Not really, you have to keep in mind the legions are troops who have homes around the entire country, of those originally stationed within the province thousands would have relatives elsewhere whom would have assets seized if i recall. Same goes for others, although alot of people would be inside the province. A huge number would be outside, although not enough to finance the whole project :P They could increase all our wages for starters!
