation that she had to be 'purified' before she could join the Allerian Faith, and ordered his banishment. Troops refused to follow her orders, and instead, executed her within the Imperial Palace at the Emperor's orders. The Crown slowly began to sink further into decay and despair.
The Republic of Libertas
Shortly after the expulsion of Queen Jaedah, whose short reign was characterized by an unfamiliarity with the people over whom she ruled and was ultimately concluded when she attempted to banish the Archprelate Maximilian, MGanzi Hal (sometimes spelled as M'Ganzi Hal) a Chesleyan nomarch born in the far-off island-nation of Rau, was elected to the Imperial Senate to represent his locality. Senator Hal was part of a growing movement of anarchists with links to dissidents in the former lands of Coldmoon, named the Industrial Radicals. His agenda was largely blocked by the more sensible majority of the Imperial Senate, and MGanzi found himself with few supporters to endorse his hopes of deconstructing the Allerian monarchy. His Senatorial career both climaxed and was similarly concluded when he formed cohesion among a minority faction to vote the Imperium out of existence when Emperor Constantine was both incapacitated by his illness and Archprelate Maximilian had been sent abroad on a mission of world peace. It was only the Advocate General at the time, Socrates de Ambergois, who saved the Empire from chaos by submitting a veto to the resolution that had passed. Following this crisis, the Imperial Senate set rules for quorum to two-thirds of all delegates, and MGanzi Hal was summarily dismissed by the Imperial Praesul of the day, Prince Royale Carados.
MGanzi Hal retired to his villa in Port Alyxandrya, the famous City of the Queens once thought believed to be a stronghold of monarchism, and began to plot a complex coup. Failing to find the financing that he required, he traveled to the recently established township of Freeport Jaedaxia, an Imperial City on the Northern Seas named after the previous Queen as a wedding gift. In the eastern segment of the city, MGanzi discovered a small cult of dragon worshippers of the mythical dragon-god Borthanas, which referred to themselves as Borthanists, and within them he found a willing pawn for his revolutionary plans. Inciting the Borthanists into rebellion was rather simple, for their ire had been fanned in being oppressed by the Church of the Faith, labeled readily as heretical by Archprelate Maximilian. The Borthanists were few, but effective in their tactics of terrorism, borrowing a page from MGanzi's homeland of Rau. When the docks were set aflame and the Borthanists and local militia were engaged in fierce fighting, MGanzi sent a regiment of hired mercenaries into the city and blockaded the port with aid from pirates that had frequented the Libertas Bay. Forcing both the Borthanists and City Militia to surrender, MGanzi took control of Eastern Jaedaxia and declared it the Freeport of Defiance, capital of a new nation independent from Allerian "tyranny".
Having usurped the good name of the bay that had invoked memories of freedom and prosperity, MGanzi styled himself as the Prime Minister of a Republic of Libertas and he duplicitously began to pour his life savings into hiring cutthroats, brigands and pirates while simultaneously trying to negotiate with foreign powers to recognize his fledgling state and intervene in what would be certain to be a swift retaliation from imperial forces. MGanzi surprisingly managed to acquire the support of the Republic of Alngea, an island-state in the deep trenches of the Northern Seas that despised the absolutism of Allerian government, which began to fund the building of a fleet of ships that would become known as the Defiance Fleet. Eager to export revolution to other cities of the Empire, MGanzi Hal targeted the city that had spurned him on the other side of the Empire - Port Alyxandrya - and sent pirates over the oceans to attempt to capture the city. For a few weeks, Port Alyxandrya was under the sway of terror and was known to its pirates as the 'Second Defiance'.
The Republic of Libertas was short-lived, however, for Imperial Consul Stuart de Marchant in concert with Prince Carados raised an Imperial Army and stationed it in Western Jaedaxia after Commander Thuryon from the Medonian Militia had routed the pirates in Port Alyxandrya. The populace of Eastern Jaedaxia ('Defiance') which had risen up to join MGanzi with hopes that they would have elections quickly became disillusioned when Prime Minister Hal indicated no schedule for elections, and had appointed cronies from Alngea and Rau to what he had initially promised to be a participant parliament. With the threat of a ruthless Imperial invasion from the West, and the certainty of a new brand of tyranny governing them from above, the citizens of Defiance quickly rose up against MGanzi Hal and his unsavory partners in crime - just as Lord Marchant had anticipated. Several months into his regime, discovered within his home engaging in an adulterous affair with Princess Royale Sarin, MGanzi Hal was placed under citizen's arrest and the gates along the West/East divide were opened by merchants and civilians to the Imperial Forces, who swarmed into Defiance and violently crushed the rebellion, killing virtually all of the Borthanists in the process. MGanzi Hal was executed within his home, Princess Royale Sarin chastised for betraying her husband, and Hal's family was exiled from the Empire.
When the Libertas Parliament was arrested and bundled off to the salt mines of the Terramarique Imperial Penal Colony, it was only the beginning of the reprisals planned by the fiercely patriotic Consul Stuart. The Imperial Consul ordered a punitive expedition against those who had dared to aid MGanzi Hal, and appointed Admiral Gorrel Angelico in charge of an imperial armada sent to demolish the now roaming Defiance Fleet, whose captains styled themselves as "Republicans-in-Exile". Bards have written many songs about the legendary adventures of the flagship AFS Khatakera against the twenty odd ships that had tried unsuccessfully to terrorize the High Seas. More interesting to this chronicler, however, is the merciless invasion of the Imperial Army under the command of Stuart de Marchant into the Alngean isle. The relatively brief campaign is exemplary of how a smaller, more elite trained Allerian expeditionary regiment with better weaponry defeated the substantially larger Alngean defense forces. Following the conquest of Alngea, the ancient columned-port city was razed and all of the Alngean peoples were wiped out and displaced, their lands sewn with salt and towns destroyed. Through this example, the Republic of Libertas incident would mark the last time that a foreign power would intervene in the internal affairs of the Allerian Empire.
2nd Empire Rebellion to Current Day Jaedaxia
After the rebellion Jaedaxia was placed under quarantine for 500 patterns, completely ignored by the rest of the Empire, as it was only a small, isolated city with no considerable resources. During the 500 patterns Jaedaxia was engulfed in civil war as the eastern and western portions of the city constantly clashed with each other. The sense of being abandoned by the rest of their nation made the majority of the populace resent the Allerian Empire, which when the quarantine was finally lifted, only led to another rebellion, albeit a much smaller one with less ground for success. Upon the event of the second rebellion the 2nd Imperial Legion, consisting of 50 000 heavy infantry was sent to Jaedaxia to reconquer the city and crush the new rebellion. During the time previous to the Legion being sent a blockade organized by Archadoon and the Prelatine fleet had prevented any trade by sea with any city, which might wish to help Jaedaxia. Upon the arrival of the Legion the city quickly surrendered and the militia, which had been organized for its defense, consisting of 40 000 citizens, was disbanded and the city and surrounding region was turned into an Imperial Protectorate, the terms of which would last for 1 pattern until Jaedaxia would rejoin the province of Carmelyn.
Society and Culture
Jaedaxians put more importance on status and caste than most other cities in Alleria. Aristocrats are revered, feared, and privileged, even if the Alyssan Civitate has stripped them of their politcal powers. Up until its secession, Jaedaxians had rather high standards of living, with per capita income being approximately 3500 Crowns an era. With the economy in ruins, this is going to be tough to regain, but that, at least, was how things were, so even the plebians in Jaedaxian society had the money to indulge in an affinity for the arts. Hopefully this would not cease, but instead there would be more emphasis put on cheaper entertainment (ie, going down to the Town Square to watch some busker perform or a street play, rather than going to the Grand Theatre & Opera House.) These people really love the arts (though anyone who's ever been to the city could figure that out), which is why it has so many artists, and why the best of them achieve social status nearly equal to nobles.
Jaedaxia’s culture was not always what it is now. Imperialists originally founded it and they did not indulge themselves to the degree most people know Jaedaxians to do now. The major change in Jaedaxian culture was created by a relatively large Charismean migration to Jaedaxia. These people’s presence has most certainly left their mark on the city.
Major Landmarks
There are, in Jaedaxia, four sights for which the city is famed for, that would stand out to anyone foreign to Jaedaxia, and that make the city immediately identifiable in paintings, tapestries, or any other artistic representations of it. They do not only epitomize the beauty and image of the northernmost polis of the former kingdom of Eutopia-Carmelide, and made the namesake of the queen of the kingdom that brought it into the fold of the Allerian Empire, but also the ranging, often contradictory attitudes of its populace.
Premier of these landmarks is le Château Mavloix, or Castle Mavloix, is a nine-story castle with a majestic clock tower, the tallest structure in Jaedaxia, on a quarter square mile of lawn in the heart of le Quartier du Sud, or the Southern Quarter, the upper crust and cultural district of Jaedaxia. This gothic keep has a very mysterious, foggy history. Only the most devoted historians know just who was responsible for constructing it, whether it was the ancestors of the Richelieu de Mer family, the monarchy of Eutopia-Carmelide when Jaedaxia was first ordered into creation, or if it even came before that defunct sovereignty, perhaps built by barbarians as a fortress long before the Imperialists even put the first brick in place in the city around it. Part of the castle is also a massive art gallery. It is host to the greatest collection of art in the entire Allerian Empire, and its articles come from the very farthest corners of the accessible, civilized world, whether they be archaic examples of art from lost peoples, pieces from the most legendary of artists, or the best of contemporary art.
After the grandiose castle is the brooding, ominous presence of the Wall of Weeping. It was built to divide Jaedaxia five hundred eras ago, to split the East from the West, during the dark time of MGanzi Hal's reign over Port Defiance, the eastern half of Jaedaxia, and the capital of his breakaway nation, the Republic of Libertas. Now it is believed to be haunted by the spirits of the Borthanists that were allegedly slaughtered in their entirety (which is now known to be a false assumption), when the Imperial Legions marched through the gates at the epicentre of the hub-and-spoke city. Growth of the city means that the Wall of Weeping now only spans two-thirds of the north-south distance of the city, and there are many major thoroughfares that can be taken to skirt around the Wall.
There is also the Cathedral of Carmelya, a gothic structure with a far more baroque, gilded dome topping it, the only visible part of it out of the lush, forested park that surrounded it. The rectangular area of trees is also in the Southern Quarter, just west of Castle Mavloix, and is the only major religious site in Jaedaxia.
Finally, there is the primary seat of education in Jaedaxia, the Socrates de Ambergois University, one of the leading institutions of higher education in the Allerian Empire, and named after the legendary man who saved the Allerian Empire from disintegrating by vetoing a resolution to abolish the monarchy. Ironic, then, that it is the most prominent university in a city that has twice attempted to secede from the Empire. But it was named more for the concept of its namesake's actions than the repercussions of those actions, which were negative to Jaedaxia. It was the idea that he saved something, which the university did, helping to drag the city out of the civil strife and bloodshed it had plunged into after the reign of MGanzi Hal.
Military
Army
1.25% of the population serves as professional soldiers, adding up to 1000 men and women. Most are minor aristrocrats or the later children (with little or no inheritance) of higher class nobles.
Navy
Six Warships, collectively called the Defiance Fleet.
Economy
The economy is in total ruin from lack of trade with the rest of the Empire and for the most part the people are starving because of it.
Benefits and Dangers
Currently under military occupation. Pox has begun to break out. No civilian government, so a new one will be required. Interesting plots to be pursued, those which will effect the rest of Alleria and those that will effect the city.

Just a few things...
The blue portions highlighted are indicative of portions that have been mistakenly added to the historical facts of the city, and the red portions highlighted indicate bits that have been left out. I know it sounds really nitpicky, I apologize. It's just that the add-in's look like exactly that -- add-in's. There's not any elaboration on just who issued the order to 'build' the city, and moves on to describe the rest of Jaedah's rule, and the city was never ordered built in her honor, only renamed.
... and the population has been changed after all? I'm assuming that comes by order of the Juan, and if that's the case, then I absolutely demand that every other city in Carmelyn (and the Empire, for that matter) be made to re-evaluate their figures as well. I'm sick and freaking tired of the favoritism that goes on in this game, and the notion that anyone who does not go against the grain of Juan's plans does not have to answer to the same standard he sets forth for us whenever it's convenient for him.
Also, I'm not quite sure that it was a Charismean migration that caused the culture change in Jaedaxia, but I'll leave that to my beloved Wynd to resolve, since I don't really remember what we'd settled on.

Just to add a few things to what Lisa mentioned:
1) Demographics:
Nimâlni. This is the one exception to the rule that the percent should remain the same for Jaedaxia's demographics. There are 1 000 Nimâlni Elves in Jaedaxia, so the percent of Elves in Jaedaxia that are Nimâlni would be 12.5%. I don't care where you get it form, but I would suggest removing it from the Orcs. I don't know why the Orcs remained at 5% while the Katta were completely removed. To re-instate the Katta, I would suggest decreasing Orcs and Giants. I realize the Giant population was put there by me, but on reflection, there shouldn't really be any there. I'm not sure why the Human population was increased so much, or why the percentages of those were changed. The prominence of Arakmatan immigrants was intentional.
2) The size of the city, with the population reduction, would have to be revamped. The way Jaedaxia's architecture has been described, it's a dense city. It would have 35 000 - 50 000 people per square mile, residentially. Assuming we take into account that with Juan's reduction, the first from starvation and cold, the second from the Pox, that Jaedaxia started at 100 000. Then it lost 10 000 due to the seige and seige-related issues (as per Juan's original quote, which has suspiciously been removed from the Herald article where it was first posted in), and another 10 000 due to the Pox. This would mean Jaedaxia's residential size should be about 2.5 - 3 square miles, meaning it would have 1.5 - 2 square miles of transportation-related space, leaving 1 square mile to commercial and industrial purposed, and another 1 square mile for institutions, totalling 6 - 7 square miles total.
3) The Commoner's Militia. In light of these new population changes, that the militia would be 40 000 is, for Jaedaxia, impossible. Assuming a population of 100 000 before the subsequent reductions of both the seige and the Pox, it could amass, at most, 15 000 Commoners. Also, it's professional military would be no bigger than 1 000.
4) Culture. Jaedaxia was there before it was called Jaedaxia, though it can be assumed that Imperial influence greatly increased its population. Also, there was no great Charismean migration to Jaedaxia. At least, not all at once. No doubt between it being annexed by Alleria and its quarantine, there was a steady stream of people from Alleria into Jaedaxia. But the argument over whether Jaedaxia was founded by Imperials or not, there WERE people living on the peninsula before the city, otherwise there would have been no Eutopia-Carmelide. I would imagine that Jaedaxia's respect for nobility would come from those people. The cultural indulgence could be a combination of the native people's habits and the sophistication brought by Allerian immigrants.

Also, I will second Lisa's demand that every other city be forced to have their populations re-evaluated. I admit, going by Juan's standards (which were not the same as mine when I decided on Jaedaxia's population, due to a combination of my using St. Petersburg as a valid situation to base Jaedaxia's population on, and the fact that the information on Alleria's population he supplied me was incomplete), that Jaedaxia having 80 000 people makes more sense, for Alleria. However, it also means that Archadoon should have a lot less than 450 000, if still more than Jaedaxia, Diana should be NOWHERE NEAR 500 000, and Tirisfal has always been messed up.

Um, demand away. All population sizes are/will be looked at across the empire. Making demands of a GM who is now in charge of looking after Jaedaxia is NOT the way to go about 'correcting' any supposed favoritism. If you want to 'demand' and so on, take it to the help desk. Don't load your protectiveness and terratorial issues on Rectify, who is doing a fantastic job in his new post
Aside from that, I must say I'm very pleased with the detailed discussion you guys have going here . Thanks for contributing.
Just leave the demands out please. It isn't rectify's place to conform to or reject them, and is very unfair on him.

Ok...first off...it's a bad day for me so if I sound harsh...I don't mean to.
As for the change in history, (origin of city and Charismean migration) I will not change that. That information came directly from Juan. He conceded to the possibility of a Charismean migration, which he didn't have to do. According to him the city didn't always have that culture. He provided me with information on how the city came into being, he said that it was ordered to be built by some guy in the senate or something. I didn't put in the name because I couldn't remember it. In the end, Juan's word is law. As far as Alleria goes, he's my boss. Whether or not I believe one side or the other doesn't matter here.
For the demographics I'll change some of it (Nimalni increase, Orc&Giant decrease), I basically just converted the numbers to the previous percentages, although there are some exceptions. The Dorin population and Arakmatan populations were reduced as they are used to warm climates so I didn't think they would be all that inclined to live in Jae. Tell me why the Arakmatan number would be higher and I'll probably give it to you. The Katta were removed for two reasons, a) Same reason as Arakmatans and Dorins, b) This actually applies to the Dorins and Elves as well, I needed to increase the number of Humans so I decreased their numbers. As for the large increase in the Human population, again in conversation with Juan he told me that Jaedaxia is predominantly Human, thus the large increase.
About the city size, I agree, I had it smaller but I figured I'd have to deal with somebody saying that so many people couldn't live in so small a space, so I changed it. Anyways, I'll make it smaller.
About the militia, Juan told me he allowed the population to be 80 000 in order to accommodate the 40 000 commoners in the militia. So..yah. Can't really say anything else about that. As to the smaller professional military, I disagree. The previous number of 2 500 which you gave me, Vylle, still works. At 2 500 people that still only accounts for 3.125% of the population...which I think is reasonable, if it was above 5% I'd give it to you.

Hang it. If trying to maintain continuity for my own creation and at least attempting to get any semblance of fairness only gets me such luminary names as being territorial, protective and/or overbearing, you've missed my point entirely, and it's not worth my time continuing to try to get my point across. It seems anyone who even tries to make an argument against Juan's wishy-washy ways of changing things when it's convenient for him is branded as self-important and egomaniacal, and that because Juan has a way of removing any evidence from the boards that we could use as a base for our opinions. Nevermind that the very same words used agains me could very well be put to Juan himself. Well, whatever.
If y'all choose to put up with it, so be it. I can't do it anymore. I'll be around as a player, but I can no longer participate in 'discussions' that aren't discussions, and always end in Juan's will being done anyway. Rectify, good luck with Jaedaxia, and I'm sorry I couldn't help you more.

I apologize if it seemed like I was addressing my request toward Rectify, it was intended to be a message to anyone reading this thread. I know perfectly well that one GM cannot, however much he or she may want to, persuade another GM who is set in their ways to change. I never meant to impose such expectations on Rectify.
Regarding population statistics, alright, there's sense in that reasoning, and I won't be bothered to argue every last detail. All I ask is that Orcs and Giants not be so prominent, even if that means increasing the Human (and possibly Esh'lahie) populations.
Finally, about military statistics, I disagree with you. Admittedly, 3% of the total population belonging to the military is not as bad as 5-10%, which are the cases that I really criticize, for Jaedaxia, 3% is too much. It is not reasonable. 3% is the top of what I would consider 'acceptable,' and I've explained to you why Jaedaxia kept a small professional military Not to mention, the budget was designed for 0.5 - 1%.
I understand the situation you've been put in, and I sympathize. I would not want to be in a similar one, and I'm not sure how I would act. I know that if I had not been responsible for developing so much of Jaedaxia, and a close friend had not basically made it, and the Creator was pressuring me to accept what he said as truth, I would be much more likely to do what you've done. I'm not going to hold it against you - you have very little choice in the matter, and very little to gain for taking that very little choice, and much to risk, but I'm also not going to be happy about it.
Oh, and btw, Jaedaxia's navy consists of 6 warships, named the Defiance Fleet.

Mekere; discussions are all very well and good, but Jaedaxia is no longer yours the city belongs to the players, not just you. It has also 'belonged' to 3 other GMs now, and I like I said; discussions is good, making demands is not. Throwing around accusations about favoritism and flaming Juan is NOT the way to get continuity achieved. That's like walking up to the boss of a corporation, calling him an *expletive goes here* and then demanding that he changes something that you disagree with. Trying to shame someone as stubborn as Juan leads only one way; inaction and dug in heels on both sides.
And you were making demands of a GM who is not in a position to agree or disagree with them, and at a time when the populations of every single city in the empire will be under review. You know as well as ANYONE what real life can do that sort of schedule.
And thank you Vylle. I understand that now. Like I have said before; I will not personally give in to 'demands' on principle, and the matter at hand IS being addressed, although not as quickly as I (or you) would like.
As for the military, how about a compromise of 2.3%?

... bah, forget it. Think whatever you want to think, Caerydd. I'm done arguing the whole thing, because no one's going to see what they don't want to see. I do want to set the record straight, and make it very clear that at no time was I making demands of Rectify himself. He's done a fantastic job with Jaedaxia given the circumsances he's been handed.
I just asked for a little fair play from Juan and the GD. Since that seems to offend people so, I'll stop asking.

Just posting over the idea I came up with with Rectify over chat...would be useful in the development of Jaedaxia.
Since Juan is looking for a somewhat Gothic theme, and Jaedaxia was based on the French, I've come up with an easy transition that can keep both. As we all know, the Jaedaxienne language is one of a kind, and the accent and thought that went into it took a lot of time as well. Also, we all know that Jaedaxia is occasionally considered the 'City of Arts', right? Due to the Imperial Legion restoring order within Jaedaxia, a lot of the city's artists, sculpters, and architects could express their emotions and thoughts over the situation through their work. In real life, there was a period of art named Expressionism. This runs alongside it to a degree.
Now, I'm not saying to ditch the Jaedaxienne language...certainly not, but there is always room for a new era of art and literature in a city that's supposed to be all about it.  With the artists, architects, etc. expressing their ideas through their work, the new style could be based on Gothic art. So Gothic Architecture, art, perhaps clothing would be an easy transition. They would be expressing their feelings of distaste and depression over the Legion by creating this new style of art and whatnot.

Jaedaxia's architecture, art, "culture", and language is a combination of many things, actually. While Jaedaxienne is French IRL, the buildings, artwork in the Caste/ Museum are based off a combination of things from the Italian Renaissance amongst other periods in RL history that contributed to pretty-ful art in general

As Andropov said, we discussed this in chat. I believe with both like the idea of it.
Keep the french language, bring in a much more gothic architechtural/artisitic feel to the city. Not only does the incredible change in physical environment provide an interesting development, it provides a means to help boost the Jaedaxianne economy. The City of the Arts revived through art, how fitting, wouldn't you say?
I was also thinking, perhaps bring in an Italian cuisine, mayhaps turn the taverns/pubs into a russian atmosphere. The professional military could be turned into a Prussian type of thing. I don't know if anybody sees where I'm going with this.
I'm trying to aim for a sort of mosaic of cultures in Jaedaxia. It's recognized as a cultured city, why not expound the culture?

Overall race populations
Giants went from 1% (800) to 0.5% (400)
Orcs went from 5% (4000) to 2.5% (2000)
Elf population went from 10% (8000) to 12% (9600)
Dwarf population went from 2% (1600) to 3% (2400)
Subrace populations
Silrosian population went from 35% (2800) to 31.25% (3000)
Esh'lahier population went from 60% (4800) to 54.17% (5200)
Vysstichi population went from 4% (320) to 4.17% (400)
Nimalni population went from 1% (80) to 10.417% (1000)
City Density/Lay out
Configured the numbers to what Vylle had suggested.
Military/Navy
Added Military/Navy section. Decided to go with 1.25% of the population in the military, simply to get a nice round number of 1000. I added the 6 Warships.
